Comments on the Draft 1998 SCAG Regional Transportation Plan Overview Presentation of Inland Empire draft comments in response to the SCAG Draft 1998 Regional Transportation Plan (RTP). 58. Physics Alternative for Potential Conformity Modeling of the 1998 SCAG Regional Transportation Plan Overview The plan is presented to the Commission for discussion and/or action. 5C. Recruitment and Selection Process for Executive Director Overview At the meeting of the Riverside County Transportation Commission on January 16, 1998, the Commission determined to have the County of Riverside Personnel Department conduct a statewide recruitment to seek qualified candidates for the Executive Director position. The recruitment cost and selection process are presented to the Commission for approval. 50. Establishment of and Recruitment for Accounting Supervisor Overview Staff is recommending that the Commission authorize the Interim Executive Director to establish and recruit (internal or external) a Staff Analyst 1 position to serve as an Accounting Supervisor. This change will not increase accounting staff, but only maintain the existing level at a lower cost. RCTC Agenda February 11, 1998 Page 2 5E. RCTC Committees Overview An amended list of RCTC Committee representation is presented. There is a need to appoint an alternate member to SCAOMD's Local Government and Small Business Advisory Group. 6. TRANSIT/RIDESHAREBICYCLE. 6A. Request for Additional Local Transportation Fund Allocation from SunLine Transit Agency Overview The recently completed 1997 SunLine fiscal audit identified a $293,890 deficiency in operating funds for the year. We have received a request from SunLine for an additional allocation of Local Transportation Funds to cover this shortfall in revenues. 7. CONSENT CALENDAR - All matters of the Consent Calendar will be approved in a single motion unless a Commission member requests separate action on specific items. 7A. .Consent Calendar - Administrativeh nancia/ Items. 7A1. Fiscal Year 1996-97 Comprehensive Annual Financial Report (CAFR) and Fiscal Audit Results. Overview 000002 Staff and Ernst & Young will present the RCTC CAFR and the fiscal audit results for the year ended June 30, 1997. The audit results will include compliance and management issues for both RCTC and the TDA and Measure A funding recipients. 7A2. 1998/99 Local Transportation Fund (LTF/ Estimate. Overview Staff is recommending that the Commission approve the areas apportionments based on the revenue estimate provided by staff and the Auditor Controller of the County of Riverside and allowing for adjustment to the estimate providing up to $95,000 for SCAG. 7A3. Investment Report for Quarter Ending December 31, 1997 Overview Staff will present the investment report for the quarter ending December 31, 1997 at the meeting for receive and file. 7A4. Memorandum of Understanding with the San Bernardino Associated Governments and Norm King O.verview The memorandum of understanding with the San Bernardino Associated Governments and Norm King is presented to the Commission as a receive and file item. Consent Calendar - Transit/Rideshare/Park-N-Ride/Bicycle. 7B1 • Westem County Measure A Specialized Transit Resubmitta/ from Family Service Association of Westem Riverside County Overview CAC/SSTAC and Staff are recommending that the Commission not approve the request from Family Service 'Association of Westem Riverside County for S24,000 in Measure A Specialized Transit funds. 782. SunLine Transit Agency: FY 98 Short Range Transit Plan Amendment Overview Staff is recommending that the Commission approve the amendment to the FY 1998 SunLine Transit Agency Short Range Transit Plan to modify their capital plan from "purchase one new 30 foot electric bus" to purchase two (2) used 30 foot electric buses". 7B3 Appointment/Reappointment to the Citizens' Advisory Committee/Social Service Transportation Advisory Council Overview Staff is requesting that the Commission appoint Jim Fletcher and reappoint Jim Collins to the Citizens' Advisory Committee/Social Service Transportation Advisory Council with a temp expiration in February 2001. 784. Transportation Access to the Veterans Administration Hospital Request for letter of Support Overview That the Commission support the application for operating assistance to implement transportation service between the Coachella Valley and the Veteran's Hospital in Loma Linda. 7C. Consent Calendar - Highways/Local Streets and Roads. 7C 1. FY 1995-99 Measure "A " Five Year Capital Improvement Program for Local Streets and Roads - City of Beaumont. Overview 000003 The Measure "A" Ordinance requires each recipient of streets and roads monies to annually provide to the Commission a five year plan of how those funds are to be expended in order to receive disbursements for local streets and roads. Any subsequent additions, deletions, or substitutions to the approved plan must RCTC Agenda February 11, 1998 Page 4 also be approved by the Commission. The FY 1995-99 Measure `A• Five Year Capital Improvement Plan for the City of Beaumont has been submitted for Commission approval. 7D. Consent Calendar - Rail 7D 1. Rail Program Update Overview The most recent Metrolink operating and. departmental reports, along with information regarding intercity and high speed passenger rail, is included as informational item for the Commission to receive and file. 7E. Consent Calendar - Safe Board 7E1. Quarterly Call Box Update Overview The operational statistics for the Riverside County Motorist Aid Call Box System for the quarter ending December 31, 1997 will be presented to the SAFE Board. 8.
