Overview
Staff is recommending that the Commission hold a public hearing to receive testimony on transit
service needs.
6. HIGHWAYS/LOCAL STREETS AND ROADS.
6A. Proposal that San Bernardino County Annex a Portion of Westem Riverside County to Enable
Completion of Route 71 Freeway Proiect.
Overview
Notwithstanding the Commission's support for a safety project on Route 71 which would
address inadequate shoulders and median protection, representatives from the San
Bernardino County area continue to strongly advocate continuation of a freeway project in
Riverside County from where the San Bernardino Associated Governments (SANBAG) funded
project will end to Route 91. Information is provided as background to the Commission on
Route 71 issues.
6B. Route 79 (Lambs Canyon) Status Report.
Overview
The Measure A funded construction to widen Route 79 from two lanes to four lanes/through
the Lambs Canyon Area is progressing rapidly. The Lambs Canyon widening is a major
construction project requiring extensive earthwork and grading through some very steep
canyon areas. Staff will provide an oral report and slides to show the progress made to date
on the Route 79 widening and Gilman Springs Grade Separation projects.

7. ADMINISTRATIVE ITEMS/FINANCIAL ITEMS.
7A. Development of the Southern California Association of Governments (SCAG) 1996-97
Overall Work Program (OWP) Process.
Overview
This item provides the Commission with information for discussion and guidance to staff as
they participate through RTAC to assist SCAG in preparing its FY 1996-97 OWP.
7B. Inter -County Infrastructure Issues and Resolution Process as Proposed by the Southern
California Association of Governments (SCAG).
Overview
This item provides the Commission with information on the recent actions taken by the
Regional Transportation Agencies' Coalition (RTAC) regarding the development of the 1996
STIP. Actions taken by RTAC include approval of, five recommendations to be incorporated
into the 1996 STIP. This item requests RCTC support of the adopted recommendations.
7C. Establishing CVAG Transportation Uniform Mitigation Fee (TUMF) Collection Policy.
Overview
At their meeting on January 29, 1996, the CVAG Executive Committee adopted a policy
which establishes a process to address jurisdictions in Coachella Valley who participate in
the TUMF but may not have collected TUMF required fees. The CVAG Executive action
includes a policy whereby an amount equal to uncollected TUMF would be taken out of the
affected local jurisdictions's Measure A streets and roads funds. Legal Counsel will present,
at the meeting, a proposal which should be responsive to CVAG's policy and legal concerns.
7D. Commissioners/Executive Director Report.
Overview
This item is placed on the agenda to provide Commissioners/Executive Director the
opportunity to report on activities representing the Commission.
7E. 1996 Series A Refunding Bonds.
Overview
The Commission authorized staff to issue up to $75,000,000 in bonds to refund the 1991
Series A Sales Tax Revenue bonds. This was accomplished on January 18, 1996 when the
bonds were priced and sold, and will be closed on February 1, 1996. The total amount of
the refunding was $61,765,000 which refunded the 1991 Series A term bond due June 1,
2009, and the two latter serial maturities due June 1, 2002, and 2003 for $6,945;000 and
$7,405,000 respectively. The Commission had set a minimum target savings of 2%, but
we were able to accomplish in excess of 3%. The total present value dollar savings amounts
to approximately $1,862,750. This item is for receive and file.

7F. Final Results of the FY 95 Audits.
Overview
Staff is recommending that the Commission authorize staff to draft responses to the
management letter comments for review and discussion at the April meeting.
8. CONSENT CALENDAR - All matters of the Consent Calendar will be approved in a single motion
unless a Commission member requests separate action on specific items.
8A. Consent Calendar - Highways/Local Streets and Roads.
8A1. Route 111 - Memorandum of Understanding with the City of La Quinta for
Improvements at the Washington Street Intersection.
Overview
Staff is recommending that the Commission authorize the Executive Director to enter
into the attached Memorandum of Understanding with the City of La Quinta, subject
to final legal review by Commission Legal Counsel.
8A2. Route 111 - Memorandum of Understanding with the City of Palm Desert for
Improvements at the Deep Cannon Intersection.
Overview
Staff is recommending that the Commission approve the Memorandum of
Understanding with the City of Palm Desert.
8A3. Amendment to FY 1995-1999 Measure A " Five Year Capital Improvement P/an for
the City of Banning.
Overview
The Measure "A" Ordinance requires each recipient of streets and roads monies to
annually provide to the Commission a five year plan of how those funds are to be
expended in order to receive disbursements for local streets and roads. Any
subsequent additions, deletions, or substitutions to the approved Plan must also be
approved by the Commission. The City of Banning is requesting Commission
approval to amend their previously approved FY 1995-99 Plan.
8B. Consent Calendar - Administrative/Financial Items.
8B1. Follow-up to the 1996 State Transportation Improvement Program (STIP) Hearings
by the Regional Transportation Agencies' Coalition (RTAC).
Overview
This item provides the Commission with follow-up information on the 1996 State
Transportation Improvement Program (STIP) hearings. Both RTAC and SCAG made
presentations to California Transportation Commission (CTC) on January 23, 1996
at the STIP public hearing. This item is provided as information for receive and file.

