HomeMy Public PortalAbout20121105 - Conservation Commission - Meeting Minutes Conservation Commission Meeting 05 November 2012 Page 1 of 2 MINUTES- 05 November 2012 Called to Order: 7:30 PM Hopkinton Town Hall, Room 215-216 Adjourned: 8:55 PM Members Present: Jeffrey Barnes, Andre Griben, Craig Nation, Melissa Recos, Marcus Waldron, Bob Ingram: Conservation Scientist, Don MacAdam: Conservation Administrator Members Absent: Frank D’Urso 7:30 PM Commission Business • The Commission signed the following documents: - Goldstein, 17 and 19 Twin Island Rd – Order of Conditions (188-1511) - Wirth, 13 Cedar St Ext. – Certificate of Compliance (188-1473) - Cullen, 148 Hayward St – Certificate of Compliance (188-1454) • Mr. Waldron made a motion to approve the Request for Payment dated 05 November 2012. The motion was seconded by Mr. Griben and it passed unanimously. • The Commission reviewed site photos of the tree cutting and site clearing that occurred at 81 Front Street. Mr. MacAdam noted that the tree stumps were grubbed out and removed from the site in violation of the verbal cease and desist order that he issued to American Climbers. The Commission determined to have the applicant or American climbers provide an assessment of how many trees were cut and removed from the site. • The Commission reviewed the field notes that Weston & Sampson provided for the replacement of the culvert running under Front Street (RDA 2003-20). • The Commission determined that a request from Poillucci, 20 Teresa Road to remove a tree that was growing over his pool area qualified as a minor project exemption. 7:50 PM Zeissig, 189 Saddle Hill Road HCC File No. RDA 2012-14 Request for Determination of Applicability Daniel McIntyre, McIntyre Engineering & Septic Services, Inc. Mr. McIntyre provided an overview of the Request for Determination of Applicability (RDA) application and the site plans dated 11 October 2012. A discussion was held regarding the proposed enlargement of the existing single family home and the proposed Title V septic system. It was noted that the home was built in 1981 without a permit application submitted to the Commission under the Wetlands Protection Act. The Commission determined that an approval for a negative Determination of Applicability would require the Conservation Commission Meeting 05 November 2012 Page 2 of 2 installation of a permanent immovable barrier along the edge of the existing landscape as identified on the site plans. Mr. Griben made a motion to close the hearing and issue a negative Determination of Applicability with the standard and noted special conditions. The motion was seconded by Mr. Waldron and it passed unanimously. 8:10 PM Weldon, 20 Downey Street DEP File No. 188-1481 Amended Notice of Intent-continuation The applicant contacted the Commission prior to the meeting and requested to continue the public hearing to the next available public meeting. The hearing was continued to 19 November 2012. 8:10 PM Weston Development Group, 0 Sanctuary Lane DEP File No. 188-1434 Project Change Request William Hannigan, Hannigan Engineering, Inc. Mr. Hannigan provided an overview of the proposed sewer utility line and the draft site plan that he emailed to the Commission as a project change request on 02 November 2012. Mr. Griben made a motion to approve, as an insignificant project, the proposed installation of the sewer utility line as identified by Mr. Hannigan. The motion was seconded by Mr. Waldron and it passed unanimously. 8:25 PM Hopkinton Parks & Recreation, 0 Sandy Island DEP File No. 188-1512 Notice of Intent Michael Moonan, Laurence Keegan, Weston & Sampson; Ken Driscoll, Parks & Recreation Mr. Keegan provided an overview of the Notice of Intent application and the site plans dated 10 October 2012. A discussion was held regarding the proposed site improvements. The Commission reviewed the letter, prepared by Mr. Dave Glenn, Fay, Spofford & Thorndike, Inc., dated 26 October 2012. Mr. Keegan noted that they would respond to Mr. Glenn’s request for further information. The hearing was continued to 19 November 2012. 8:50 PM Commission Business • A discussion was held with Ken Driscoll, Parks & Recreation, regarding the cutting and removal of four trees as he located on the Notice of Intent (NOI) site plan. The Commission determined that, subject to mitigation proposed under the pending NOI, the removal of the four trees qualified as a minor project exemption. Minutes Approved: 14 January 2013
