CALL TO ORDER: Mayor Tyrell called the regular meeting of the City Council to order at 7:35 p.m. on Tuesday, June 20, 1978, in the Council Chamber of the City Hall. 2. INVOCATION: the invocation was given by Pastor Louis Crowner, Bethlehem Evangi- lical Lutheran Church, 5319 N. Halifax Street. 3. The Pledge of Allegiance to the Flag was led by Mayor Tyrell. 4. CONSENT CALENDAR: On motion by Councilman Atkins, seconded by Councilman Gillanders, Items A through E were approved as recommended. A. AGREEMENT FOR COMMUNITY RECREATION WITH TEMPLE' CITY UNIFIED SCHOOL DISTRICT Approved and authorized Mayor and City Clerk to sign. B. Council Minutes, June 20, 1978 - Page 2 UNFINISHED BUSINESS: 7. PUBLIC HEARING: 7:30 p.m. A. REVENUE SHARING FUNDS B. ADOPTION OF 1978 -79 BUDGET City Manager Koski presented background information, stating pursuant to Public Law 94 -488, recipient governments for general revenue sharing funds are required to hold a public hearing prior to budget adoption on the governmental body's planned use of sharing revenues in relation to the entire budget; it is anticipated revenue sharing funds will be allocated in the amount of $144,000; a notice of public hearing was published in the Temple City Times stating the amount of $144,000 wi be expended on Public Safety. City Council set public hearing for t proposed 1978 -79 budget for June 20, 1978. Mayor Tyrell declared the public hearing open. There being no one come forward to speak, Councilman Atkins moved to close public hearing relating to revenue sharing funds, seconded by Councilman Gillanders and carried. Councilman Merritt moved to approve revenue sharing, allocation in the amount of $144,000 will be expended on Public Safety and adopt Resolution No. 78 -1736 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY ADOPTING THE CITY BUDGET AND APPROPRIATING REVENUE OF THE CITY FOR THE FISCAL YEAR 1978 -79, seconded by Councilman Atkins and carried. 8. PUBLIC HEARING: 7:30 p.m. AMENDMENT TO TEMPLE CITY ZONING CODE RELATING TO NUMBER OF DOMESTIC ANIMALS IN .R -ZONES City Manager Koski presented background information, stating the Planning Commission, at their regular meeting held January 10, 1978, adopted a resolution recommending a limitation on household pets in R -1 zones containing two or more dwelling units; two dwelling units to be allowed two household pets, with three or more dwellings one pet per dwelling unit. The Planning Commission further certified that the Negative Declaration was prepared in with the Environmental Quality Act of 1970 as amended. The proposed amendment was initiated by a property owner who bought an R -3 zoned property with a single- family residence, and who had three dogs. No action was taken by the Planning Commission to increase the number of house- hold pets on multiple residential lots containing a single- family residential use. On May 16, 1978, City Council set public hearing, having had a joint study session with the Planning Commission on May 15, 1978. Councilman Gillanders stated as proposed, the change in ordinance would not change the current allowable number of pets on R -3 pro- perty regardless of use, and the Planning Commission resolution does not address the problem as originally initiated. Planning Director Dragicevich stated the public .hearing before the Planning Commission included all zones. Councilman Atkins advised the Planning Commission considered all zones and opted to recommend a change for R -1 zone only. Councilman Dennis moved to include the Planning Commission minutes I/ as a part of the public record, seconded by Councilman Atkins and carried. Mayor Tyrell declared the public hearing open and invited anyone wishing to speak to come forward. Mary Lou Swain, 5758 Agnes Avenue, stated both sides of this issue were heard at great length by the Planning Commission, the requests for change were considered and the decision was made not to change the zoning code limitations for R -2, R -3 and R -4 property because Council Minutes, June 20, 1978 - Page 3 of the possibility of more residents and an increase in dogs. It was the Planning Commission decision not to change the code for all zones. Mrs. Swain stated R -3 and R -4 should be left as it is, that she is in favor of further restrictions in R -1. Elizabeth Shelby, 4839 Agnes, requested a clarification of the differences in R zones. City Attorney Martin reviewed the limi- tations on all R -zoned property. Carla Damrill, 5957 Primrose Avenue, stated she is in favor of of the original amendment as requested by property owners; that she has two animals on R -3 property and was told as long as her neighbors did not complain she was not in violation. Prior to the Planning