PUBLIC HEARING Overview The budgets are presented to the Commission for review and to solicit public comments. 5A. PROPOSED RCTC FY 1997/98 BUDGET - Staff is recommending that the Commission continue the public hearing and adopt the budget on June 11, 1997 . 5B. PROPOSED METROLINK FY 1997/98 BUDGET - Staff is recommending that the Commission adopt the Metrolink FY 1997/98 Preliminary Budget of $146.2M, defining RCTC's relative share of funding and expenditures at $7.047M,and approve an RCTC budget allocation to the Southern Regional Rail Authority in an amount not to exceed $3,650,000. 6. ADMINISTRATIVE ITEMS/FINANCIAL ITEMS. 6A. Recurring Contracts FY 97/98 Proposed Budget. Overview That the Commission approve the submitted list of recurring -contracts and authorize the Executive Director to execute contracts not to exceed the listed amount, and where applicable, subject to Legal Counsel review. 6B. UCR Audit Study. Overview Staff is recommending that the Commission discuss the audit study findings and recommendations and take possible action. 000001 rays RCTC Agenda May 14, 1997 6C. Resolution No. 97-08 Authorizing the Issuance of Sales Tax Revenue Senior and Junior Bonds. Overview Staff is recommending that the Commission: 1) Approve Resolution No. 97-08 Authorizing the Issuance and Sale of Sales Tax Revenue Bonds (Limited Tax Bonds) 1997 Series A, Authorizing the Issuance and Sale of Junior Sales Tax Revenue Bonds (Limited Tax Bonds) 1997 Series B, and Other Matters Related Thereto; and, 2) authorize a reduction in the commercial paper facility from $76,875,000 to $51,500,000 once the commercial paper notes are refunded. 6D. GFOA Distinguished Budget Award. Overview The Government Finance Officers Association's Distinguished Budget Award Program, established in 1984, recognizes agencies which prepare budgets that are considered exemplary. The Commission is one of only about sixty agencies in the entire state who have been recognized with this award. This item is for receive and file. 6E. Western Riverside County Comprehensive Transportation Plan. Overview This item was continued from last month. Staff is recommending that the Commission approve the proposed Western Riverside County Comprehensive Transportation Plan as a "Needs Study". 6F. SCAG Overall Work Program Guidelines; Discussions With CVAG and WRCOG Related to FY 1997-98 Work Items. Overview Staff is recommending, subject to concurrence by CVAG and WRCOG, include funding from SCAG in RCTC's FY 1997-98 Budget for selected work items. 6G. Follow -Up From Joint CVAG/RCTC/WRCOG Meetings. Overview This item is to discuss and take appropriate action necessary to carry on the proposals for RCTC reorganization. 000002 Page 3 RCTC Agenda May 14, 1997 6H. Inland Empire Survey. Overview This survey, which will be jointly conducted by the University of California -Riverside and California State University -San Bernardino, assesses Inland Empire residents' attitudes on a variety of quality of life issues including views toward taxation and transportation issues. The Commission is requested to participate as a sponsor and contribute up to $10,000. Staff is recommending that the Commission: 1) Authorize the Executive Director to expend up to $10,000 to jointly sponsor with SANBAG and other entities in the Inland Empire survey; and, 2) If the Commission chooses to participate, authorize the Chair to appoint a Commissioner to service on the Inland Empire Survey Advisory Board. 61. Appointment to SCAG Transportation and Communications Committee. Overview Staff is recommending that the Chair appoint a representative and an alternate representative to the SCAG Transportation and Communications Policy Committee. 6J. Commissioners/Executive Director Report. Overview This item is placed on the agenda to provide Commissioners/Executive Director the opportunity to report on activities representing the Commission. Commissioner Michael Barry will report on the APTA Commuter Rail Conference and the Chair will present the agenda for the Commission's retreat. 7. TRANSITIRIDESHARE/BICYCLE. 