3. Audit of California Private Transportation Company (CPTC) Decision to Toll HOV
3 + .
Overview
This item relates to a decision by CPTC to begin tolling HOV 3 + lanes
beginning January 1, 1998. Under the Memorandum of Agreement executed
between CPTC, Caltrans, OCTA and RCTC, CPTC has the right to toll HOV 3 +
beginning 1998 if the debt coverage ratio is not being met. Also, under the
MOA, each agency has access to certain information in support of their
contention. Staff is requesting guidance from the Commission on how to
proceed on this issue.
