7. ADMINISTRATIVE ITEMS/FINANCIAL ITEMS.
7A. Restructure of the City of Murrieta Loan Agreement.
Overview
Staff is recommending that the Commission: 1) Provide conceptual approval to
lowering the commitment to the City of Murrieta to finance certain transportation
improvements from 517,000,000 to $6,000,000; and, 2) authorize staff to work with
Legal Counsel and the City of Murrieta to draft a loan agreement and bring back to the
Commission in sixty days or less with additional information on what projects the loan
will be used, how the loan will be secured and loan payback terms.
7B. Uncommitted Carryover from 95/96.
Overview
This item, for receive and file, is in response to RCTC's Chair request of what portion
of the carryover from 95/96 for highways and commuter rail was uncommitted. The
proposed recommendation is to either reduce outstanding commercial paper or not issue
current year budgeted amount for commercial paper OR instruct staff to review the
Strategic Plan and bring back recommendation on specific project acceleration.

7C. Sponsorship of Inland Empire Quarterly Economic Report.
Overview
Staff is recommending that the Commission authorize the Executive Director to expend
the funds necessary to become an ongoing annual sponsor of the Inland Empire
Quarterly newsletter.
7D. Joint County Proposal on Issues for Re -authorization of ISTEA.
Overview
This item is presented as a proposal of consensus issues between the counties in
Southern California regarding the re -authorization of the Intermodal Surface
Transportation Efficiency Act (ISTEA).
7E. Commissioners/Executive Director Report.
Overview
This item is placed on the agenda to provide Commissioners/Executive Director the
opportunity to report on activities representing the Commission. Reports may include:
1) Financial bonding trip to New York by Commissioner Tom Mullen and Jack Reagan;
and, 2) UCLA Symposium: ISTEA Reauthorization by Jack Reagan; and, 3) Washington
D.C. Legislative Meeting by Louise Givens.
8. TRANSIT/PARK-N-RIDE/BICYCLE.
8A. Update on Inland Empire Connection Routes.
Overview
Staff is recommending that the Commission authorize Riverside Transit Agency to: 1)
Proceed with their efforts to finalize the operation of the Route 149 and to accept the
title to the three superbuses as Orange County Transportation Authority's financial
contribution to the line; 2) work with Omnitrans to coordinate timed transfers between
Omnitrans' Route 71 and RTA's Route 149 and continue efforts to add back the early
morning and evening trip opportunities; and, 3) return with a report on the final outcome
of these services.
8B. Ballard Fuel Cell Bus.
Overview
Staff is recommending that the Commission provide direction on whether to proceed
with investigating the feasibility of a fuel cell bus demonstration project.

9. INTELLIGENT TRANSPORTATION SYSTEMS/SERVICE AUTHORITY FOR FREEWAY EMERGENCIES
9A. Update on the Status of the Inland Empire Intelligent Transportation Systems Strategic
Plan.
Overview
JHK and Associates will provide an approximate 12 minute presentation on progress
made to date on the development of the Inland Empire Intelligent Transportation
Systems Strategic Plan.
10. RAIL.
10A. Status of High Speed Rail Study.
Overview
This is a report on the action taken by the California Intercity High Speed Rail
Commission that the Los Angeles to San Diego be routed through the Inland Empire. The
recommendation is for the Commission to create an Ad Hoc Committee consisting of the
Chairperson Alex Clifford and two other Commissioners, seeking three Board
representatives from San Bernardino Associated Governments, to follow the progress
of the California Intercity High Speed Rail Plan and further develop and Inland Empire
position.
10B. Presentation of Electronic Security Surveillance Report and Request for Direction from
Commission on How to Proceed with Findings.
Overview
Staff is presenting the Electronic Security Surveillance Report to the Commission.
Proposals are included in the staff report for action by the Commission.

Overview

11A2. 1997 Schedule of Meetings; Unmet Transit Needs Hearings.
Overview
Staff is recommending that the Commission approve the 1997 Calendar of
Commission meetings and unmet transit needs hearings.

