AGENDA 1. CALL TO ORDER. 2. PUBLIC COMMENTS. 3. APPROVAL OF MINUTES. 4. AGENDA ADDITIONS/DELETIONS. 5. INLAND EMPIRE CLEAN FUELS CORRIDOR - AWARD PRESENTATION. Overview Through a unique public/private partnership between government, utility companies and property owners, the Inland Empire Clean Fuels Corridor has received recognition as the first multi -fuel, bi-county network in the country. The Commission will honor Riverside County Corridor partners for their contributions towards the construction of nineteen public access clean fuel sites in the Inland Empire including electric vehicle, compressed natural gas and liquefied natural gas stations. 6. RAIL. 6A. Items Related to the Construction of the Riverside Metrolink Downtown Southside Platform and Station Track: 1) Award of Amendment 1 to F.R. Harris Agreement RO 97-31 to Perform Final Design; 21 Approval of Current Project Cost Estimate; and, 31 Approval of Source of Funds for Project Costs; and, 41 Approve SCRRA Submittal of Revised Proposition 108 and 116 Applications for Bond Expenditures to Reflect Changes to Project Scope. Overview Staff is recommending that the Commission: 1) Approve Amendment 1 with F.R. Harris to perform Final Design for the new Southside Platform for an additional amount of $426,268 for a new total contract amount of $685,000 using a standard contract amendment format. No new extra work will be authorized for Amendment 1. The existing extra work of $86,268 will remain; 2) approve the new project cost of $7,699,000 with a contingency amount of $1,500,000 for a new total project cost not to exceed $9,199,000; 3) approve the use of all remaining Proposition 108 funding, and direct that Proposition 116 funding will then be used to cover the project costs that exceed the UP $1,542,000; and, 4) approve SCRRA submittal of revised Proposition 108 and 116 applications for bond expenditures to reflect changes to project scope. RCTC AGENDA March 12, 1997 Page 2 6B. Kunz Outdoor Advertising Request for Additional Billboard Sites. Overview The Property Development Committee and staff are recommending that the Commission give direction on whether to allow staff to proceed with negotiations for additional sign locations and terms along the 1-215. 7. ADMINISTRATIVE ITEMS/FINANCIAL ITEMS. 7A. RTP Presentation. Overview Staff from the Southern California Association of Governments will make a presentation to the Commission on the Southern California's Regional Transportation Plan and process. 7B. Draft Expenditure Plan for Potential Measure A Extension. Overview The Executive Director is recommending that the Commission receive the Draft Expenditure Plan for Potential Measure A Extension for study and future consideration. 7C. Adoption of Policy Regarding Extra Large Combination Vehicles and Resolution No. 97- 05, A Resolution of the Riverside County Transportation Commission Relating to Permitting the Use of Extra Length, Extra Weight and Combination Vehicles on the California State Highway System. Overview A 7-minute video entitled "Crash, They're Coming" will be presented to the Commission. Staff is recommending that the Commission adopt a policy in opposition to the use extra length and extra weight vehicles in California and Resolution No. 97-05, A Resolution of the Riverside County Transportation Commission Relating to Permitting the Use of Extra Length, Extra Weight and Combination Vehicles on the California State Highway System. 7D. Commissioners/Executive Director Report. Overview This item is placed on the agenda to provide Commissioners/Executive Director the opportunity to report on activities representing the Commission. RCTC AGENDA March 12, 1997 Page 3 8. TRANSIT/RIDESHARE 8A. State Transit Assistance: 10% Bonus Allocation. Overview The Budget/Finance Committee and staff are recommending that the Commission approve allocating the FY 1997 State Transit Assistance incentive award of $162,968 to Commuter Rail. 8B. Proposed SB 836 Program of Projects for the Inland Empire Region. Overview SB 836 established funding and mandated a demonstration project to determine if voluntary rideshare efforts could result in the same mobile source emissions reduction as generated under Rule 2202 by worksites of 100 to 249 employees within the South Coast Air Quality Management District. It charged the Regional Transportation Agencies Coalition (RTAC) with the implementation of SB 836. Based on adoption by RTAC, this agenda item reviews the RTAC efforts and seeks Commission approval to implement three projects proposed on behalf of the Inland Empire for funding under SB 836. 