SUBJECT: EQUIPMENT BIDS
We have reviewed the proposals for equipment replacement/supply. Two bids were received for
blowers and one bid each for the decanter and aerator/mixers.
BLOWERS
Proposals from Sulzer and Neuros were submitted. Both blowers have similar performance and
efficiency. The primary difference is in the bearing design. The Sulzer has a magnetic bearing, while the
Neuros uses an Air Foil bearing. Both are acceptable, but the magnetic bearing likely has a longer life.
The Sulzer cost is $117,660 per blower. The Neuros blowers are priced at $165,964 for the first
and $157,964 for the second.
We recommend that (2) Sulzer blowers be purchased for a total cost of $235,320.
DECANTER
Only one proposal from Ambiente (Fluidyne) was received. We did find that the proposed attachment
was not compatible with the existing basin piping as shown on the contract documents. The seller did
acknowledge the error and will supply the proper attachment for an additional $2,500 (requires two
individual decanters). This modification does increase the capacity and provides redundancy. The price
quoted is $48,950 plus $2,500 modification and a deduct of $6,250 for a butterfly control valve in lieu of
a plug valve. We recommend taking the deduct for a total cost of $44,300.
AERATOR/MIXERS
One proposal from Invent was submitted. This is the same equipment that was quoted to us several
years ago. The cost was $136,200, which is comparable to the previous quote. We recommend this
purchase.
The total cost for all the recommended purchases is $416,720.
IMPLEMENTATION
If the recommended purchases are made, the following plan for installation and construction is
recommended. This concept was developed with input from Joe Fuqua and I believe provides the
maximum value.
Blowers: Replace one each of the existing PD and turbine blowers in the main plant with 2 new HST
blowers.
SBR Control Building: The old frame structure is in poor condition, however, the foundation and piping
are useable. We propose to demo the wood frame and enlarge the foundation to accommodate a
400 sf maintenance area and a 400-sf storage space for bulk soda ash loads. The ability to accept a full
load would save approximately 20-30% on this chemical cost. A new superstructure, matching the
existing construction of the plant, would be erected. The removed PD and Turbine blowers would be
relocated to this building to service the SBR.
A portable generator or connection to the existing standby generator may be desirable.
Aerator/Mixers: These would be installed in the basin on the mounts used previously. New VFD drives
would be in the rehabilitated SBR control building, along with the SBR controls.
Decanter: The new decanter would be in the same location as the old unit. The flow control valve
would be in the pump gallery of the main plant or in the existing valve vault. Some minor piping
additions will be required in the gallery for the effluent and waste sludge. The stub for this valve was
provided in initial construction of the main plant. Controls for the decanter and flow control could be
located in the SBR building or the main plant.
