AGENDA 1. CALL TO ORDER. 2. PUBLIC COMMENTS. (Comments Not Relating to An Item on the Agenda) 3. APPROVAL OF MINUTES. (Minutes of November 5, 1997, November 12, 1997, and December 10, 1997) 4. AGENDA ADDITIONS/DELETIONS. 5. CLOSED SESSION. 5A. Conference with Legal Counsel - Anticipated Litigation Pursuant to Section 54956.9. Significant Exposure to Litigation Pursuant to Subdivision (b). Number of Potention Cases: 1 6. ADMINISTRATIVE/FINANCIAL ITEMS. 6A. Action on Request for Reconsideration of the December 10, 1997 Riverside County Transportation Commission Action to Approve a Formula Split of 1998 State Transportation Improvement Program Regional Improvement Program Funds; Possible Action on Approval of the 1998 STIP Formula. Overview The Chair received communication from the cities of Moreno Valley and Riverside requesting reconsideration of the Commission decision regarding the 1998 STIP formula, as well as a letter from Moreno Valley that they are of the opinion that the Commission, in taking the December 10th action, violated the Brown Act (Gov. Section 54954.2 - Brown Act notice procedures). This is presented to the Commission to determine whether or not to reconsider the action relating to the STIP formula allocation. If the Commission choses to reconsider the action, the action on the approval of the 1998 STIP formula may be taken at this meeting or during a subsequent special meeting. 6B. 1998 State Transportation Improvement Program Project Recommendations and Approval.. Overview Per SB 45, the Commission is responsible for the preparation and submission of a program of transportation projects to be included in the State Transportation Improvement Program. This item is for the Commission to consider and approve the 1998 STIP project list and approve the projects for RTIP inclusion. (,1 RCTC Agenda January 14, 1998 Page 2 6C. 1998 Regional Transportation Improvement Program Financial Plan and Approval. Overview Federal programming regulations require the Regional Transportation Improvement Program (RTIP) be financially constrained. This requires the Commission to develop and submit a financial plan which demonstrates that the projects proposed to be included in the RTIP are funded. 6D. 1998 STIP Interregional Improvement Program and Approval. Overview SB 45 established a new discretionary category of funding under Caltrans to support interregional transportation improvements. The list of projects submitted to the Commission and staff is recommending the Commission support the Riverside County projects proposed for STIP consideration and RTIP inclusion. 6E. Legislative Positions. 6E1. Proposed Revision to SB 3 (Kelley) Related to RCTC Restructuring. Overview The Executive Director is recommending that the Commission approve the Proposed Revision to SB 3 and request Senator Kelley to make author's amendments. 6E2. Proposed 1998-99 Legislative Program. Overview Staff is recommending that the Commission adopt the Proposed 1998-99 Legislative Program. 6F. RTAC Draft Mission and Policies and Procedures including Voting Options. Overview In an effort to formalize the RTAC by its participating members, a draft document was prepared to define its mission and policies and procedures including voting rights of members. Staff is seeking Commission direction/approval of the draft document and voting option preference. 6G. 1998 Meeting Schedule and Changes to Brown Act Allowing Audio and Video Conferencing. Overview Staff is recommending that the Commission: 1) Approve Resolution No. 98-01, Resolution Adopting Regulation Regarding Use of Audio and Video Conferencing at Board and Committee Meetings; and, 2) receive and file the RCTC meeting schedule for 1998. n2 RCTC Agenda January 14, 1998 Page 3 6H. Commissioners/Executive Director Report. Overview This item is placed on the agenda to provide Commissioners/Executive Director the opportunity to report on activities representing the Commission. 7. TRANSIT/RIDESHARE/BICYCLE. 7A. Western County Measure A Specialized Transit Proposals. Overview A request for proposals was circulated to over 100 agencies informing them of the availability of a total of $100,000 to be used to support a number of one year "seed" programs to improve the mobility of seniors, persons with disabilities, or the truly needy in Western Riverside County. We received a total of five proposals requesting a total of $126,503. A subcommittee of the Commission's Citizens Advisory Committee/Social Service Transportation Advisory Council met to review all the proposals. This agenda item presents the Committee's recommendations for funding for the Commission's consideration. 7B. Transit Service Needs Public Hearings. Overview Staff is recommending that the Commission: 1) Hold a public hearing in the City of Blythe to receive testimony on unmet transit needs in the Palo Verde Valley and that the Commissioners attending this hearing be designated as the official hearing board; 2) provide direction to staff on hearings in the Western County and the Coachella Valley. 8. ELECTION OF OFFICERS. Overview Staff is recommending that the Commission hold an election for the Commission's Chairperson and Vice Chairperson. 9. APPOINTMENT OF RCTC CITIZEN MEMBER AND ALTERNATE POSITIONS. Overview Staff is recommending that the Commission take action regarding the RCTC Citizen Member and Alternate positions. n3 RCTC Agenda January 14, 1998 Page 4 10. APPOINTMENT/REAPPOINTMENT TO COMMITTEES. Overview Each year, the list of Committees- is presented to the Commission for Chair appointment/reappointment. It also provides an opportunity for Commissioners to review the list and indicate if they wish to: a) remain on the Committee(s) that they are currently assigned to; b) be removed from the Committee(s); and/or, c) be appointed to Committee(s). Staff is recommending that appointments/reappointments be made. 11 CONSENT CALENDAR - All matters of the Consent Calendar will be approved in a single motion unless a Commission member requests separate action on specific items. 