8B2. Regional Plants) Development Schedule.
Overview
The Southern California Association of Governments (SCAG) is in the process of
updating both the Regional Transportation Plan (RTP) and the Air Quality Management
Plan (AQMP). The RTP is on a schedule which has the draft plan completed in
October 1996 and adoption scheduled for June of 1997. The AQMP's.development
schedule has a draft available in July 1996 and a final document available in October
1996. This item is for receive and file.
8B3. Extension of David Turch's Contract, Washington, D.C. Lobbyist.
Overview
This item provides the Commission with information for consideration of extension
of David Turch contract for lobbying services with our Washington. D.C. consultants.
This item requests RCTC support of the extension of David Turch's contract through
June 30, 1996.
8B4. Legislative Program.
Overview
Items included under this part of the agenda are the Sacramento Report from Smith-
Kempton, and the Washington Reports from David Turch and Cliff Madison. These
items are recommended to the Commission for approval as receive and file.
8B5. California Transportation Commission (CTC) Report.
Overview
This item is provided as information on actions taken by the California Transportation
Commission (CTC) at its meeting on January 17-19, 1996. This report is provided
as a regular update on CTC issues and actions in order to inform RCTC of the votes
taken related to projects and issues of interest to Riverside County.
8B6. Appointments to the Citizens' Advisory Committee/Social Service Transportation
Advisory Council.
Overview
Staff is recommending that the Commission appoint Michelle Rainer and Ed Feldman
to the Citizens' Advisory Committee/Social Service Transportation Advisory Council
with a term expiration in February 1999.
8B7. Re -appointments to the Citizens' Advisory Committee/Social Service Transportation
Advisory Council.
Overview
Staff is recommending that the Commission re -appoint Ace Atkinson, Judylynn Gries,
Milt Kandl, and Fortunato Penilla to the CAC/SSTAC with terms lasting until February
1999.

8B8. Additional Bonds Test.
Overview
Staff is recommending that the Commission not change its 2x additional bonds test
policy at this time.
8B9. LTF Revenue Estimate for FY 96/97.
Overview
Staff is recommending that the Commission approve the areas apportionments based
on the revenue estimate provided by staff and the Auditor Controller of the County
of Riverside.
8B10. Single Signature Authority Report.
Overview
For the six month period ending December 31, 1995, three contracts were executed
under single signature authority granted to the Executive Director by the Commission.
There was approximately $37,345 in unused and expired capacity at December 31,
1995. This item is for receive and file.
8B1 1. Monthly Cost and Schedule Reports.
Overview
The presented material depicts the current costs and schedule status of contracts
reported by routes, commitments, and cooperative agreements executed by the
Commission. For each contract and agreement, the report lists the authorized value
approved by the Commission, percentage of contract amount expended to date, and
the project expenditures by route with status for the month ending December 31,
1995. This item is for receive and file.
8C. Consent Calendar - Transit/Rideshare/Park-N-Ride/Bicycle.
8C 1. Measure A Specialized Transit Funds for Friends of Moreno Valley Senior Center and
the Inland Aids Project.
Overview
Friends of Moreno Valley Senior Center and the Inland Aids Project are requesting
Measure A Specialized Transit funds available in the western Riverside County to
provide the required local match on a FTA Section 16 capital grant. This is in
compliance with the RCTC adopted policies for the Measure A Specialized Transit
Program and there are sufficient funds budgeted to cover this item. Staff
recommends approval of their request.

