As you are aware, the Captains Golf Course currently has Registered and Permitted Withdrawals from its irrigation wells. The permitted withdrawal was originally scheduled to expire on August 31, 2010, thus the Town filed a request for a permit renewal for another 20 years. Subsequently, the Permit Extension Act extended the existing permit’s term by two years, to August 31, 2012. In accordance with our recent discussions, this application is intended to address both the remaining period of the existing permit (termed Years 21 and 22), and the 20-year period of the requested permit renewal. The Town is requesting a 15 million gallon (MG) increase in its annual withdrawal. If approved, this would increase the Registered and Permitted Withdrawal from 36 MG at present to 51 MG. Withdrawals are often made at varying rates over the course of the season or year. For example, golf courses typically irrigate for six or seven months per year, with peak irrigation taking place during the summer months; an industry might eliminate one shift during the summer; or a public water supplier might have a large summer population to supply. If your withdrawal has large seasonal variations, please show the pattern of monthly withdrawals for a typical year in the space below. Overview of Water Withdrawal Status The Massachusetts Water Management Act created a two-level approach to regulation of water withdrawals in the Commonwealth – “registration” and “permitting”. These two processes apply to withdrawals greater than 0.1 million gallons per day (MGD), an amount termed the “Threshold Volume”; the registration process was optional for smaller withdrawals. Registration “Registration” was a one-time process conducted in 1987-88. All parties which withdrew water during the period 1981-85 were allowed to submit information regarding their water withdrawals. DEP then issued Registration Statements documenting that the withdrawers had the right to continue to withdraw that amount. These Registrations were valid for ten years, but have been renewable upon the request of the registration holder. Well No. 1 began its operation in October 1984, and therefore was operating within the 1981-85 registration period. Captains Golf Course registered this water withdrawal during the 1987 submittal period, and renewed the registration in 1997 and 2007. According to the 2007 Renewal Registration Statement, Captains Golf Course continues to hold a registered withdrawal of 0.08 MGD over a 240-day period, for total annual volume of 18.3 MG. Well No. 1 was the only well in use during the 1981-85 registration period, and thus is the only registered withdrawal point. Permitting Since the one-time registration period, registrants who wish to withdraw additional water, or parties who wish to implement an entirely-new withdrawal, have been required to obtain a permit to do so from DEP. Unlike the Registrations, Permits are issued at DEP’s discretion and are subject to various conditions that DEP may wish to impose to further the goals of the Water Management Act. Captains Golf Course has held a Permit since late 2001. This permit added Well No. 2 as an approved (but not registered) withdrawal point, and added a new permitted volume of 17.7 MG over the 240-day irrigation season. The permit also established maximum daily withdrawal rates from both wells. These are listed as 1027 gpm/1.5 MGD for Well No. 1, and 794 gpm/1.14 MGD for Well No. 2. The Water Conservation Plan prepared by Captains Golf Course was incorporated as a permit condition. A separate irrigation well that serves only the Driving Range was added after permit issuance. This permit was expected to expire on November 30, 2010, along with all other water withdrawal permits on Cape Cod. This was in accordance with the Water Management Act, Project Narrative – Proposed Withdrawal Increase from Existing Irrigation Wells September 2011 Page 3 which limits permits to a 20-year term and requires an entire basin’s withdrawal status to be evaluated when the basin-wide permits are renewed. Captains Golf Course applied in July 2010 for a renewal permit to continue the previously-permitted volume. The permit, however, did not expire as expected, because of the Permit Extension Act, which is Section 173 of Chapter 240 of the Acts of 2010. This Act addressed all State permits which were in effect between August 15, 2008 and August 15, 2010, and automatically extended the expiration dates of such permits by two years. Therefore, the revised expiration date for the existing Captains Golf Course Water Withdrawal Permit is November 30, 2012. DEP is currently reviewing the permit applications for Cape Cod. CDM expects that DEP will issue the 20-year renewal permit as requested by Captains Golf Course, but it is not known at this time whether the permit conditions will be modified. Total Authorized Withdrawal The total authorized withdrawal is the sum of