11A. Consent Calendar - Administrative/Financial Items. 11 Al 1997 Legislation Summary. Overview Presented for receive and file is a summary of federal and state legislation important to the Commission which was passed during 1997. The Washington and Sacramento legislative reports are also presented. 1 1 A2 90 Day Extension for TDA Recipient Audit Reports. Overview Staff is recommending that the Commission approve a ninety day extension for Ernst & Young to complete the TDA audit reports and forward to the State Controller's Office. 1 1 A3 Auditor Requirements for Funding Recipients. Overview Staff is recommending that the Commission approve the audit requirements for audit firms selected by RCTC funding recipients. 11A4. Monthly Cost and Schedule Reports. Overview Material depicts the current costs and schedule status of contracts reported by routes, commitments, and cooperative agreements executed by the Commission. For each contract and agreement, the report lists the authorized value approved by the Commission, percentage of contract amount expended to date, and the project expenditures by route with status for the month ending November 30, 1997. This item is for receive and file. n4 RCTC Agenda January 14, 1998 Page 5 11 B. Consent Calendar - Highways/Local Streets and Roads. 11131. FY 1997-98 Local Transportation Funds Allocation for Local Streets and Roads for the Palo Verde Valley Apportionment Area. Overview The estimated FY 1997-98 apportionment of Local Transportation Funds (LTF) for the Palo Verde Valley area is $473,417. The Commission has allocated $243,111 to the Palo Verde Valley Transit Agency, leaving a balance of $230,306 available for local streets and roads purposes to be allocated to the City of Blythe and the County. 1162 Direction to Advertise Landscaping Services for Sound Wall #35 on State Route 91 between Van Buren and Tyler. Overview Staff is recommending that the Commission authorize staff to advertise Landscaping for Sound Wall #35 between Van Buren and Tyler on the northerly side of the freeway and to direct Staff to bring back the results of the bidding process for the Commission to award the project to the lowest responsive bidder. 1 1 B3 Direction to Advertise Noise Walls on State Route 91 between Magnolia to Mary Streets. Overview Staff is recommending that the Commission: 1) Authorize an increase in the budget from$3,000,000 to $4,600,000 to cover construction costs and landscaping costs for the Phase I Walls and Wall #183 from Phase II; and, 2) authorize staff to advertise noise walls on State Route 91 between Magnolia to Mary streets subject to obtaining encroachment permits from both the City of Riverside and Caltrans and to direct staff to bring back the results of the bidding process for the Commission to award the project to the lowest responsive bidder. 1 1 C Consent Calendar - Transit/Rideshare/Park-N-Ride/Bicycle. 11C1. FY 1997-98 State Transit Assistance Allocations. Overview Staff is recommending that the Commission approve the FY 1997-98 State Transit Assistance Fund Allocations in Riverside County as presented. n5 RCTC Agenda January 14, 1998 Page 6 11C2. Quick Charge Electric Vehicle Corridor Communities Program Marketing Contract for Western Riverside County Sites. Overview On behalf of various site owners in western Riverside County, the Commission submitted a proposal to the Mobile Source Air Pollution Reduction Review Committee (MSRC) under its Quick Charge Electric Vehicle Corridor Communities Program in July 1996. Upon resolution of major issues, the MSRC is moving forward with execution of the Program. Staff seeks Commission approval to enter into an agreement with the MSRC to produce and provide various marketing materials for use by the new EV charging site owners. 11 C3. Overview of January's Employer Rideshare Marketing Campaign. Overview Under the Commission's Commuter Assistance Program, the Inland Empire Commuter Services (IECS) project develops, produces and distributes to employers three packaged marketing campaigns each year as outlined in its adopted workplan. This receive and file staff report highlights the winter campaign entitled "CommuteQuik". For the first time, the campaign pledge card is printed in both English and Spanish in an effort to be responsive to employer requests for bilingual rideshare materials. 11 C4. FY 1996-97 SB 821 Program Extension for the City of Temecula. Overview The City of Temecula was allocated $96,200 in FY 1996-97 SB 821 Bicycle and Pedestrian Facilities Project funds for the construction of sidewalk projects on Margarita Road, Cosmic Drive, and Agena Street. The City of Temecula is requesting a four -month extension to April 30, 1998 to award the construction contracts for the projects. 11D. Consent Calendar - Rail. 11D1. Beach Train Report and Recommendations for 1998. Overview Staff is presenting the 1997 Beach Train Report and tentative proposal for 1998 Beach Trains. It is recommended that the Commission adopt the proposed Beach Train program consisting of fourteen dates between June and October 1998 and agree to underwrite the costs of service with any required subsidy beyond fare revenues borne by the 1998-99 western county rail budget. 6 RCTC Agenda January 14, 1998 Page 7 11 D2. Rail Program Update. Overview Metrolink schedule changes, the most recent operating reports, and information regarding intercity and high speed passenger rail will be included in the agenda package for Commission review.
