WRCOG Work Program and Request for FY 1996-97 LTF Planning Funds. Overview Staff is recommending that the Commission: 1) Approve WRCOG's request for $190,000 of LTF planning funds to support its FY 1996-97 work program and budget; 2) solicit WRCOG approval of a transfer and/or supporting work for $46,240 of prior authorized federal Surface Transportation Program funding for the Comprehensive Transportation Plan, for consideration of the feasibility of a potential new toll corridor west and south of Corona to bypass traffic congestion of 1-15 (north of Cajalco road) and State Route 91 (between 1-15/91 Interchange and State Route 71). 5 B. Commissioners/Executive Director's Report. Overview This item is placed on the agenda to provide Commissioners/Executive Director the opportunity -to -report on activities representing the Commission. RCTC AGENDA October 9, 1996 Meeting Page 2 6. HIGHWAYS/LOCAL STREETS AND ROADS. 6A. Conditional Approval of an Amendment to the Transportation Improvement Program for a Developer Funded Reconfiguration of the Cajalco Road/l-15 Interchange. Overview Staff is recommending that the Commission approve an amendment to the Transportation Improvement program to reconfigure the Cajalco Road/I-15 Interchange with funding from developers to be submitted to SCAG, subject to the following conditions: 1) RCTC and the principals of the Mission Crest development would execute a binding agreement consistent with the "Term Sheet"; and, 2) the results of SCAG's special model run determines that reconfiguration of the interchange conforms with the air quality plan for the region. 7. RAIL. 7A. Joint Exercise of Powers Agreement to Establish an Interim Joint Powers Board to Plan Intercity Passenger Rail Service for Southern California. Overview In response to the passage of SB 457 (Kelley), a nine -agency Interim Joint Powers Board is proposed as the vehicle to begin planning for the possible transfer of Caltrans administrative responsibility for the Southern California Intercity Passenger Rail program to a local entity. 8. CONSENT CALENDAR - All matters of the Consent Calendar will be approved in a single motion unless a Commission member requests separate action on specific items. 8A. Consent Calendar - Highways/Local Streets and Roads. 8A 1. Approval of Median Barrier Design and Construction for Lamb Canyon. Overview Staff is recommending that the Commission: 1) Direct staff to issue an amendment to the Greiner contract for an amount not to exceed $6,956 with an extra work of $3,044, for a total contract amount of $10,000, to prepare a PS&E package for the installation of a median barrier in Lamb Canyon between Gilman Springs Road and the County Land Fill Road; 2) direct staff to advertise the project when design and design review by Caltrans is complete; and, 3) approve an estimated construction budget for the project with a not to exceed limit of $600,000. 8B. Consent Calendar - Rail. 8B1. Selection of Design Consultant for South Side Platform and Pedestrian Over Crossing at the Riverside Down Town Metrolink Station Overview Staff is recommending that the Commission award a design contract to Frederic R. Hams for an amount not to exceed $256,732 and that $86,268 be provided in the agreement as extra work for a total contract amount of $345,000. RCTC AGENDA October 9, 1996 Page 3 8B2. Metrolink Monthly Report. Overview Operational statistics and brief reports on the September 7, 1996 "make up" beach train and the September 9, 1996 schedule change for the Inland Empire Orange County Line are included for information. 9.
