Deputy Assessor, James Gallagher & Karen Halloran
Call to Order : G . Howard Hayes opened meeting at 5 : 35pm
James Gallagher made introductions as newly hired Deputy Assessor. David Tately retired as
Deputy Assessor on July 21 , 2017 .
Approval of Minutes of July 18 , 2017 meeting : The Board unanimously approved the minutes of
the July 18 , 2017 meeting . Belinda Eyestone moved/ Diane Salomon second .
Report of the Deputy Assessor :
Jim discussed his first couple of weeks in the position and short term/long term goals . Preparing
for FYI tax bills . Discussion of unfinished business from FYI 76 finalizing Exemption
applications and filing documents at The Barnstable Registry of Deeds . Discussion of data entry
error of fixtures on Foscaldi property at 87 A . P . Newcomb Road resulting in value change to
owner . Error is also locked for FYI 8 . Jim recommends 8 of 58 application for FYI and an early
abatement for FYI 8 . BOA would like to discuss at next meeting.
New meeting date of BOA will be September 12 , 2017 at 5 : 30pm .
Discussion of Personal Property bills for trailer Parks . Belinda would like a review of what ' s on
file .
Discussion of meeting format : Howard would like to see if the IT department can provide a
laptop with access to PK database . Also printouts of monthly sales reports .
Executive Session
G . Howard Hayes moves the meeting into Executive session at 5 : 55pm to discuss and vote on
Personal exemptions for FY18 . Review and sign Clause 41A Property Tax Deferrals from FY17 .

G . Howard Hayes moves the Board from executive session and returns to open session at
6 : 15pm .
The Board voted unanimously to adjourn executive session; Chairman Hayes - Yes , Ms .
Salomone-Yes , Ms . Eyestone- Yes
Topics the Chair did not reasonably anticipate included ,
Invoices for the Barnstable County FY18 Tax Assessments for County Tax and
Environmental Protection Fund Tax . Both invoices required signatures of the BOA for
payment submittal .
Diane Salomon moved to sign invoices , Belinda Eyestone second motion .
Documents returned to James Gallagher for submittal to Lisa Vitale Treasurer/Collector .
The Board voted unanimously to adjourn at 6 : 21pm .
