CALL TO ORDER
The April 4, 2008, "Brown Bag" Work Session was convened at 12:10 P.M. by Mayor John
Landwehr.
ATTENDANCE
The following Council Members were present:
Present: Brown, Crane, Ferguson, Harvey, Klindt, Koon, Layton, Medin, and
Penfold
Absent: Smith
A quorum was present.
DISCUSSION OF AGENDA ITEMS
City Administrator Steve Rasmussen announced instead of the regularly scheduled monthly
Council work session, there is a need to hold a Special Council meeting to conduct a Liquor
Board decision appeal hearing which must be conducted by the City Council in accordance
with the City Code.
2007 -172 (supplemental appropriation for fuel) - Councilman Brian Crane asked Finance
Director Steve Schlueter for the balance of the other two funds listed in addition to the
General Fund as a result of this supplemental appropriation. Mr. Schlueter stated he would
get that information to the Council before Monday night.
2007 -174 (increasing court cost for fingerprinting system) - A discussion was held
regarding how the court costs will be assessed.
2007 -177 (Chamber Economic Development Contract) - Mayor John Landwehr asked
the Council Members to think about how they want to handle being a liaison with the
Chamber. He would like the Council to become more involved with the Chamber's issues
on behalf of the City. Councilman Brian Crane asked for an update from staff on the
reporting made to the City by the Chamber, specifically the expenses for which they use
City funds. Mayor Landwehr asked City Administrator Steve Rasmussen to call Randy Allen
and get those reports for the Council.
2007 -178 (declaring surplus city property) - Councilman Kevin Brown asked if it would
be appropriate to add the surplus fire vehicles onto this bill instead of coming back at a later
time to declare them surplus. Fire Chief Robert Rennick said that issue is scheduled to be

discussed at a Public Safety Committee meeting immediately following today's Brown Bag
meeting.
2007 -179 (Christy Drive right -of -way acceptance) - Mayor John Landwehr asked for a
copy of the original agreement to help the Council remember the terms before they are
asked to vote on this bill. He also asked staff to confirm which sales tax this project comes
from. Staff was also asked to verify that the road is in good condition before the city accepts
the street.
RS2007 -49 (liquor license appeal hearing) -A lengthy discussion was held regarding how
this will be handled. The hearing is scheduled for Monday, April 14 at 5:30 P.M. and will be
held as a Special Council meeting.
