WHEREAS, pursuant to the United States (US) Constitution, every ten
years, the federal government is required to count all residents
in the United States, citizens and non-citizens, through a
national census; and
WHEREAS, the next national census, scheduled to begin in April 2020, is
central to our democracy; and
WHEREAS, a primary and perpetual challenge facing the U.S. Census
Bureau is the undercount of certain population groups; and
WHEREAS, California has a large percentage of individuals that are
considered traditionally hard to count; and
WHEREAS, the data that is collected by the decennial Census determines
the number of seats each state has in the U.S. House of
Representatives and is used to distribute billions of dollars in
federal funds to state and local governments.
WHEREAS, the data is also used in the re-districting of state legislatures,
county boards of supervisors and city councils; and
WHEREAS, California receives nearly $77,000,000,000 in federal funding
that is allocated, in part, based on census data; and
WHEREAS, a complete and accurate count of California's population is
essential.
NOW, THEREFORE, WE, the members of the Millbrae City Council, do
hereby proclaim:
APRIL 1, 2020
AS
CENSUS DAY
in the City of Millbrae and encourage Millbrae residents to promote and
complete the census to ensure a fair, accurate and complete count.