9. HIGHWAYS/LOCAL STREETS AND ROADS. 9A. Update on Lamb Canyon Construction Projects and Approval of Appointment of an Independent Geotechnical Consultant to Investigate Recent Fill Slope Failures for Lamb Canyon Project. Overview The Budget/Finance Committee and staff are recommending that the Commission: 1) Confirm the appointment of Woodward/Clyde and Associates to perform geotechnical oversight services for the Lamb Canyon project; 2) award a contract for an amount not to exceed $10,000; and, 3) that the standard RCTC model consultant contract be used with minor changes to the agreement may be approved subject to review and approval of the Executive Director and Legal Counsel. 10. CONSENT CALENDAR - All matters of the Consent Calendar will be approved in a single motion unless a Commission member requests separate action on specific items. 10A. Consent Calendar - Administrative/Financial Items. 10A1. Adoption of Resolution No. 97-04, "A Resolution of the Riverside County Transportation Commission Amending and Adopting Local Guidelines for Implementing the California Environmental Quality Act" Overview Staff is recommending that the Commission approve Resolution 97-04, "A Resolution of the Riverside County Transportation Commission Amending and Adopting Local Guidelines for Implementing the California Environmental Quality Act. RCTC AGENDA March 12, 1997 Page 4 10A2. Measure A Maintenance of Efforts Requirements and Potential Problems. Overview Staff is recommending that the Commission refer the maintenance of effort issue to the Legislative Committee to determine the most appropriate strategy for seeking such relief. 10A3. Administrative Charges to Local Street and Roads Recipients. Overview The Budget/Finance Committee and staff are recommending that the Commission determine that costs of ongoing administration of loans to streets and roads recipients be borne by the administrative pool. 10A4. Audit Policy. Overview This item addresses a concern relating the Commission's audit policy. Staff will be reviewing the policy to determine potential alternatives that would address Commission needs, as well as costs, at the same time responsible to funding recipients and bring this item back in 60 days to present its findings and recommendations. 10A5. Uncommitted Carryover Detail. Overview The Budget/Finance Committee and staff are recommending that the uncommitted carryover be included in the Commission's budgeted contingency for Western Riverside County highway and rail program until existing contingent liabilities are resolved. 10A6. Washington and Sacramento Reports. Overview Items included under this part of the agenda are the Sacramento Report from Smith-Kempton and a Washington Report from Cliff Madison. These items are recommended to the Commission for receive and file. 10A7. Amendment 1 to Bechtel Contract RO 97-00. Overview The Budget/Finance Committee and staff are recommending that the Commission approve Amendment 1 to the Bechtel Contract (RO 97-00) for $45,000 for a new total contract of $985,500 with $15,000 in extra work for a total amount not to exceed $1,000,500. A standard contract amendment will be used for this agreement. RCTC AGENDA March 12, 1997 Page 5 10A8. Recurring Contracts 96/97 Revised Budget. Overview The Budget/Finance Committee and staff are recommending that the Commission approve the highlighted changes to the list of recorring contracts and authorize the Executive Director to execute contracts not to exceed the listed amount, and where applicable, subject to Legal Counsel 10A9. Single Signature Authority Report. Overview For the six month period ending December 31,1996, four contracts were executed under single signature authority granted to the Execute Director by the Commission. There was approximately $10,000 in unused and expired capacity at December 31, 1996. This item is for receive and file. 10A10.Revised FY 96/97 Budget. Overview The Budget/Finance Committee and staff are recommending that the Commission approve the Revised Budget for FY 96/97. 