Commission hearing, she obtained 200 signatures on a petition in mixed zones and 90% of the people she talked with were not aware of the code. She feels the number of animals allowed should be based on land use and not the zone. Hal Gaffrey, 5822 Rosemead Boulevard, stated he is the owner of an R -4 property, has two dogs and dared anyone to take one away. Control of animals, in his opinion, should be on a nuisance basis. He does not feel residents should be told how many pets they can have unless there is a nuisance problem. Elmer Milch, 6155 Kauffman Avenue, stated in his opinion pets are a luxury and he thinks a solution would be to tax residents on the number of pets they have on an excalating scale. Councilman Gillanders stated people could pay a tax and still main- tain animals in a manner to harrass their neighbors; perhaps more severe fines for animals at large would be the answer. Don Middlebrough, 9053 Olive, stated he does not feel a dog is a luxury; that dogs provide security for many households. He feels if there is one house on an R -3 lot, there should be one animal. Ralph Harpster, 5466 Sultana, felt the limitation should not be on licensed animals only, and requested a definition of pets. Councilman Atkins read the definition of household pets from the Zoning Code. Rosemary. Cabrera, 6023 Primrose, stated when she moved into Temple City she called City Hall and inquired how many pets were allowed and no one mentioned zoning; when she moved in neighbors told her only one dog was allowed. She stated she lives in a single house on a 50 x 185 R -3 lot and can have only one dog; there is an apart- ment next door with five units and they can have five dogs. Miss Cabrera spoke to the complaint filed by the District Attorney against her; she feels it is very unfair. Her dogs got out one time and the problem has been taken care of. Bill Hart, Animal Control'Officer, spoke to the complaint against Miss Cabrera at Council's request. He advised he had received a complaint regarding a dog bite; when he responded to the call three dogs were running at large; one was confined, one was missing and Miss Cabrera arrived prior to impounding the third; citation under the leash law was issued for one dog. Following that incident, he . received a call whether Miss Cabrera could maintain three dogs on the property, notice was issued to remove two of the dogs. An appeal was made and proceedings were continued pending the outcome of Planning Commission hearing and possible change in the ordinance. Mr. Hart stated enforcement is difficult under the present code. In answer to question from Councilman Gillanders whether the basic problem is a matter of violation of the leash law and the inability . to: control animals, rather than the number of animals allowed on any given lot, Mr. Hart stated he does'nt feel the number of animals allowed in any particular zone will take care of the problem; there will still be the problem of dogs getting out; however, if the number of pets allowed reduces the number of dogs it would reduce the number of dogs loose on the street. Council Minutes, June 20, 1978 - Page 4 Jack Savell, 5451 Sultana, stated that land use should be the main consideration for animal regulation; whether its one or three dogs does not matter, care of the dog is important. Richard Orcutt, 9046 Rancho Real, felt the issue is not the zone or the number of residents on the property; care of the animals is the important issue and if people don't take proper care the animals should be taken away from them. He sees no rational reason three pets can be allowed on R -1 with exactly the same units on it as an R -3 property which allows only one. There being no one else wishing to speak to the matter, Councilman Dennis moved to close the public hearing, seconded by Councilman Merritt and carried. Councilman Atkins moved to certify the Negative Declaration of Environmental Impact, seconded by Councilman Merritt and carried. Councilman Atkins stated at this point he would be inclined to adopt an ordinance amending the Zoning Code as recommended by the Planning Commission relating to R -1 lots and refer the matter back to the Commission for their review regarding other R zoned property to be consistent with land use. Councilman Gillanders stated he would prefer to settle this issue now; that he feels R -1 property with one house should be limited to three animals; R -1 with more than one house, two per house; R -2, R -3 and R -4 with one house should be treated the same as R -1 with one house; with a limit of three animals per property. Councilman Merritt stated zoning should not control the number of animals, he would like to see the number allowed the same