Board of Assessors
Minutes of Special Meeting of April 19, 2012
A special meeting of the Board of Assessors was held on April 19, 2012 in Room 211
at the Town Hall. The purpose of the meeting was to consider the Application for
Abatement filed by Solect Energy Development, LLC. In attendance were John Duffy,
MaryJo LaFreniere and John Palmer, all the members of the Board. Also in attendance
were Robert Bushway, Principal Assessor and Mr. Jim Dumas of Solect Energy. John
Duffy presided and John Palmer kept the minutes.
The meeting commenced at 5:15 p.m.
On a motion made and seconded, the Board unanimously approved the minutes of the
regular meeting held on April 20, 2012.
At the request of Chairman Duffy, Mr. Dumas presented the Board with a written request
to consider the timely filed Application for Abatement filed on behalf of Solect Energy as
an Application for Exemption. Thereupon, Mr. Dumas provided a detailed explanation
of the components, purposes and functions of its solar energy property installation at
89 Hayden Rowe St. According to Mr. Dumas, the direct current energy produced by
the solar panels is converted to alternating current power and is then fed to the building
control panel for distribution to the electricity demands at 89 Hayden Rowe St. Mr.
Dumas stated that NStar Electric also supplies electricity to the building control panel
and that all the power, whether supplied by the solar panels or by NStar Electric is
measured by the NStar meter. Thereupon, Mr. Dumas left the meeting. After discussion,
on a motion made and seconded, the Board unanimously voted to grant an exemption
under MGL Ch. 59, sec. 5, cl. 45 with respect to the subject solar energy property.
The next meeting of the Board had previously been scheduled for May 1, 2012 at 5:15
p.m.
The meeting adjourned at 5:55 p.m.