10A 1 1. Quarterly Financial Cost & Schedule Reports. Overview Presented are Combining Statements of Revenues and Expenditures and Changes in Fund Balances (Unaudited) and the Highway and rail projects quarterly budget report for the Quarter Ending December 31, 1996. Also, attached is the cost and schedule status of the Measure A Contracts. The cost and schedule reports are through the month ending January 31, 1997 prepared by Bechtel Civil, Inc. Detailed supporting material for all contracts and Cooperative Agreements is available from Bechtel staff. This item is for receive and file. 10B. Consent Calendar - Transit/Rideshare/Bicycle. 10B1. Approval of Resolution No. 97-01 to Enter into a Cooperative Agreement with the California Energy Commission for the Receipt of Petroleum Violation Escrow Account Funds. Overview Staff is recommending that the Commission approve Resolution No. 97-01 authorizing the Executive Director to enter into an agreement with the California Energy Commission. RCTC AGENDA March 12, 1997 Page 6 10B2. 1997 Traffic Systems Management (TSM) Program of Projects. Overview Based on efforts by staff representatives of the Regional Transportation Agencies Coalition (RTAC), a priority list of projects has been prepared for submittal to Caltrans who had allocated $4.96 million in TSM fund savings to the six county region of SCAG for TDM and TSM projects. Based on RTAC approval of the list, the Commission is being asked to approve the use of its portion of the designated funds (est. $82,741) for the FY97/98 Inland Empire Commuter Services (IECS) budget to replace a portion of the STP funds currently approved for the IECS work program under the Commission's FY 97/98-98/99 CMAQ/STP Call for Projects. 10B3. Meditrans Services --Request for Measure A Western County Specialized Transit Capita/ Matching Funds. Overview The Budget/Finance Committee and staff are recommending that the Commission approve allocation of $20,500 in Measure A Specialized Transit Funds available in the Western Riverside County to Meditrans Services to be used as the required 20% federal match for the purchase of two replacement vehicles and one mobile radio unit. 10B4. Membership on the Citizens Advisory Committee/Social Service Transportation Advisory Council (CAC/SSTAC). Overview Staff is recommending that the Commission: 1) Reappoint Beverly Copeland, Roger Culbertson, John Lonberg and Lucia Moran to the Citizens' Advisory Committee/Social Service Transportation Advisory Council, with their term expiring in March 2000; 2) appoint Peter Benevidez to the Citizens' Advisory Committee/Social Service Transportation Advisory Council, with a term expiring in March 2000; and, 3) appoint Steve Connell from the Riverside Transit Agency as the representative from the Western County Consolidated Transportation Service Agency. 1085. Reuse of Closed Telecommuting WorkCenter Video Conferencing Equipment. Overview The Budget/Finance Committee and staff are recommending that the Commission transfer ownership of its donated Telecommuting WorkCenter of Riverside County video-conferencing equipment and software, at no cost, to the County of Riverside with the condition that the Commission be allowed unrestricted use of the equipment and any subsequently purchased video- conferencing equipment for an unspecified period of time. RCTC AGENDA March 12, 1997 Page 7 10B6. Approval of the City of Riverside's Bicycle Route/Transportation Plan. Overview Staff is recommending that the Commission approve the City of Riverside's Bicycle Routes/Transportation Plan as submitted. 10C. Consent Calendar - Rail. 10C 1. Authorization to Construct Fence at Riverside Downtown Commuter Rail Station. Overview Fencing is needed between the existing station tracks and the pedestrian walkway fronting the station. Staff is requesting approval of up to $21,000 to construct fence at the Riverside Downtown Commuter Rail Station. 10C2. High Speed Rail Monthly Report. Overview Presented is a report on the most recent activities of the Ad Hoc High Speed Rail Task Force for receive and file. 10C3. Metrolink Monthly Report. Overview The most recent Metrolink operating and departmental reports on various activities are presented for Commission review. This item is for receive and file. 10D. Consent Calendar - Service Authority for Freeway Emergencies (SAFE). 10D1 . Quarterly Call Box Update. Overview The operational statistics for the Riverside County Motorist Aid Call Box System for the quarter ending December, 1966 presented to the SAFE Board for receive and file. 11.