regardless of zone, three household pets for any zone would be a proper restriction. Councilman Dennis stated he concurred with Planning Commission recom- mendation regarding R -1 multiple dwellings by reducing the number of pet allowed as units increase; the reverse should apply in the case of multiple dwelling zones, as the number of units decrease the number of animals increase. He would' favor concurring with Planning Commission recommendation regarding R -1 property and refer back to the Commission to review the code,as it relates to'R -2, R -3 and R -4. Mayor Tyrell felt the City Attorney should draft an ordinance to the Council's desires and ask the Planning Commission to review the ordinance prior'to second reading rather than go through another public hearing. City Attorney Martin introduced Ordinance No. 78 -466 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY AMENDING SECTIONS 9331,. 9350, AND'9360 OF THE TEMPLE CITY ZONING CODE. AS THEY RELATE TO DOMESTIC ANIMALS for first reading by title only. Councilman Gillanders moved to waive further reading, seconded by Councilman Atkins and carried. 9. PUBLIC HEARING: 7:30 p.m. STREET IMPROVEMENTS.- CURB, GUTTER AND DRIVEWAY APPROACHES (Pursuant to Chapter, 27) - SULTANA AVENUE, BROADWAY. TO SOUTHERLY TERMINUS City Manager Koski presented background information, stating petitions for improvements were circulated and returned to the City with less than a total of 60% of the front footage of the entire project limits the percentages were Broadway to Rancho Real, 48 %; Rancho Real to Olive, 26 %; and Olive to southerly terminus, 80 %. In staff's follow up contact with property owners, it was learned the primary objection of those opposed was monetary considerations due to fixed incomes; it is estimated the cost for the project will be $78,224, with pro- perty owners share $15,578; the proposed project has not been funded in the 1978 -79 budget and should the improvements be authorized, an amendment to the budget would be required. The project comes under a Categorical Exemption as defined under the Environmental Quality Act of 1970 as amended. Mayor Tyrell declared the public hearing open and invited anyone wishing to speak to come forward. Council Minutes, June 20, 1978 - Page 5 Elaine Kelty, 9056 Rancho Real, stated the letter sent to the property owners misrepresented the facts; that she likes the street just the way it is, she -does not want 'any place for parking, the drainage is good. Jack Savell, 5451 Sultana, stated he is located at the corner of Rancho Real and Sultana, he has made 15 complaints to the Sheriff regarding protection for the property and his children and nothing has been done to date; he met with the City Manager about the continuous car racing, midnight parties. What the residents need in that area is more patrol and not curbs and gutter and requested Council do something about the problem. In answer to question from Council, Lt. Wallace advised he was not familiar with the problem Mr. Savell was referring to. Mr. Savell stated he had given license numbers to the Sheriff and he has the names of the officers at home. Don Middlebrough, 9053 Olive, stated that curbs will not help the situation there; that widening the street will increase drag races. He state he personally could not afford the improvements. Richard Orcutt, 9046 Rancho Real, stated in his opinion curbs and gutter are not needed in that area; the storm drain diverts the runoff and there is no drainage problem; curbs and gutter improve- ment will increase traffic hazard; he feels that within a few years large developers will be coming in and these curbs and gutter will no longer be useful. Mr. Orcutt also stated he has the impression the City is talking about the project area as one and as he under- stands it, they should be talking about three separate areas. City Manager Koski explained that if the City received one petition they will set the matter for public hearing in order to ascertain the feelings of the residents; that this project has been broken down into three separate areas with percentages given for each; that the Council can overrule and proceed if there is less than 60% signatures. Jacqueline Sanders, 9055 Rancho Real, stated she moved from Temple City because she could not park in the street and that she is the owner of the property about which Council received complaints earlier, however, she knew nothing about the problems and was sorry for any inconvenience to the neighbors. She is against curb and gutter, because if they are installed here driveway will be too short to park a car on it. Ralph Harpster, 5466 Sultana, stated he does not see any benefit from curb and gutter and is opposed