FIRST MEETING - OLD COUNCIL
Prayer was offered by Councilwoman Cindy Layton, followed by the Pledge of Allegiance,
immediately preceding the Call to Order.
CALL TO ORDER
The Regular Council Meeting of April 21, 2008, was convened at 6:08 P.M. by Mayor John
Landwehr.
ROLL CALL
The following Council Members were present for the roll call:
Present: Brown, Crane, Ferguson, Harvey, Klindt, Koon, Layton, Medin, Penfold,
and Smith
Absent: None
A quorum was declared present.
Mayor Landwehr asked for anyone present who wished to be added to the list to make
presentations from the gallery tonight, and added the names of any who responded.
PUBLIC HEARINGS
(a) Voluntary Annexation and Zoning Plan for City Property at 4118 Route C.
A staff presentation was made by City Planner Janice McMillan showing the proposed
annexation area and giving a brief overview of the process for the issue.
Following the conclusion of the presentation, no one present requested to speak in favor of,
or opposition to, the proposed voluntary annexation. Mayor John Landwehr declared the
evidentiary portion of the public hearing concluded, and announced the Council will now take
up the associated pending bill.

AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, PROVIDING FOR THE
VOLUNTARY ANNEXATION OF REAL PROPERTY CONTIGUOUS TO THE PRESENT
CITY LIMITS, INTO THE CITY OF JEFFERSON, MISSOURI, LOCATED AT 4118 ROUTE
C HIGHWAY, IN SECTION 20, IN TOWNSHIP 44 NORTH, RANGE 12 WEST IN THE
COUNTY OF COLE, STATE OF MISSOURI, AND AMENDING SECTION 1 -17 OF THE
CODE OF THE CITY OF JEFFERSON, MISSOURI, DEFINING THE EXISTING CITY
BOUNDARY BY ADDING ONE NEW SUB - SECTION PERTAINING TO THE SAME
SUBJECT.

(b) Rezoning in 3600 Block of Missouri Blvd.
Mayor John Landwehr announced that the applicant contacted the City on the afternoon of
Friday, April 18, to withdraw their application for rezoning associated with this issue.
Therefore, this public hearing is canceled. He stated the applicant intends to re -enter the
process and apply for PUD instead.
Councilman Dan Klindt requested that the associated Pending Bill, 2007 -168, be withdrawn
at this time.

Mayor John Landwehr thanked the citizens who serve on these boards and commissions
for giving of their time and talents to make our community better.
COUNCIL LIAISON REPORTS
Administration Committee - Chairwoman Cindy Layton announced that the next meeting
will be at 11:30 A.M. on Wednesday, May 7 to discuss the issue of recycling.
Finance Committee - Chairman Kenneth Ferguson reported that the Committee met on
Friday, April 18 immediately following the Brown Bag meeting and voted to change
procedures regarding food service fees. He announced that a public forum will be held
4:30 -5:30 P.M. on Monday, May 12 in the Council Chambers to get input from the affected
businesses on the issue.
Public Safety Committee - Chairman Kevin Brown reported that the Committee met on
April 4 and that Bills 2007 -174, 2007 -175, and 2007 -178 on tonight's agenda are the result
of action taken at that meeting.
Public Works & Planning Committee - Chairman Dan Klindt announced that the next
meeting will be held April 24 at 7:45 A.M.
Ad Hoc Committees - A formal report by the Ad Hoc Committee on Old Town Revitalization
will be made later in the meeting by Mr. Phil Freeman.
ANNOUNCEMENTS OF OTHER UPCOMING MEETINGS AND EVENTS

A motion was made by Councilman Mike Harvey for approval of the appointments as
presented, seconded by Councilman Kevin Brown, and approved unanimously.
PRESENTATIONS FROM STAFF, CONSULTANTS & INVITED GUESTS
Presentation to outgoing Councilman Kevin Brown - Mayor John Landwehr made
comments and thanked outgoing Councilman Kevin Brown for his service to the City as a
City Councilman during the past four years, and presented him with a plaque
commemorating his service. Following his presentation, several Council Members also
thanked Councilman Brown for the time served on the City Council.
Mr. Randy Allen, Chamber of Commerce, made a report on economic development
activities in which the Chamber was involved in the past quarter. He stated a more detailed
report will be provided in the May quarterly report but that he would be happy to answer any
questions the Council may have tonight about. There were several questions asked by the
Council involving funds provided by the City for economic development, and a lengthy
discussion held regarding the issue. Following the discussion, Councilman Brian Crane
asked if the Council might consider taking up Bill 2007 -177 at this time. There were no
objections to taking it up at this time.
Bill 2007 -177, sponsored by Councilman Ferguson, entitled:
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE
MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH THE JEFFERSON
CITY CHAMBER OF COMMERCE FOR ECONOMIC DEVELOPMENT.
Bill 2007 -177 was read third time by title and placed on final passage. A motion was made
by Councilman Brian Crane to amend Bill 2007 -177 as contained in the contract distributed
to the Council immediately preceding this meeting. He explained that the amended language
will address concerns expressed about the dates of the contract. The motion to amend was
seconded by Councilman Mike Harvey, and approved unanimously. Bill 2007 -177 was then
passed, as amended, by the following roll -call vote as Ordinance 14348:

A lengthy discussion was held concerning this issue, after which Councilman Ron Medin
made a motion to call for the question. Motion was seconded by Councilman Rich Koon, and
approved unanimously. A motion was then made by Councilman Kevin Brown for adoption
of RS2007 -50, seconded by Councilman Kenneth Ferguson, and approved by the following
roll -call vote:

A motion was made by Councilman Kevin Brown for adoption of RS2007 -51, seconded by
Councilman Jim Penfold, and approved unanimously.

NEW BUSINESS
There was no new business brought forward at this time.
UNFINISHED BUSINESS
Mayor John Landwehr recognized Boy Scouts who had just come into the Council
Chambers and asked them to identify their troop. Troop Leader Steve Bratten stated they
were Troop 11 from First Baptist Church of Jefferson City, and they were present to work
on their Citizenship in the Community and Local Government awards.
ADJOURN SINE DIE
There being no further business brought forward at this time, a motion was made by
Councilman Kevin Brown to adjourn Sine Die, seconded by Councilman Jim Penfold, and
approved unanimously at 7:50 P.M.
Mayor John Landwehr stated a brief recess will be held at which time newly elected Council
members will be sworn into office.