the Registered and Permitted volumes. For Captains Golf Course, this sum is 36 MG over the 240-day irrigation period. In addition, withdrawals that do not exceed the Threshold Volume of 0.1 mgd are allowed. This adds, in effect, another 24 MG, for a grand total of 60 MG. Actual Withdrawals The actual withdrawals of the Captains Golf Course in recent years are as follows: 2005 58.5 MG 2006 33.4 MG 2007 41.8 MG 2008 40.9 MG 2009 33.3 MG 2010 57.6 MG It can be seen that the withdrawals have exceeded the registered-plus-permitted volume of 36 MG more often than not. The withdrawals have not in this time period reached 60 MG which would trigger the need for a new permit, but the withdrawal limitation significantly constrained irrigation activities in both 2005 and 2010 due to prevailing climatic conditions. The inability to withdraw more water in 2010, for example, led to significant fairway turf damage that summer. Therefore, Captains Golf Course is applying for a permit to obtain authorization for additional withdrawal, so that proper irrigation can be accomplished during drier years. Amount of Proposed Additional Withdrawal Golf course officials have estimated that having the ability to withdraw an additional 15 MG during the irrigation season will be sufficient for proper irrigation during dry periods. There is Project Narrative – Proposed Withdrawal Increase from Existing Irrigation Wells September 2011 Page 4 no need for an additional well, or any other construction, to accomplish this additional withdrawal. The existing wells can simply operate more often than at present. Upon approval of this request, Captains Golf Course would have a Registered Volume of 18.3 MG, and a Permitted Volume of 32.7 MG, for a total authorized withdrawal of 51 MG. With the additional 0.1 mgd Threshold Volume, Captains Golf Course could withdraw up to 75 MG if needed, without triggering the need for a new permit. 3. MEPA Review Status The expansion of the Golf Course and the construction of Well No. 2 were the subject of MEPA reviews during the period 1999-2001. The Secretary of Environmental Affairs issued the final certificate in June 2001, as noted above. In February 2011, CDM contacted Mr. Richard Bourré, MEPA Assistant Director, to determine if further MEPA reviews were required for the increase in withdrawal being considered herein. Of interest was the question of whether the proposed activity would require a “Notice of Project Change”, given that the proposed withdrawal amount would be changed from that in the prior MEPA process. Mr. Bourré indicated that, because more than five years had elapsed since the original project, the proposed withdrawal would not be considered as a modification of the original project. Instead, the proposed withdrawal would stand on its own as a new project. A proposed water withdrawal triggers MEPA review if it is a “New withdrawal or expansion in withdrawal of 100,000 gpd or more from a water source that requires new construction for the withdrawal” [301 CMR 11.03(4)(b)1]. The proposed additional withdrawal for the Captains Golf Course does not require new construction. Therefore, the proposed withdrawal does not trigger MEPA review. 4. Alternatives to the Proposed Withdrawal Alternatives to the construction of Well No. 2 to obtain the additional water needed for the Golf Course expansion were evaluated in the MEPA process and the Water Withdrawal Permit application for Well No. 2 in the period 1999-2001. The alternatives are briefly mentioned below. Use of municipal drinking water was not and is not a feasible alternative. This would represent a significant summertime increase in demand upon the Town wells. Even if this were to be pursued, the water would still be originating from the Cape Cod aquifer as is being proposed herein. Increasing the use of Well No. 1 water was not considered advisable during the initial application. The availability of two wells for the golf course was, and is, considered essential for reliability purposes. Project Narrative – Proposed Withdrawal Increase from Existing Irrigation Wells September 2011 Page 5 Recycling of wastewater from the golf club facilities is not feasible because of the difficulties inherent in use of such water for irrigation, and because of the small volume available. The “No Action” alternative is not acceptable because it would result in continued turf damage during dry seasons such as occurred in 2o1o. Water conservation efforts are feasible and have been practiced for years. The previously- submitted and approved Water Conservation Program is attached. Through this program, Captains Golf Course has been achieving the lowest water use of all Cape Cod golf courses with Water Withdrawal Permits, as is documented below. No significant further reductions can be expected. 