to the project. Barbara. Gay, 9064 Olive, stated she does not see a need for curb and gutter; her property is in escrow at the present time and this would add to the new owner's cost of the property. There being no one else to come forward, Councilman Dennis moved to close public hearing, seconded by Councilman Gillanders and carried. Councilman Gillanders stated that 64% of the residents are opposed to the curb and gutter based on the entire area and he sees no reason for Council to consider it further. Councilman Atkins stated it is clear the people,do not want curb and gutter; that if the percentage was half and half he might be in favor of it, however, he would not approve it at this time. Councilman Merritt stated with curb and gutter there is a certain amount of protection to keeping cars from driving onto front yards. Councilman Dennis moved to terminate proceedings, seconded by Councilman Atkins and carried. Council Minutes, June 20, 1978 - Page 6 .10. PROPOSED RESOLUTION RE: SUPPORTING INITIATIVE LEGISLATION RELATING TO ABATEMENT OF MORAL PUBLIC NUISANCES LAW Having had the opportunity to read the initiative measure being circulated by organization known as Decency in the Environment Today to qualify for the November statewide ballot, on motion by Councilman Atkins, seconded by Councilman Dennis, Council received and filed the proposed resolution supporting same, on the basis the courts have already provided a tool to prosecute moral nuisances. Mayor Tyrell directed Council's attention to the magazines being sold at the Temple City Newstand since new owners have taken over, being magazines which are anti -law enforcement in connection with narcotics. Council instructed City Attorney to pursue abatement of this nuisance. 11. UNIFORM FIRE CODE - 1978 EDITION City Manager Koski advised that this matter, having been referred to the Planning Commission for their review, was discussed by the Planning Commission at their regular meeting held June 13, 1978, and felt this is a highly technical area and not in their purvue, and that they are not sufficiently knowledgeable to make a qualified statement on these amendments. City Attorney Martin advised the proposed ordinance has been prepared to retain that section of the Municipal Code relating to fireworks. Mr. Martin introduced Ordinance No. 78 -465 AN ORDINANCE OF THE CITY OF TEMPLE CITY AMENDING ORDINANCE NO. 71 -330 BY ADOPTING ORDINANCE NO. 11556 OF THE COUNTY OF LOS ANGELES BY REFERENCE for first reading by title only. Councilman Atkins moved to waive further reading, seconded by Councilman Gillanders and carried. NEW BUSINESS: 12. RECOMMENDATION FROM TRAFFIC COMMISSION - Meeting of June 7, 1978 TRAFFIC ENGINEERING SURVEYS RE: SECTION 40802, VEHICLE CODE City Manager Koski presented background information, stating pursuan III to Section 40802 of the California Vehicle Code, an engineering and traffic survey must be taken every five years where enforcement of speed limits involves the use of radar. The purpose of the code is to produce realistic speed limits which are consistent with the traffic and are reasonable and safe. Data taken on certain streets were presented to the Traffic Commission by the Traffic Engineer; Traffic Commission concurred with the findings and recommends approval by City Council as set forth in memo dated, June 8, 1978 and on file in the City Clerk's office. Traffic Engineer Envall stated his recommendations are based on accident statistics, existing speed, changes in condition of the streets; all of these factors are considered in his recommendation for increase or decrease of speeds. In answer to questions from Council, Mr. Envall stated he recommends an increase from 30 to 35 mph on Muscatel from Las Tunas Drive to Longden because of the recent upgrading of the street; an increase from 30 to 35 mph on Live Oak Avenue from Encinita to Baldwin Avenue there being sufficient stop signs to slow traffic down; Olive Street from Rosemead to El Monte Avenue, increase from 30 to 35 mph; El Monte Avenue, Lower Azusa Road to Live Oak Avenue, increase from 35 to 40 mph; and Lower Azusa Road from Temple City Boulevard to Glickman Avenue, which is a prudent speed between those limits and traffic is broken at Arden Drive because it is a signalized inter- section. Councilman Merritt moved to approve the speed limits as recommended, seconded by Councilman Atkins and carried. Council Minutes, June 20, 1978 - Page 13. RECOMMENDATION FROM PLANNING COMMISSION - Meeting of June 13, 1978 CLARIFICATION OF AMBIGUITY: DISTRIBUTION CENTER LOCATED IN C -2 ZONE City Manager Koski presented background information, stating the Planning Commission, at their regular meeting held June 13, 1978 