RUBBISH Al'lD REFUSE, OF THE CODE OF THE BOROUGH OF CARTERET
BE IT ORDAINED by the Mayor and Council of the Borough of Carteret (the
"Borough") that the Code of the Borough is hereby amended and supplemented as
follows:
Sectiou 1. "9137-16. Additional rules and regulations." of Article n,
"Miscellaneous Collection Regulations", of Chapter 137,
entitled Garbage, Rubbish and Refuse, is hereby amended and
supplemented to add the following new subsections:
B. Anyone dropping off items at the Borough of Carteret
Recycling Center will required to present a valid driver's
license or other proof of borough residency.
C. There will be a fee charged for special handling or pickup of
bulk waste items such as appliances, washing machines, dryers,
refi:igerators, humidifiers, de-humidifiers, stoves, dishwashers,
air conditioners, microwaves, water coolers and other such
items. The fee charged will be $10.00 per item, except that no
fee will be charged if the resident drops off the item at the
Recycling Center.
D. There will be a fee charged for speciaL pickup of bulk waste
such as fmmture, waste building material from constmction,
remodeling, repai'r and demolition operation on houses,
buildings and other structures by residents. The fee will be
$20.00 per cubic yard; less than 2 cubic yards will be free. If
work is done by a contractor the contractor is responsible for
removal of waste. Penalties provided for pursuant to this
chapter shall be applicable if such work is actuany perfonned
by a contractor and a resident disposes, or attempts to dispose
of, the resultant waste through the municipal collection system,
the Public Works Department or the Recycling Center.
E. Dirt, sand, or other soil material will not be collected by the
Borough and any used oil, or other such hazardous materials,
shall not be dropped off at the Recycling Center.
F. There will be a fee charged for bulk items of concrete, asphalt,
bricks, blocks, and/or stone. Up to I cubic yard (4 sidewalk
slabs) will be free. Anything above this alllount shaU be $75.00
per tnIck load or 8 cubic yards.
G. No municipal collection shall be provided to any industrial or
commercial businesses which shall be required to dispose of
their garbage, rubbish and refuse through the use of ,.their own
dumpsters, or other containers, at their sole cost and expense.
H. .With regard to the disposal of any material requiring the
payment of a fee and/or other Borough approval or pick-up
scheduling, application therefore and proof of such payment
and/or approval shall be obtained through the Borough Clerk's
Office, the Board of Health, and/or the Department of Public
\-Vorks, or their respective designees, as determined
by the Mayor, by executive order.

Section 2. All Ordinances and/or provisions thereof inconsistent with the
provision of this Ordinance shall be and are hereby repealed as
to the extent of any such inconsistencies.
Section 3. If any section, subsection, part, clause or phrase of this
Ordinance shall be declared invalid by judgment of any Court
of competent jurisdiction, the section, subsection, part, clause
or phrase shall be deemed to be sever able from the remainder
of tills Ordinance.
Section 4. This Ordinance shall take effect upon passage and publication
according to applicable law.
