HomeMy Public PortalAboutWater Department Tank Standpipe projectSECTION 00020 INVITATION FOR BIDS Sealed bids for furnishing the following item will be received at the Office of the Town Administrator, Brewster Town Hall, 2198 Main St., Brewster, MA 02631 until the time specified below at which time the bids will be publicly opened and read. Specifications and bid forms may be reviewed at the Office of the Town Administrator Monday through Friday between 8:30 a.m. and 4:00 p.m. To obtain hard copy plans and specifications contact Haley and Ward, Inc. at 978 648 6025 (There is a $25.00 refundable plans and specifications deposit for hard copy requests). Bids will be opened in the Office of the Town Administrator on Thursday April 13, 2017, at 11:00 a.m local time. Each Bid must be accompanied by a bid security consisting of a BID BOND, CASH, or, CERTIFIED CHECK issued by a responsible bank or trust company in the amount of 5% of the bid price. The project consists of, but is not limited to, providing site protection, power washing, spot surface preparation of interior and exterior coatings, and application of high performance replacement coatings. The project also includes the fabrication and installation of a final and other appurtenant work. Standpipe No. 1 is 2.0 million gallon in capacity, constructed of welded steel plate, and is 61-feet in diameter and 92-feet in height to overflow. Standpipe No. 2 is 3.0 million gallon in capacity, constructed of welded steel plate and is 76-feet in diameter and 90.5-feet in height to overflow. The two standpipes are located off Yankee Village Drive off Route 137 in the Town of Brewster, Massachusetts. A voluntary Pre-Bid Conference and Site Visit will be held at the Tank Location located at 23 Yankee Drive, Brewster, MA, on April 6, 2017 at 10:00 a.m. It is imperative that all prospective bidders have a representative in attendance in order to observe the present condition of the tanks. A performance bond in an amount equal to 100 percent of the total amount of the contract price with a surety company qualified to do business in the Commonwealth of Massachusetts will be required for the faithful performance of the contract, as well as a labor and materials bond in an amount equal to 100 percent of the total contract price. All bids for this project are subject to applicable public bidding laws of Massachusetts, including, but not limited to G.L. c.30, §39M. Attention is directed to the minimum wage rates to be paid as determined by the Commissioner of Labor and Workforce Development and the weekly payroll record submittal requirements under the provisions of Massachusetts General Laws, Chapter 149, Section 26 through 27D inclusive. Selection of the contractor will be based upon bidder qualifications, including evidence of past performance in similar projects, and bid price. The contract will be awarded to the bidder deemed by the awarding authority to be the lowest responsible and eligible bidder, provided constructions funding is approved at the Spring Town Meeting starting May 1, 2017. The bidder agrees that its bid shall be good and may not be withdrawn for a period of 30 days, Saturdays, Sundays and legal holidays excluded, after the opening of the bids. The Town reserves the right to waive any informalities, to accept or reject, in whole or in part any or all bids, or take whatever other action may be deemed to be in the best interest of the Town.