adopted resolution recommending clarification of ambiguity with respect to an additional use to be permitted in the C -2 classifi- cation. A request was submitted to establish and operate a distribution center for plastics ware at 5841 Rowland Avenue, a C -2 zone; there is no specific category for the proposed use, how- ever it is closely related to newspaper distributors which are allowed in the C -2 zone; the proposed use is classified by the Board of Equalization as a retail operation for sales tax purposes; eight full -time employees will be involved in the operation. Councilman Atkins moved to concur with Planning Commission and refer the matter to the Planning Commission for amendment to the zoning code at the appropriate time, seconded by Councilman Merritt and carried. 14. RESOLUTION NO. 78 -1740: APPOINTMENT OF PERSONNEL Councilman Atkins moved to adopt Resolution No. 78 -1740 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY APPOINTING PERSONNEL, seconded by Councilman Merritt and carried. 15. COMMUNICATIONS: A. San Gabriel Valley Cab Company re: Request for Rate Increase City Manager Koski presented communication from San Gabriel Valley Cab Company requesting authorization to increase fares as required by the City's Business License Ordinance, Councilman Atkins moved to approve request for rate adjustment as outlined in their letter dated May 10, 1978 on file in the City Clerk's office, seconded by Councilman Gillanders and, carried. B. Harry Mycroft, 4946 N. Heleo - Request to Maintain over 12 racing pigeons City Manager Koski presented an application from Harry Mycroft, 4946 N. Heleo, requesting permission to maintain more than 12 racing pigeons on his property pursuant to Section 9331 of the Zoning Code. Planning Director Dragicevich advised the applicant is out of town and has requested Council consider this matter at their regular meeting to be held July 18, 1978. Councilman Gillanders moved to continue to July 18, 1978, seconded by Councilman Merritt and carried. C. Chamber of Commerce - Request to Conduct Sidewalk Sale, July 29, 1978 City Manager Koski presented request from the Chamber of Commerce for permission to conduct a sidewalk sale Saturday, July 29, 9:30 a.m. to 5 p.m., to include hanging a banner at Temple City Boulevard and Las Tunas Drive and post street placards to be taken down immediately following the event. Councilman Atkins moved to approve request as outlined in Chamber letter dated June 19, 1978, seconded by Councilman Merritt and carried. D. Request to Paint House Numbers on Curbs City Manager Koski presented a request from Darin Owens, 5932 N. Reno Avenue, for a permit to paint house numbers on curbs. By policy the City Council has required a permit for this activity, as well as following certain procedures. Darin has indicated he would like to charge $2 for this service. Council Minutes, June 20, 1978 - Page 8 Councilman Dennis moved to approve request subject to the required procedures and authorize a fee of $2 for such service, seconded by Councilman Merritt and carried. E. Claim for Damages - Joseph Lang, 9133 E. Hermosa Drive City Manager Koski presented claim from Joseph Lang, 9133 E. Hermosa Drive, for repair to his automobile alleged to have sustained damage from a tree limb falling on his car parked on Golden West Avenue March 24, 1978. Councilman Atkins moved to deny claim and refer to insurance agency, seconded by Councilman Gillanders and carried. 16. TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK: Lt. Dick Wallace, who had discussed problem referred earlier during public hearing with Mr. Savell and property owner, Mrs. Sanders, advised he had met with Mr. Savell earlier and had not realized tonight's reference was directed to that particular problem. He stated the problem is primarily with one juvenile individual and feels the Sheriff's Department will have the cooperation it needs to resolve the matter. Mrs. Connie Swank, 5538 Welland, stated she is the Vice President of Los.Talacios Owner's Association, that the association is considering putting up a fence along their property which adjoins 5548 Welland, complained about dogs barking, the playing of drums, and requested Council not close the file on the nuisance complaint Al Millham, 9809 Daines Drive, spoke to Council regarding re- consider- ation of application to sell fireworks from Sunnyslope Little League; stating the county does not allow the sale of fireworks; that Temple City youth living west of Rosemead Boulevard play in the Sunnyslope Little League. Mr. Byers, 9330 Broadway, stated the youth who play in the Sunnyslop Little League continue their sport in the Temple City Pony- Colt -Pint League. Councilman Gillanders felt that approval could create a problem in that it would set a precedent. Councilman Merritt moved to approve for this year only and review the regulations regarding fireworks stands, seconded by Councilman Atkins and carried. RECESS TO CRA: City Council recessed at 10:15 p.m. to meet as the Community Redevelopment Agency, all members being present, approved the minutes of the regular meeting held June 6, 1978 and adopted resolution approving warrants and demands. The minutes are set forth in full in the records of the Agency. RECONVENE AS CITY COUNCIL: 17. ACTION ON REQUEST BY CRA: There was no action to be taken. 