Roberta Barrett , Scott Collum and Rick Judd were not present . Also present : Ryan Bennett , Town Planner and Lynn St . Cyr , Senior Department Assistant , The Chair read the Recording or Taping Notification : "As required by the Open Meeting Law we are informing you that the Town will be audio and video taping this public meeting . In addition , if anyone else intends to audio or video tape this meeting he or she is required to inform the chair. " 6 : 36 PM PLANNING DISCUSSION Approval of Meetina Minutes The Board reviewed the minutes from the August 23 , 2017 meeting . Motion by Degen to Approve August 23 , 2017 Meeting Minutes . Second by Hillis - Dineen . Vote : 4-0 -0 , Brewster' s Coastal Adaptation Strateav Pat Hughes , Mary O ' Neil and Abigail Archer of the Coastal Committee were present . Hughes and O ' Neil summarized Brewster' s Coastal Adaptation Strategy for the Board . O ' Neill explained that the Committee developed strategies and guiding principles to assist the Town in meeting access needs and adapt to coastal change , sea level rise , storm surge , and shoreline erosion . The guiding principles were developed at a public meeting and refined by the Committee . They include the following community values , priorities , and desires to be considered in making decisions about the future of Brewster' s public coastal areas : 1 . Access ; 2 . Natural Beauty ; 3 . Science- based , innovative , and realistic solutions ; 4 . Holistic ; and 5 . Adaptive , Consensus- based . Hughes noted that the Committee has been attempting to engage the public and have made recommendations to the Board of Selectmen that certain projects may benefit from public participation including new or reconfigured access ( i . e . change in parking lot configuration ) , expansion of existing use ( i . e . expansion of new mooring area) , capital projects ( i . e . changes to a Town landing ) and coastal retreat ( i . e . Breakwater) . Hughes highlighted areas that the Board could support including planning for sea level rise and storm surge . Hughes reviewed maps of coastal sea level rise with the Board . Hughes noted that the Committee ' s work would be helpful in preparing the Town ' s Hazard Mitigation Plan and that would also be an area in which the Board could assist . Hughes stated that stormwater management also becomes an important area in which the Board could be involved . Hughes suggested the Board review the Coastal Adaptation Strategy in its entirety and offered to return to speak further to the Board . Bennett noted that the Town has submitted a grant application to the state hazard mitigation planner for funds to support preparation of a hazard mitigation plan . PB Minutes 09/13/2017 Page 1 of 2 Taylor asked who would be* involved in implementing the strategies and Hughes responded that it would involve coordination among many Town departments and Boards including the Planning Board , Department of Public Works , Recreation Department , All Access Committee and Bikeways Committee . Continue to review and discuss zoning bylaw amendments Bennett summarized the status of the Board ' s review and noted that once the Board ' s review was complete , the amendment should be referred to the Board of Selectmen . The Board continued to review and amend the site plan review section of the zoning bylaw . Motion by Taylor to Refer the Site Plan Review Amendment, as edited , to the Board of Selectmen . Second by Degen . Vote : 4=0 -0 . 8 : 26 PM LIASION REPORTS The Brewster Vision Advisory Group will hold their second series of workshops on Saturday , October 21St from 9 : 00 a . m . — 11 : 30 a . m . ; Wednesday , October 25th from 7 : 00 pm — 9 : 30 pm ; and Thursday , October 26th from 9 : 30 am — 12 : 00 pm . All workshops will take place in the Fellowship Hall at Brewster Baptist Church . Degen summarized the last meeting of the Board of Selectmen which included issuance of a license for underground fuel storage tank to Cumberland Farms . Bennett noted Cumberland Farms would be returning to the Planning Board for an administrative review based on changes to the site plan as a result of conditions in the Board of Selectmen decision . Motion by Taylor to adjourn . Second by Degen . Vote : 4 -0 =0 . Meeting adjourned at 8 : 43 pm .