7A. Unmet Transit Needs Hearing Testimony and Responses, and Approval of Resolution No. 97-07 "Resolution of the Riverside County Transportation Commission Adopting a Finding That There Are No Unmet Transit Needs That Are Reasonable to Meet In The Palo Verde Valley Area". Overview The Citizens Advisory Committee/Social Service Advisory Council and staff are recommending that the Commission: 1) Reaffirm its definition of "Unmet Transit Needs" and "Reasonable to Meet"; 2) based upon a review of requests for services received through the "unmet transit needs" hearing process, review of existing services and proposed improvements to the available services, make a finding that there are no unmet transit needs which can be reasonably met in the Palo Verde Valley area; 3) approve Resolution No. 97-07; and, 4) accept the unmet transit needs responses to comments received in the Western Riverside County and Coachella Valley areas. 000003 Page 4 RCTC Agenda May 14, 1997 8. HIGHWAYS/LOCAL STREETS AND ROADS. 8A. Route 91 Toll Express Lanes Annual Report. Overview Presented to the Commission is CPTC's Route 91 Toll Express Lanes Annual Report for discussion and/or action. 8B. Update on Request from the City of Perris to Accelerate Improvements to State Route 74 between I-15 and 7th Street in the City of Perris. Overview Staff is recommending options with respect to the issues of the Ethanac realignment and accelerating project(s) on State Route 74, as well as direction that staff bring back the State Route 74 safety issue at the June 1997 Commission meeting. 9. RAIL. 9A. Locomotive Emissions Reduction Research and Federal Emissions Requirement Report. Overview Jim Ortner will make a presentation to the Commission on a possible locomotive emissions reduction research and the new federal emissions requirements. This item is for receive and file. 9B. Potential Dedication of RCTC Land in the City of Perris for a Bus/Rail Maintenance Facility. Overview This item is presented to the Commission for discussion and action on dedication or use of RCTC property located in Downtown Perris for RTA bus maintenance facility and, in the future, for rail operations/maintenance. facility. Staff is recommending that the Commission approve the offer of dedication 9C. Options for Programming Commuter Rail State Transit Assistance Fund (STAF) Bonus. Overview Staff is recommending that the Commission discuss and provide direction on the options for expenditure of STA funds. 000OOt Page 5 RCTC Agenda May 14, 1997 10. CONSENT CALENDAR - All matters of the Consent Calendar will be approved in a single motion unless a Commission member requests separate action on specific items. 10A. Consent Calendar - Administrative/Financial Items. 10A 1. Legislative Positions and Washington/Sacramento Reports. Overview Toapprove the legislative positions as proposed by the Legislative Committee and Resolution 97-09, Resolution of the Riverside County Transportation Commission In Opposition to the So -Called Government Cost Savings and Taxpayers Protection Amendment. Also, the Washington/Sacramento reports are presented. 10A2. Termination of City of Murietta Loan Commitment. Overview The Commission in 1992 granted a commitment to the City of Murietta to fund road improvements to an interchange at the junction of the 1-215 and Murietta Hot Springs Road. The Commission committed up to $ 17,000,000 for the improvements contingent obtaining a firm bank commitment of fund construction of the mall. In December 1996, at the request of the City of Murietta, the Commission granted conceptual approval to reduce the loan commitment from $17,000,000 to $6,000.000, with the proceeds to be used for other road improvements in Murietta unrelated to the Mall development. Since that time, the City of Murietta has decided to pursue other financing options and has terminated their $17,000,000 agreement with the Commission. The $6,000,000 agreement was never executed. Staff will instruct the fiscal agent to release all funds now held to the City of Murietta. This item is for receive and file. 10A3. Contract with Cis Leroy to Support Project Programming Activity. Overview This item is to execute a contract for the balance of FY 1996-97 and FY 1997- 98 for part-time support services for RCTC's Transportation Improvement Program function to enable an RCTC staff to extend her part-time work schedule. . 10A4. Investment Report for Quarter Ending March 31, 1997. Overview ti Presented is the quarterly investment report as required by state law and Commission policy. Monthly Cost and Schedule Reports. Overview Material depicts the current costs and schedule status of contracts reported by routes, commitments, and cooperative agreements executed by the Commission. For each contract and agreement, the report lists the authorized value approved by the Commission, percentage of contract amount expended to date, and the project expenditures by route with status for the month ending March 31, 1997. This item is for receive and file. 10B. Consent Calendar - Highways/Local Streets and Roads. 