Lynda R. Dunbar Clerk Treasurer Greencastle City Hall I. Call to Order; Roll Call Mayor Murray called the meeting to order at 7:00 PM; upon roll by Clerk - Treasurer Lynda Dunbar the following were present: Adam Cohen, Jinsie Bingham, Terry Smith and Phyllis Rokicki. Mark Hammer absent. II. Public Petitions and Comments: Relay for Life will be held at DePauw University on April 27, 2012 from 12 p.m. till 12 a.m. III. Special Requests A. Noise Ordinance Wavier Request- Phi Gamma Delta — Motion was made by Phyllis Rokicki to accept the Noise Ordinance Request as presented, second by Terry Smith, 4 -0, motion carried B. Street Closure DePauw- Paul Dugdale Little 5 — Motion by Adam Cohen to accept the new street closures for the DePauw Little 5 once DePauw presents certificate of liability and rider release form to Laurie Hardwick, second by Jinsie Bingham, 4 -0, motion carried. IV. Department Reports A. Cemetery — Ernie Phillips B. Engineer — C. Fire Department — Bill Newgent D. Park and Recreation — Rod Weinschenk E. Planner — Shannon Norman F. Police Department — Tom Sutherlin G. Department of Public Works — Brad Phillips H. Water & Wastewater Department — Richard Hedge I City Attorney - Laurie Robertson Hardwick V. Reports A. Mayor's Report - Common Council will have an Executive Session on May 7, 2013 at 7:00 p.m. at City Hall to discuss the purchase of property B. Clerk- Treasurer's Report - State Board of Account still working on audit. C. Councilors' Report — Common Council will be presenting a scholarship to a Greencastle High School Senior at the GHS Awards Night on May 17, 2013 VI. Approval of Minutes A. Regular Session- March 12, 2013- Motion was made by Jinsie Bingham to accept the minutes with a correction made to the word sidewalk, second by Terry Smith, 4 -0, motion carried VII. Approval of City Claims — Motion was made by Adam Cohen to accept the claims as presented, second by Terry Smith, 4 -0, motion carried VIII. Old Business A. Ordinance 2013 -1 Fair Housing Ordinance (Second Reading) — Motion was made by Adam Cohen to accept Ordinance 2013 -1 as presented, second by Terry Smith, 4 -0, motion carried IX. New Business A. Resolution No. 2013 -6 Resolution Authorizing Application Submission and Local Match- Motion was made Terry Smith to accept Resolution No. 2013 -6 as presented, second by Phyllis Rokicki, 4 -0, motion carried. B. Resolution No 2013 -7 Recognizing the Accomplishments of the DePauw Women's Basketball Season- Motion was made by Phyllis Rokicki to accept Resolution 2013 -7 as presented, second Jinsie Bingham, 4 -0, motion carried. C. New Appointment to the Sustainability Commission- Motion was made by Adam Cohen to appoint Anthony Baratta to the Sustainability Commission, second by Terry Smith, 4 -0, motion carried. D. Resolution No. 2013 -8 Refinance County Economic Development Income Tax Revenue Bond, Series 2001- Motion was made by Terry Smith to accept Resolution 2013 -7 as presented, second Jinsie Bingham, 4 -0, motion carried.