5. Comparison to Other Cape Cod Golf Courses To determine how the allowed withdrawals at Captains Golf Course compare to other nearby courses, CDM obtained information from DEP on permitted volumes for all Cape Cod golf courses. This information was assembled and published by DEP in August 2010, after all Cape Cod golf courses with withdrawal permits had applied for new 20-year permits. There are a total of eight Cape Cod golf courses which hold withdrawal permits and have requested to continue their withdrawals. They are as follows: Ballymeade Golf and Country Club (Falmouth) Captains Golf Course (Brewster) CPG Ridge Club (Sandwich) The Golf Club at Yarmouthport Olde Barnstable Fairgrounds Golf Course The Golf Club at Cape Cod (Falmouth) Town of Yarmouth Golf Courses (this permit actually includes three separate courses) Willowbend Golf Course (Mashpee) Other Cape Cod golf courses exist, but do not have withdrawal permits. Such courses either must be able to operate within their original registration volume, or utilize municipal water, or do not require withdrawals above the Threshold Volume. CDM gathered information about the withdrawal volumes, number of holes, and total yardage of the eight courses listed above, and summarized the data on Table 1. It should be noted that the Town of Yarmouth operates three facilities including the 9-hole Links at Bayberry Hills. This facility uses reclaimed water as its primary irrigation water source, and therefore was not included in this table. The data shown for Yarmouth include the 18-hole Bass River Golf Course and the 18-hole Bayberry Hills Golf Course. Project Narrative – Proposed Withdrawal Increase from Existing Irrigation Wells September 2011 Page 6 The facilities operated by the eight permittees vary widely in size. Thus, their data are best compared by considering either a MG-per-hole statistic or a MG-per-1000-yards statistic. Graphs of both are shown in Figures 1 and 2. It is readily apparent from both of the two figures that Captains Golf Course has the lowest allowed withdrawals. Further, on a MG/hole basis, Captains Golf Course is 35% below the average, and on a MG/1000 yards basis, Captains Golf Course is 40% below the average. Thus, it is not surprising that Captains Golf Course has experienced more difficulty in sustaining proper irrigation during dry years than other Cape Cod golf courses. This review substantiates the fact that the requested withdrawal is reasonable, and that Captains Golf Course has been continuing to practice the appropriate conservation efforts while still attempting to preserve the integrity of its facilities for their intended use. We note that, assuming the application to increase the permitted withdrawal by 15 MG is successful, Captains Golf Course will still be well below the average withdrawal for the eight permittees. 6. Environmental Impacts of Proposed Withdrawal Environmental impacts associated with operation of the irrigation wells were assessed in detail during the 1999-2001 environmental reviews. The information developed during those reviews remains useful and definitive for the current proposal. Summary of Prior Reviews The 1999 water withdrawal permit application actually requested an additional 0.125 mgd for 240 days (30 MG). Along with the previously-existing Registration Volume of 18.3 MG, this would have represented a total of 48 MG over the 240-day irrigation season. DEP’s review of that application was initially placed on administrative hold until other environmental reviews were completed. Captains Golf Course then proceeded with the MEPA process for the golf course expansion and irrigation well operation. The key document addressing the environmental impacts of well withdrawals was the Final Environmental Impact Report (FEIR), April 2001, prepared by Earth Tech, Inc. of Concord, Massachusetts. This report reviewed the area’s geology, hydrogeology, wetlands, vegetation, and wildlife. Following review of the existing conditions, the principal focus of the report was on potential impacts of increased irrigation well withdrawals upon nearby sensitive receptors. Earth Tech performed the following work, as detailed in Section 4 of the FEIR, a copy of which is appended:  Developed a numerical groundwater flow model of an area of the Cape Cod Aquifer centered on the irrigation wells.  Calibrated the flow model for several alternative groundwater recharge rates. Project Narrative – Proposed Withdrawal Increase from Existing Irrigation Wells September 2011 Page 7  Performed simulations to estimate groundwater drawdowns at key locations during drought conditions, including the following: 1. At an unnamed pond located about 2,300 feet southwest of the wells. 2. At Mud Pond, whose closest approach is about 3,000 feet southwest of the wells. 3. At Grassy Pond, whose closest approach is about about 4,000 feet southwest of the wells. 4. At various private water supply wells in the area.  