PAINE ' S CREEK PROJECT DESCRIPTION
In December of 2015 , the Compact of Cape Cod Conservation Trusts , Inc .
took title to this property on behalf of the Brewster Conservation Trust for
$ 330 , 000 . The intention behind this purchase was and is :
• Keep the lot off the market to see if the Town ' s coastal planning
included a desire to see the land used to support the use of Paine ' s
Creek Beach , specifically for off-site parking ,
• Enable the BCT to retain some of the sensitive back land in a natural
state and provide a vegetated privacy buffer to the neighbor to the
north ;
• Enable BCT to have permanent legal access to its nine ( 9 ) acre marsh
front parcel and provide a public trailhead for it .
Purchase of this parcel will also allow the Town to create a small parking lot
( 20 -25 spaces ) for beach parking , This would create the potential for a
possible shuttle to Paine ' s Creek on a trial basis .
Proposed parking lot would be of permeable material for obvious reasons .

CATEGORY SPECIFIC CRITERIA

Open Space Proposals
❑ Permanently protect important wildlife habitat, including areas of significance for biodiversity,
diversity of geological features and types of vegetation, contain a habitat type that is in danger of
vanishing from Brewster or preserve habitat for threatened or endangered species of plants or animals .
9 Provide opportunities for passive recreation and environmental education .
❑ Enhance or protect wildlife corridors , promote connectivity of habitat and prevent fragmentation of
habitats .
9 Provide connections with existing trails or potential trail linkages .
❑ Preserve scenic views or border a scenic road .
❑ Protect drinking water quantity and quality .
❑ Provide flood control/storage .
❑ Preserveimportant surface water bodies, including wetlands, vernal pools or riparian zones .
❑ Preserve priority parcels in the Town' s Open Space Plan/maximize the amount of open land owned by
the Town of Brewster.
Historical Preservation Proposals
® MANDATORY : Must be on the State Register of Historic Places or have a letter from the Brewster
Historic Commission indicating that the resource has been determined to be significant in the history,
archaeology, architecture , or culture of Brewster .
® MANDATORY : Project must meet Secretary of the Interior Standards for rehabilitation and/or
restoration of Historic Preservation Properties .
❑ Protect, preserve, enhance , restore and/or rehabilitate historic, cultural, architectural or archaeological
resources of significance, especially those that are threatened;
❑ Protect, preserve, enhance , restore and/or rehabilitate town- owned properties, features or resources of
historical significance ;
❑ Protect, preserve, enhance, restore and/or rehabilitate the historical function of a property or site ,
❑ Demonstrate a public benefit and/or public access , or
❑ Otherwise provide permanent protection for maintaining the historic resource .
❑ Project site should not be privately owned unless there is demonstrable public access and benefit.
Communitv housing Proposals
❑ Contribute to the goal of achieving 10 percent affordable housing;
❑ Promote a socioeconomic environment that encourages diversity;
❑ Provide housing that is harmonious in design and scale with the surrounding neighborhood;
❑ Ensure long-term affordability;
❑ Promote use of existing buildings or construction on previously-developed or Town-owned sites ;
❑ Convert market rate to public subsidized units ;
❑ Provide an appropriate mix of rental and ownership housing;
❑ Give priority to local residents, town employees , employees of local businesses as allowed by law.
Recreation Proposals
0 Support multiple active and passive recreation uses ;

PROJECT ELIGIBILITY CRITERIA
(# 3 /4 ) Acquisition of this property :
Adds to the Town ' s inventory of open space and increases the potential for
expanded recreational use .
Contributes to the preservation of Brewster ' s unique character .
Boosts the vitality of the Town
Enhances the Town ' s quality of life
Serves both open space and recreation purposes of the CPA program
Demonstrates a positive cost/benefit relationship
Has leveraged private fiends ( $ 330 , 000 purchase vs . $ 195 , 000 Town purchase
price)
Provides the possibility of testing a shuttle to Paines Creep Beach — as
suggested by the Coastal Committee
(# 5 ) Projects of this type are strongly supported by the community
(# 6 ) If approved, the project would be undertaken (permitting and construction)
over the winter months
(# 8 ) Public funds are needed since this is a public project .
(# 9 ) Town will maintain the lot
(# 10 ) Site control — town will have the deed to the property , there will be a
conservation easement on the property and the BCT will be provided an
easement for passage to their property and use of the parking lot .