18. MATTERS FROM CITY OFFICIALS: A. Reappointment.of Commissioners Mayor Tyrell advised the various commissions have terms expiring June 30, 1978 and moved to reappoint Al Millham and Penny Graham to the Parking Commission for a two year term ending June 30, 1980, seconded by Councilman Merritt and carried. Councilman Merritt moved to reappoint Bud Adams, Flora Burlingame, and Harry Crump to the Parks and Recreation Commission for a two year term ending June 30, 1980, seconded by Councilman Gillanders and carried. 1 Council Minutes, June 20, 1978 - Page 9 Councilman Atkins moved to reappoint Mark Schrock and Bill Swain to the Traffic Commission for a two year term ending June 30, 1980, seconded by Councilman Gillanders and carried. Councilman Merritt moved to reappoint Tom Breazeal, Don Lawson, and Bob Stacy to the Planning Commission for a two year term ending June 30, 1980, seconded by Councilman Dennis and carried. Councilman Merritt moved to reappoint Jerry Seibert to the Planning Commission for a two year term ending June 30, 1980, seconded by Councilman Dennis and carried on a roll call vote: ROLL CALL: AYES: Councilmen - Atkins, Dennis, Merritt, Tyrell NOES: Councilmen - Gillanders Councilman Atkins moved to appoint Larry Reed to the Traffic Commission for a two year term ending June 30, 1980, seconded by Councilman Gillanders and carried. B. Resolution No. 78 -1741: Electing to be Subject to Meyers- Geddes State Employees Medical and Hospital Care Act City Manager Koski presented proposed resolution providing for City to participate with other governmental agencies contracting with the Public Employees Retirement System do provide medical and hospital care for employees. Councilman Merritt moved to adopt Resolution No. 78 -1741 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY, CALIFORNIA, ELECTING TO BE SUBJECT TO MEYERS - GEDDES STATE EMPLOYEES MEDICAL AND HOSPITAL CARE ACT AND FIXING THE EMPLOYER'S CONTRIBUTION AT AN AMOUNT GREATER THAN THAT PRESCRIBED BY SECTION 22825 OF THE GOVERNMENT CODE, seconded by Councilman Gillanders and carried. C. Youth Employment Program City Manager Koski presented memo advising the cancellation of summer school has cancelled the Student Placement Program offered by the Unified School District, proposing the service be provided by the City at a cost not to exceed $550, utilizing school offices Monday through Friday from 8 a.m. to 12 noon beginning June 26 through July 28. Councilman Dennis moved to approve funding the Student Placement Program in an amount not to exceed $550 and amend the adopted budget accordingly, seconded by Councilman Merritt and carried. D. City Council received and filed.a memo relating to staff alter- natives for the afterschool recreation program. E. Mayor Tyrell expressed concern with the increased use of alcohol at Live Oak Park and requested Lt. Wallace to advise the deputies to cite violations. Mayor Tyrell stated he had met with Dr. Paul Pretzel, Deputy Karen Green and Lt. Ed Coffeen regarding a proposal to utilize their services relating to juvenile problems, and proposed terminating the City's interest and activities in the Joint Powers Agreement to participate in the West San Gabriel Valley Juvenile Diversion Project. Mayor Tyrell stated that by allocating certain sums of money and hiring our own consultants through Deputy Green the City would have better response, more feedback and greater control. Councilman Dennis moved to adopt Resolution No. 78 -1733 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY WITHDRAWING FROM THE JOINT EXERCISE OF POWERS AGREEMENT CREATING THE WEST SAN GABRIEL VALLEY JUVENILE DIVERSION PROJECT JOINT POWERS AUTHORITY, seconded by Councilman Gillanders and carried. Mayor Tyrell also noted that the next regularly scheduled meeting of the City Council is July 4 and requested the meeting be adjourned to July 18, 1978, 7:30 p.m. Council Minutes, June 20, 1978 - Page 10 F. Councilman Dennis directed Council's attention to the fact that Mayor Tyrell was interviewed by Radio Station KNX, heard last Saturday at 3:51 p.m. 19.
