Holober, Vice Mayor Ann Schneider and Councilmembers Anne Oliva, Gina Papan and Wayne J. Lee. PLEDGE OF ALLEGIANCE TO THE U.S. FLAG 1. CEREMONIAL/PRESENTATION • Proclamation Proclaiming the Month of February as Black History Month Mayor Holober presented the proclamation to Alexis Lewis, member of the Executive Board of the San Mateo County National Association for the Advancement of Colored People (NAACP) and Millbrae Code Enforcement Officer Lamonte Mack. 2. AGENDA OVERVIEW/STAFF BRIEFING • Calendar of Events • Report of Bills and Claims City Manager Williams provided the agenda overview. He said that we have a request to remove the minutes from the agenda and bring them back at the next City Council meeting. City Manager Williams updated the City Council on the following items:  Changes in SFO flight patterns due to high winds;  101 Express Lanes construction update;  2020 Presidential Election Primary on March 3;  Request for Qualifications (RFQ) released on February 7 for Millbrae Recreation Center;  Update on Census 2020 outreach. 3. APPROVAL OF MINUTES • Regular Meeting of January 28, 2020 The minutes were pulled off the agenda and will be brought back at the next City Council meeting. 4. ORAL REPORT FROM CITY COMMITTEE/COMMISSION CHAIRS NONE PUBLIC COMMUNICATION Ron Raquel, Millbrae resident, requested that the City work with Ring camera or some sort of security camera firm to curb street crime. CITY COUNCIL February 11, 2020 2 CONSENT CALENDAR 5. Resolution No. 20-13 Accepting the Sewer Modernization Program, Capuchino High School Vicinity Capacity Upgrade Project as Complete and Filing of Notice of Completion 6. Resolution No. 20-14 Granting Authority to City Manager to Award a Construction Contract for the Millbrae Avenue Box Culvert and Storm Drain Improvements Project Upon a motion/second by Lee/Papan Items 5 and 6 on the Consent Calendar passed unanimously. PUBLIC HEARING NONE EXISTING BUSINESS NONE NEW BUSINESS 7. Informational Report on Consideration of the County of San Mateo’s Disposable Food Service Ware Ordinance Environmental Programs Manager Reider presented the report. Councilmember Papan said this Council has led the way with the plastic bag ban (Ordinance 742 prohibiting the distribution of single-use carryout bags in 2012) and the polystyrene ban (Ordinance 717 – Sustainable Food Service Ware Ordinance in 2008). This would be an excellent follow up to all of that. I whole-heartedly agree with the County’s move. I suggest that we bring the Millbrae School Board on board with all of this. Environmental Programs Manager Reider responded this ordinance would affect private schools. I have worked with the Millbrae School District over the years, however, they are under the State and do not have to follow our local requirements, but we can certainly encourage it. They have made some strides in changing their food ware, but they would not be required to. Councilmember Papan said that a recommendation from the City Council would be helpful for them. Mayor Holober said he agrees that the City should be in communication with the Millbrae School District and hopefully they will agree to comply as this likely will be approved throughout the County. Vice Mayor Schneider asked for clarification on whether private schools like St. Dunstan School and the preschools would have to comply and the Millbrae Elementary School District and Mills High School would not have to comply. Environmental Programs Manager Reider responded the Millbrae Elementary School District and Mills High School do not have to comply. I have worked with them. The middle school and the grade schools are using compliant food ware. The high school has some work to do and I have reached out to them, but they are not required to comply with our ordinance. Vice Mayor Schneider asked will the ordinance cover expanded polystyrene and extruded polystyrene? Environmental Programs Manager Reider responded that the ordinance covers all polystyrene. Vice Mayor Schneider said it is great to hear that the Office of Sustainability is going to do enforcement. I would encourage us to send a letter to the County saying let’s make sure this is in perpetuity and there CITY COUNCIL February 11, 2020 3 are no changes. Vice Mayor Schneider asked if drive-throughs will still be allowed to give out plastic straws. Environmental Programs Manager Reider responded, no, they would need to be compostable. Vice Mayor Schneider asked when can the Council expect an update on how our businesses are doing in preparing for the new ordinance? Environmental Programs Manager Reider responded that staff can provide another informational report to the City Council. Staff will send out an informational letter to businesses. We worked very closely with the businesses before and we will continue to do that. Vice Mayor Schneider thanked staff for bringing this forward and said she is fully in support. Vice Mayor Schneider said as a Millbrae Lions Club member it is extremely difficult to find these service food ware items and get them in the quantities needed for events. Environmental Programs Manager Reider responded we will be able to utilize the listing of vendors that the County will have available. Mayor Holober said we have a year before this goes into effect and the Office of Sustainability will be helping with outreach. It will be great to have a list of suppliers. Councilmember Oliva thanked staff for making us feel like we are on the forefront. Like Councilmember Papan said, we take pride in saying we were the first to implement a plastic bag ban. I appreciate your good hard work. Mayor Holober thanked staff for the presentation and said we are looking forward to having the ordinance presented to us. This was an informational item. COUNCIL COMMENTS Mayor Holober:  Attended San Mateo County Library Joint Powers Authority Governing Board meeting on February 10. A comment about solar panels came up. When the Pacific Gas and Electric Company (PG&E) power shutdowns were recurring throughout the fall, the libraries were often used as resource centers for community members who needed a place to charge phones, laptops and other devices. One idea that came up is installing more solar panels on the libraries so that they can sustain themselves rather than having to buy generators. This is something that is going to come up at the next meeting as we discuss having a plan in place for power shutdowns.  