10131. Entering Agreement with the County of Riverside to Provide GIS Information to Support the State Route 79 Realignment Study in the Hemet/San Jacinto Area. Overview Staff is recommending that the Commission authorize the Commission Chairperson to enter into an agreement with the County of Riverside to provide GIS information that is required to perform the State Route 79 realignment studies and approve the requested fee of $15,000, subject to Legal Counsel review and approval. 10B2. Amendment 5 to Agreement RO 91-01 with URS Greiner to Prepare Plans, Specifications, and Estimates (PS&E) for the SR 91 Noise Walls. Overview Staff is recommending that the Commission award Amendment 5 to URS Greiner's Contract RO 91-01 to perform utility coordination and right-of-way engineering for an amount of $87,622 for a new contract amount not to exceed $1,960,559. The extra work funds will remain at $78,688.40. A standard contract amendment will be used to execute Amendment 5. All other terms and conditions of the original agreement and previous amendments will remain in effect. 10B3. Amendment to FY 1997-2001 Measure "A" Five -Year Capital Improvement Plan for the City of Blythe. Overview The Measure "A" Ordinance requires each recipient of streets and roads monies to annually provide to the Commission a five-year plan on how those funds are to be expended in order to receive disbursements for local streets and roads. Any subsequent additions, deletions, or substitutions to the Plan must also be approved by the Commission. The City of Blythe is requesting Commission approval to amend their previously approved FY 1997-2001 Plan. OOOOQt1 Page 7 RCTC Agenda May 14, 1997 10C. Consent Calendar - Transit/Rideshare/Park-N-Ride/Bicycle. 10C 1. FY 1998 Measure A Specialized Transit Program for the Western Riverside County. Overview The Citizens' Advisory Committee/Social Service Transportation Advisory Council and staff are recommending that the Commission extend the length of the existing contracts with the non-profit providers by 90 days and provide a three-month allocation of Measure A Specialized Transit funds based on FY97 allocation levels. 10C2. Meditrans Services —Request to Retain Non -Expended Allocation of Measure A Specialized Transit Funds. Overview Staff is recommending that the Commission approve Meditrans Services retaining its balance of FY 1996 allocated Measure A Specialized Transit Funds totaling $6,981 for use in the purchase of a new agency phone system, with any balance remaining after the capital purchase being used for operating assistance. 10C3. Introduction of a New Employer Service - Rideshare Connection. Overview As part of the Commission's Commuter Assistance Program, this receive and file information report highlights the development and implementation of a new employer service by Inland Empire Commuter Services (IECS). The premier issue of Rideshare Connection, a single page broadcast fax newsletter, was sent to employers on April 4, 1997. The fax format allows IECS to communicate timely rideshare related information to employers in a succinct, cost effective manner. 10C4. FY 1993-94 SB 821 Program Extension for the County of Riverside. Overview Staff is recommending that the Commission grant the County of Riverside a twelve-month extension to June 30, 1998 to complete the FY 1993-94.SB 821 Santa Ana River Bikeway Phase IIIB Project as requested. 10D. Consent Calendar - Service Authority For Freeway Emergencies (SAFE). 10D1. Quarterly Call Box Update. Overview The operational statistics for the Riverside County Motorist Aid Call Box System for the quarter ending March, 1997 are presented to the SAFE Board. 000007 rayo 0 RCTC Agenda May 14, 1997 10E. Consent Calendar - Rail. 10E 1. Amendments to Intercity Rail Joint Powers Agreement. Overview That the Commission: 1) Adopt and authorize the Executive Director to execute the amendment to Joint Powers Agreement extending the duration of the Southern California Intercity Rail Group; and, 2) Approve the amendment to Joint Powers Agreement adding the Southern California Association of Governments to the Southern California Intercity Rail Group. 10E2. Metrolink Monthly Report. Overview The most recent Metrolink operating and departmental reports on various activities are presented for Commission review. This item is for receive and file. 10E3.
