Approval of Monthly Claims and Invoices October 2023 Motion CM;second JM;3-0 passed 6. New Business • Shone Floyd, HWC Water and Land Resources-Treatment of lake at Jaycee Park for 2024 Shane summarized his justification,plus recommendations for the treatment of the Jaycee Park Lake.He recommends treatments April to October in 2024.By 2025 we may be able to apply treatment every other month. He can also assist in stocking the lake with fish.Stacie Congdon(St)asked for clarification on the number of treatments.Shane did say some lakes react OK with fewer treatments. OH asked if we can skip a month and Shane responded with "..it's a possibility." GKR indicated$Z,400 had been submitted Motion to review this subject again in January'24,DH,second JM;passed 3-0. • Tabatha Briones,Align Engineering-Robe Ann Park Phase Two Tabatha presented'final"design of Robe Ann Park,phase two. The hope is to put the project out for bid in January'24. There was discussion about the pavers which will be in place to slow vehicular traffic. DH suggested leaving the pavers out of the project. A goal of the project is to "..reduce pavement,but increase ADA parking." Motion to submit plans to IDNR, w/o pavers by OH;second by JM;passed 3-0. • Linda Patrick,dedication of the new pickleball patio in the name of David Boswell,who has significant history with pickleball in Greencastle and Putnam County. • Motion to approve dedication CM;second,JM;passed 3-0 7. Director's Report 8. Chrysta's report-Mentioned the vandalism at the bathrooms in Robe Ann Park by a juvenile. Officer Darrell Bunten was in charge of investigation. Vandal was banned from Robe Ann Park for a year. 8D commented we need to have a rule in place which requires children to be accompanied to the park. 9. Ashley's report-she reported on the highly successful Boo-Bash, which took place October 28.22 booths were reserved, 18 actually showed. Visitors lined up in an orderly fashion for 90 minutes. Food and drink vendors vowed to return in 2024. They loved the event,plus the business it generated.A haunted house was suggested in the aquatic center for 2024. Nerf Domination was well-received. 50 participated.Safety glasses were provided. Took place within the softball field. Upcoming events:Breakfast at the North Pole at Three Fat Labs. Breadworks providing the breakfast,continental style. There will be games and Tom's Traveling Coffee Truck will be in attendance. Mayor Dory indicated he hoped the 231 construction would be completed by Thanksgiving.He is also waiting for an update on the bandshell repair project. 10. David was a instrumental in promoting the sport of pickleball to the Greencastle community in 2015 after coming back from his winter stay in Florida and was able to see how this sport could benefit Greencastle and Putnam County. With his vision in mind of where these courts could be placed, he continued his mission to forward to get approval for new courts. After jumping over a few hurdles, such as we are not going to spend that much money on a sport we don't know anything about, and his continued persistence to convince the park director as to how this new sport can benefit the community, and by making sure that Mayor Sue Murray saw a video about pickleball, he finally convinced the park director, the Mayor, and the city council to build six new pickleball courts. With his love for the sport and his persistence to see his vision come to fruition, the six new pickleball courts were completed and he held "come learn how to play pickleball" at the courts on July 4, 2017. And many of his first inductees to the pickleball world are still playing today. The PPP also wants to publicly thank Greg Ruark, present park director, Mayor Bill Dory, and the park and city councils for their support in constructing the patio not just for the PPP, but for the Greencastle community and Putnam County.