The Belmont Library has started the Book-A-Bike program where you can check out a bike with a lock and a helmet. Only the Belmont Library has this program for now but they will be expanding the program to other locations shortly. It seems to be very popular. Hopefully that program will come to the Millbrae Library soon.  I was unable to attend the Special Parks and Recreation Commission meeting on February 10. They discussed the Disc Golf proposal. The Commission decided that the proposed location along the Spur Trail between Mosta Grove and the Mills baseball field is not a preferred location. They have asked staff to explore two other locations which are the northern end of the Spur Trail by Lomita, and Mills Estate Park. There is a May deadline to qualify for the Rotary grant. Vice Mayor Schneider:  Attended SFO Airport Noise Roundtable meeting last week. I am the new chair of the Ground-Based Noise Committee. We have a new sub-committee dealing with monitor locations for sound. Last Sunday we experienced both in-flight and ground-based noise.  Delta Airline dropped fuel over three schools. Homeland Security is investigating this incident.  Cultural Arts Advisory Committee has been working with the Public Works Department preparing the next couple of utility boxes.  Attended Skyline College Donor Appreciation event last Thursday, February 6. CITY COUNCIL February 11, 2020 4  Attended Association of Bay Area Governments (ABAG) meeting where SB 50 and Regional Housing Needs Assessment (RHNA) housing goals were discussed.  Attended the Sea Level Rise State Assembly Hearing on February 7 in Foster City. Councilmember Oliva:  Attended the Council Goal Setting meeting on February 4. We discussed goals. Our General Plan is the most important. We need to get this done. It is very important for the City of Millbrae.  Attended the Millbrae Community Lunar New Year Banquet hosted by the Rotary Club of Millbrae on February 7. Thanked everyone for attending. This is one of the best events we have in Millbrae.  Thanked the City Manager and Police Chief for attending the San Mateo County Sheriff’s Activities League (SAL) event at Devil’s Canyon Brewing Company. Hearing the stories of what SAL does was both humbling and touching. I am very grateful to be a part of this and to represent Millbrae. Councilmember Papan:  The Youth Advisory Committee is eager to take on the Census 2020 issues. They are also having a Chess Tournament in coordination with the library.  Mills High School is performing Legally Blonde The Musical in March.  I will be attending a Metropolitan Transportation Commission (MTC) meeting tomorrow. The General Manager from Bay Area Rapid Transit (BART) will be there. He will hear from us about the health risks in our station as well as public safety.  There was an MTC workshop in Pleasanton for Plan Bay Area 2050 which every important project needs to get into to receive funding. There are certain projects within San Mateo County (SMC) which are scoring well. One is a designated bus lane down El Camino Real. They are also looking at the Dumbarton Rail Corridor. Also part of the funding is the electrification of Caltrain.  Assemblymember Chiu proposed legislation on Seamless Transportation (AB 2057). There is a lot of talk about a ballot measure in November which would be Faster Bay Area and that would be a sales tax of 1%. They are looking to have that also include the Assemblymember Chiu’s legislation for housing. Councilmember Lee:  Millbrae Finance Director DeAnna Hilbrants is leaving the City. Thanked her for her work for the City and wished her the best in her future endeavors.  Congratulated City staff and the Millbrae Cultural Committee for hosting the Millbrae Lunar New Year Festival and parade on January 26.  Announced Third Annual Millbrae Education Foundation Gala on February 29.  Announced that former Millbrae Police Chief Ed Barberini is now the new Police Chief for the City of San Mateo.  Congestion Management and Environmental Quality Committee (CMEQ) of the City/County Association of Governments (C/CAG) talked about ride share/carpool programs. C/CAG gives grants to cities to incentivize employees to carpool.  At the Peninsula Clean Energy (PCE) Executive Board meeting we discussed how most schools get some money back from PCE because they produce more solar energy than they use since they are not in session in the summer time.  It is time for new Chair and Vice Chair nominees to come up for PCE. PCE is also looking for more people to join their Advisory Committee. You can apply online on the PCE website.  Thanked Councilmember Papan for representing us on the Metropolitan Transportation Commission (MTC) board. CITY COUNCIL February 11, 2020 5 CLOSED SESSION NONE ADJOURN CITY COUNCIL MEETING The meeting was closed in memory of Barbara Louis (mother of Millbrae Administrative Services Director Angela Louis) and Alfonso Borja, Jr. (grandfather of Millbrae Public Works Management Analyst Rose Velilla).