Commented upon the effect of the withdrawals upon the Zone II area for the Brewster municipal wells and other water supply wells. Table 4-7 in the FEIR presented the estimated groundwater drawdowns caused by the wells under various pumping and recharge conditions. For a total production rate of 48 MG over 240 days, with average recharge conditions, the drawdowns caused by the wells at the nearest surface water features were as follows: Unnamed pond 0.29-0.45 feet Mud Pond 0.15-0.34 feet Grassy Pond 0.06-0.22 feet The range of results is related to the range of recharge rate assumptions used in the simulations. In addition to looking at the total drawdown attributed to the 48 MG withdrawal, the report presented the incremental drawdown caused only by the then-proposed increase of 30 MG over 240 days, with average recharge: Unnamed pond 0.18-0.28 feet Mud Pond 0.09-0.21 feet Grassy Pond 0.04-0.14 feet The FEIR then offered a reduction in the proposed pumping rate from 48 MG to 36 MG, which eventually became the basis of the Water Withdrawal Permit. The associated maximum incremental Unnamed pond 0.11 feet drawdown caused by the increase over the Registered Volume was stated as follows: Mud Pond 0.08 feet Grassy Pond 0.06 feet Project Narrative – Proposed Withdrawal Increase from Existing Irrigation Wells September 2011 Page 8 The FEIR noted that the foregoing drawdown estimates are for the aquifer under the ponds, and not the ponds themselves which would be expected to experience a lesser lowering: It is important to bear in mind that this drawdown should not be interpreted as an equivalent potential lowering of any surface waterbody. The surface waterbodies are not directly simulated in the model. If they were, there would be less predicted drawdown in the water table near these surface waterbodies because of the much higher storage coefficients of open waterbodies (a value of 1 as opposed to a specific yield of 0.15 that was assumed in the groundwater model). Drawdown of 1 foot in a surface waterbody would yield 1 cubic foot of water per unit area, whereas a 1-foot drop in the aquifer will yield only 0.15 cubic feet of water per unit area. This difference could cause a significant reduction in projected drawdown. The FEIR’s review of impacts upon the Zone IIs of Brewster and other communities was summarized as follows: The increased withdrawal at the golf course irrigation wells is expected to have little impact to the Zone IIs (wellhead protection areas) for Brewster’s public water supply wells and no impact to wells in other communities. The FEIR’s review of impacts upon nearby private wells was summarized as follows: Under the worst-case scenarios, there is a potential for private wells to be impacted by 0.5 to 0.7 feet of drawdown. Most private wells extend several dozen feet into the saturated zone of the Cape Cod Aquifer and would not be expected to be affected by a lowering of the water table of a few inches. Currently-Proposed Withdrawal The currently-proposed withdrawal amount is 51 MG. This can be compared to the Registered Volume of 18.3 MG, and to the amount currently authorized by the existing Water Withdrawal Permit which is 36 MG. It is helpful to note that the proposed withdrawal of 51 MG is not significantly different from the 48 MG figure which was utilized in the FEIR before its requested withdrawal was reduced. The proposed withdrawal is only 6% greater than that value, which would correspond approximately to a 6% increase in drawdown as compared to the drawdown values presented in the FEIR. Thus, by that simple proportioning, we can say that the proposed 51 MG withdrawal would be expected from the simulations to cause drawdowns at the nearest surface water features as follows: Project Narrative – Proposed Withdrawal Increase from Existing Irrigation Wells September 2011 Page 9 Unnamed pond 0.31-0.48 feet Mud Pond 0.16-0.36 feet Grassy Pond 0.06-0.23 feet The incremental increase caused by the requested withdrawal increase of 15 MG would be expected to be as follows, again based on simple proportioning of FEIR results: Unnamed pond 0.09-0.14 feet Mud Pond 0.05-0.11 feet Grassy Pond 0.02-0.07 feet Again, as noted in the FEIR, these results are anticipated to exceed the actual effect on the surface water bodies. These small impacts are not considered significant. Similarly, the changes in impacts upon the Zone IIs and nearby private water wells are too small to warrant concern. 7. Conclusion Through its Water Conservation Program and by comparison to withdrawals at other Cape Cod golf courses, it is clear that Captains Golf Course has a successful track record in controlling its irrigation water use. Even with the proposed increase in withdrawal, Captains Golf Course will still be well below the average water use for other nearby golf courses. The requested withdrawal will allow Captains Golf Course to sustain its facilities and operations during dry seasons, and will not cause significant environmental impacts.
