M. If the any of the prescribed minimum off-slreet parking requirements as set forth in this Section are not satisfied by the proposed development application, the applicant shall seek a variance therefrom, and, if said relief is granted, contribute into the Borough's Parking Improvement Fund the respective amount provided for pursuant to the following schedule. All ordinances and/or provisions thereof inconsistent with the provision of this ordinance shall be and are hereby repealed as to the extent of any such' inconsistencies. Section 3. If any section, subsection, part, clause or phrase oftffis ordinance shall be declared invalid by judgment of any Court of competent jurisdiction, the section, subsection, part, clause or phrase shall be deemed to be severable from the remainder ofthi~ ordinance.