8C2. Transit Capital Improvement Funds--RTA Bus Rehabilitation Project.
Overview
Staff is recommending that the Commission allocate Riverside Transit Agency an
additional $32,651 in local transportation funds to be used as capital match for this
project and authorize the Executive Director to execute the fund transfer agreement
with the state. .
8C3. Implementation of Recommendations Included in the Transit Operator Triennial
Performance Audit --Mid Year Proqress Report.
Overview
In June 1995 the Commission accepted the Transit Operator responses on how and
when they would implement recommendations included in their Triennial Performance
Audit. Many of the operators had already implemented the suggested changes or
stated they would be completed by the end of the fiscal year. The Commission
directed staff to monitor the operators' progress regarding implementation and to
report back to the Commission mid -year. This item provides the requested update.
8D. Consent Calendar - Service Authority for Freeway Emergencies/(SAFE).
8D1. Authority to Advertise Request for Bid Proposals - Freeway Service Patrol Tow Truck
Service.
Overview
The Riverside County Freeway Service Patrol (FSP) program has been in operations
since June 1993. During the two and one-half years of the FSP program, service has
been provided primarily by one two truck company. Staff is requesting authorization
to issue a Request for Bid (RFB) proposal for tow truck service for the FSP program.
8D2. Monthly Call Box Update.
Overview
The operational statistics for the Riverside County Motorist Aid Call Box System for
the month of December 1995 will be presented to the SAFE Board.
8E. Consent Calendar - Commuter Rail.
8E1. Extension of 24-Hour Security Guard Service at Rail Stations.
Overview
Staff is recommending that the Commission approve extending temporary, 24-hour
security guard service at The Pedley Station, the West Corona Station and the La
Sierra Station through June 30, 1996.

Overview
Presented for receive and file are Metrolink ridership reports for the months of
December, 1995 and January 1996.

UNMET TRANSIT NEEDS
(Palm Desert)
CHAIRMAN'S INTRODUCTORY REMARKS
STATE LAW REQUIRES THAT A PUBLIC HEARING BE HELD ANNUALLY TO
RECEIVE COMMENTS FROM THE PUBLIC CONCERNING PUBLIC TRANSIT NEEDS.
APPROXIMATELY $23 MILLION DOLLARS ARE AVAILABLE IN THE COUNTY FOR
TRANSPORTATION PURPOSES PURSUANT TO THE STATE TRANSPORTATION
DEVELOPMENT ACT. AS A PRIORITY, THESE FUNDS MUST BE USED FOR PUBLIC
TRANSIT. IF THERE ARE FUNDS REMAINING AFTER MEETING ALL REASONABLE
PUBLIC TRANSIT NEEDS, THESE FUNDS MAY BE USED FOR THE CONSTRUCTION
AND MAINTENANCE OF STREETS AND ROADS. IN THE COACHELLA VALLEY,
HOWEVER, ALL AVAILABLE FUNDS HAVE BEEN USED FOR TRANSIT FOR THE
LAST EIGHT YEARS.
THE PURPOSE OF THIS HEARING IS TO RECEIVE COMMENTS ON WHETHER
THERE ARE REASONABLE PUBLIC TRANSIT NEEDS THAT ARE NOT BEING MET.
PLEASE NOTE THAT THE KEY WORD HERE IS REASONABLE -- REASONABLE
TRANSIT NEEDS. THIS MEANS THAT THERE MUST BE EVIDENCE THAT THERE
WILL BE SUFFICIENT RIDERSHIP TO JUSTIFY ANY ADDITIONAL EXPANSION OF
SERVICE OR NEW SERVICES. DUE TO THE FACT THAT ALL AVAILABLE TRANSIT
FUNDS ARE BEING USED TO OPERATE THE FIXED -ROUTE AND PARATRANSIT
SYSTEMS IN THE COACHELLA VALLEY, THE SERVICE NEEDS RAISED THROUGH
THIS PUBLIC HEARING PROCESS THAT ARE SPECIFIC TO THE COACHELLA
VALLEY WILL BE USED TO ASSIST IN THE EVALUATION OF CURRENT SERVICES,
AND WILL HELP WITH DECISIONS TO POSSIBLY CHANGE EXISTING SERVICES.
IT IS NOT OUR PURPOSE TO LISTEN TO COMPLAINTS ABOUT A MISSED
PICK UP ON THE DIAL A RIDE OR A RUDE BUS DRIVER; THOSE SERVICE
COMPLAINTS SHOULD BE MADE DIRECTLY TO THE TRANSIT AGENCY. WE ARE
HERE TO RECEIVE COMMENTS ABOUT TRANSIT SERVICES THAT ARE NOT
CURRENTLY BEING MET.
IF YOU WOULD PREFER JUST TO LISTEN TODAY, THE COMMISSION WILL
ACCEPT LETTERS REGARDING UNMET TRANSIT NEEDS UNTIL FEBRUARY 23.