11A3. Investment Report for Quarter Ending September 30,1996.
Overview
Presented are the Investment Portfolio Report for quarter ending September
30,1996 and County of Riverside's Investment Report. This item is for
receive and file.
11A4. Monthly Cost .and Schedule Reports.
Overview
Presented for receive and file are the current costs and schedule status of
contracts reported by routes, commitments, and cooperative agreements
executed by the Commission. For each contract and agreement, the report
lists the authorized value approved by the Commission, percentage of
contract amount expended to date, and the project expenditures by route
with status for the month ending October 31, 1996.
118. Consent Calendar - Highways/Local Streets and Roads.
11B1. Request for Proposals for a Preliminary Feasibility Study of the Proposed
Corona By -Pass Tollroad.
This item is inform the Commission of the release of a Request for Proposals
(RFP) for a "Northwest Riverside County Congestion Management Program;
Deficiency Plan; and South Corona By -Pass Tollroad Preliminary Feasibility
Study". This information item is presented for receive and file.
1162. Measure 'A "Streets and Roads Funding Compliance Issues.
Overview
That the Commission adopt as policy the following definitive courses of
action available to the Budget/Finance Committee: 1) Withhold funds until
the excess fund balance plus the funds being withheld are below the three
(3) year level; 2) require the jurisdiction to return any amounts in excess of
three (3) years revenues if they cannot demonstrate an immediate project
need; 3) loan funds to other jurisdictions for a limited period of time with a
definitive or established repayment schedule; or, 4) make excess funds
available to loan to the Commission for its rail and highway projects or to
the Coachella Valley Association of Governments for its Regional Arterial
Program.
11B3. Yuma Drive Interchange Project.
Overview
Staff is recommending that the Commission approve the use of Edison to
perform the installation of the subject conduits for the Yuma project and
authorize Staff and Legal Counsel to prepare and enter into an agreement
with Edison to perform the work for an amount not to exceed $ 19,000 with
an extra work amount of $4,000.

11B4. FY 1996-2000 Measure "A "Five Year Capital Improvement Plan for the City
of Murrieta.
Overview
The Measure "A" Ordinance requires each recipient of streets and roads
monies to annually provide to the Commission a five year plan of how those
funds are to be expended in order to receive disbursements for local streets
and roads. Any subsequent additions, deletions, or substitutions to the
approved Plan must also be approved by the Commission. The City of
Murrieta is requesting Commission approval of their FY 1996-2000 Plan.
11B5. FY 1997-2001 Measure 'A" Five Year Capital Improvement Plan for the

Overview
The Measure "A" Ordinance requires each recipient of streets and roads
monies to annually provide to the Commission a five year plan of how those
funds are to be expended in order to receive disbursements for local streets

approved Plan must also be approved by the Commission. The County of
Riverside is requesting Commission approval to amend their previously
approved FY 1997-2001 Plan.
11C. Consent Calendar - Transit/Rideshare/Park-N-Ride/Bicycle.
11C1. Riverside Transit Agency FY 1997 Short Range Transit Plan Amendment.
Overview
That the Commission amend the Riverside Transit Agency's FY 1997 Short
Range Transit Plan to include the operation of four additional paratransit
vans for complementary dial -a -ride service.
11C2. City of Banning - Request to Reprogram Local Transportation Funds.
Overview
Staff is recommending that the Commission amend the City of Banning's FY
1997 Short Range Transit Plan to include the projects outlined above and
approve reprogramming $4,600 in Local Transportation Funds for these
projects.
11C3. Education on the Road, A New Service of the Commuter Exchange.
Overview
This receive and file staff report provides an overview of a new Commuter
Exchange service. Known as Education on the Road, the elementary school
curriculum program, designed as a mobile field trip, educates third and
fourth grade students about the importance of ridesharing as a youth and
adult through creative materials and interactive on -board displays. The
Commuter Exchange will be available at the Commission meeting to visit.

11 C4. FY 95/96 Commuter Assistance Program Partnership Awards.
Overview
The Commission's Commuter Assistance Program held a partnership awards
event on November 6, 1996 to honor the management and Employee
Transportation Coordinators of employers who have demonstrated a high
level of success in reducing vehicle trips through their own rideshare
programs and participation in the Commission's projects including
Advantage Rideshare, Club Ride and Inland Empire Commuter Services.
This receive and file staff report overviews the awards event and lists all
employers recognized.
1105. SB 821 Bicycle and Pedestrian Facilities Program - Request from the City of
Perris to Spend Carryover Funds.
Overview
The City of Perris was allocated $42,100 in FY 1995-96 SB 821 funds for
the construction of a Downtown Sidewalk Improvement Project throughout
its downtown neighborhoods. The city spent $24,926 of the allocated
funds leaving a balance of $17,174. The City is constructing another
downtown improvement project and is requesting authority to expend the
carryover funds for this project.
11D. Consent Calendar - Intelligent Transportation Systems/Service Authority For Freeway
Emergencies (SAFE).
11D1. Intelligent Transportation Systems - Proposed Projects.
Overview
The Commission previously approved the development of Intelligent
Transportation Systems (ITS) projects at their July 1996 meeting. This item
is to formally approve the availability of matching funds and identify project
priorities for the Inland Empire ITS proposal package.
11D2. Monthly Callbox Update.
Overview
The operational statistics for the Riverside County Motorist Aid Call Box
System for the month of October, 1996 will be presented to the SAFE
Board.
11E. Consent Calendar - Rail.
11E1. Metrolink Monthly Report.
Overview
The most recent Metrolink operating and ridership summaries, as well as
departmental reports on various activities, will be reprinted for Commission
review. This item is for receive and file.
