JOINT FACILITIES OVERSIGHT COMMITTEE MEETING
September 21 , 2017

Roll call was taken and the meeting was called to order by Mayor Vandernail at 3:05 p.m.
September 21, 2017 Agenda: Tom Newton moved to approve the September 21, 2017 agenda,
this motion was seconded by Chris Seeman. Motion carried 9-0.
Minutes of July 27, 2017: Randy Atwater moved to approve the July 27, 2017 minutes as
presented; the motion was seconded by Chris Seeman. Motion carried 9-0.
Turbine Blower Project: Joe Fuqua lead the discussion and Q &A about buying the Turbine
Blowers this year and doing the SBR next year. Randy Atwater moved and Chris Seeman
seconded the motion to move forward with the engineer's recommendation on which turbine
blowers to purchase. Motion carried 9-0. Jim McLaughlin arrived after this motion and clarified
some items that were discussed earlier. Based on this discussion, Randy Atwater amended the
motion and Chris Seeman seconded the amended motion to not limit the purchase to just the
turbine blowers but to include everything in the recommended equipment bid. The equipment
that will be purchased is blowers, decanter and aerator/mixers for a total cost of $416,720.
Amended motion carried 8-1.
Phosphorus/Metals Treatment Project: Joe Fuqua lead the discussion and Q & A about the
phosphorus/metals treatment project and how Northern fits in. A meeting with Northern about
this project will be held soon.
2018 Budget: Jeff Durbin lead the discussion and Q & A about the preliminary 2018 Budget.
Chris Seeman left the meeting at 4:05pm.
Other Business & Updates: Melinda McWilliams lead a discussion about wind and solar energy
as an alternative to the plant's existing power needs.
Scheduled the next meeting: October 26th at 3pm
Adjourn: Tom Newton moved and Randy Atwater seconded the motion to adjourn the JFOC
meeting at 4:28pm. Motion carried 8-0.
