5A. Inland Empire Survey Results
Overview
A presentation will be made to the Commission by representative from the University
of California, Riverside and California State University, San Bernardino on the results
of the Inland Empire Survey.
5B. Comments on the Draft 1998 SCAG Regional Transportation Plan
Overview
Staff is requesting that the Commission review and approve forwarding comments on
the Draft 1998 RTP to SCAG.
5C. 1998 State Transportation Improvement Program (STIP)
Overview
Staff is requesting that the Commission discuss and/or take action on the 1998 State
Transportation Improvement Program.
5D. Washington and Sacramento Legislative Updates
Overview
The Legislative Committee and Staff are requesting that the Commission approve the
positions on the various state legislation identified in the matrix, and direct staff to
continue efforts to establish a loan program from the State Highway Account to
advance additional highway improvements, and to notify our legislative consultants and
legislators on our positions.

5E. Commissioners and Executive Director's Report
Overview
This item is placed on the agenda to provide Commissioners/Executive Director the
opportunity to report on activities representing the Commission. Commissioner Clifford
will report on the Regional Transportation Agencies Coalition and Commissioners
attending the APTA Legislative Conference may also provide a report.
5F. Video and Audio Conferencing Equipment
Overview
Staff is requesting Commission approval of a Concorde 4500 audio and video
conference equipment, including installation and maintenance for one year at
$73,955.10.
6. TRANSIT/RIDESHARE/BICYCLE.
6A. Specialized Transit Guide
Overview
Staff is pleased to share the Specialized Transit Guide which provides a comprehensive
directory of transit services available in the County. This guide will be widely
distributed to provide better public information regarding the array of services available.
7. CONSENT CALENDAR - All matters of the Consent Calendar will be approved in a single
motion unless a Commission member requests separate action on specific items.
7A. Consent Calendar - Administrative/Financial Items.
7A1. Regional Transportation Improvement Program Financial Plan Resolution
No. 98-002
Overview
Staff is requesting that the Commission approve Resolution No. 98-
002, A Resolution of the Riverside County Transportation Commission
Certifying That There Are Sufficient Resources to Fund the Projects
Proposed in the FY 1998/99-2004/5 Transportation Improvement
Program and to Affirm its Commitment to Implement all of the Projects
in the Program.
7A2. Inland Empire Intelligent Transportation Systems Strategic Plan
Overview
Staff is requesting that the Commission endorse the Inland Empire ITS
Strategic Plan and request SCAG to incorporate the Plan in the
unconstrained portion of the 1998 SCAG Regional Transportation Plan,
with the proviso that as projects are funded they are automatically
considered to be part of the financially constrained plan.

7A3. Recurring Contracts
Overview
Staff is recommending that the Commission approve the
recommendation proposed by the Recurring Contracts Ad Hoc
Committee.
7A4. Triennial Performance Audit of the RCTC
Overview
Staff is requesting that the Commission receive the report and direct
staff and the consultants to make a formal presentation of the findings,
recommendations and staff responses to the Commission at their
meeting in April, 1998.
7A5. Bi-Annual Measure A Sales Tax Projections
Overview
Staff is recommending that the Commission approve contracting with
Ernst & Young to complete the 1998 Measure A sales tax projects in
an amount not to exceed $45,000.
7A6. FY 98 Revised Budget
Overview
Staff is recommending that the Commission approve the revised budget
for fiscal year 1997/98.
7A7. Quarterly Financial Reports
Overview
Attached are Combing Statements of Revenues and Expenditures and
Changes in Fund Balances (Unaudited) and the Highway and rail
projects quarterly budget report for the Quarter Ending December 31,
1997. This item is for receive and file.
7B. Consent Calendar - Transit/Rideshare/Bicycle.
7B1. Transit Operator Performance Audits
Overview
Staff is requesting that the Commission accept the Transit Operator
Performance Audits prepared by O'Melia Consulting with the
understanding that a presentation on the reports will be made by the
audit team at the April Commission meeting along with a review of the
operators' responses.

7B2. Sunline Transit SRTP Request
Overview
We have received a request from SunLine Transit Agency to amend their FY98
Short Range Transit Plan (SRTP) to purchase one expansion paratransit van.
The proposed capital project will require use of $30,700 in State Transit
Assistance funds available in the Coachella Valley for this purchase.
7C. Consent Calendar - Highways/Local Streets and Roads.
7C1. City of Murrieta Request to Transfer Surface Transportation Program
Discretionary Funds
Overview
The City of Murrieta has requested to transfer Surface Transportation Program
(STP) discretionary and formula funds from previously programmed projects
on Jefferson Avenue to another programmed project on Murrieta Hot Springs
Road.
7C2. Award of Contract to Engineering Resources for Completion of Gene Autry
Trail Plans, Specifications and Estimate (PS&E) for State Route 111.
Overview
Staff is recommending that the Commission award a contract to Engineering
Resources to complete the Gene Autry Trail PS&E for an amount of
$11,529.52 with an extra work amount of $2,470.48 for any contingencies
for a total amount not to exceed $14,000.
7C3. Approval to Advertise a Request for Proposal (RFP) to develop the Plans.
Specifications, and Estimate (PS&E) for the Phase II Noise Walls on State
Route 91.
Overview
That the Commission direct Staff to advertise and select a qualified firm to
prepare the Plans, Specifications and Estimate (PS&E) for the Phase II Noise
Wall and Auxiliary Lane Project between Magnolia and Mary Streets.
Following the selection process, Staff will negotiate a cost for the scope of
services with the selected firm to deliver the required PS&E package. If Staff
cannot negotiate an acceptable costs for the scope of services with the top
ranked firm, the next ranked firm will be considered to provide the scope of
services. The negotiation process will continue until an acceptable cost for
the defined scope of services is obtained. The results of the selection
process, scope of services and cost to perform the work will be brought back
to the Commission for review and approval.

7C4. Joint Application to the Mobile Source Air Pollution Reduction Review
Committee (MSRC) for SR 91 High Occupancy Toll Lane Feasibility/Air Quality
Monitoring Demonstration.
Overview
Staff is requesting that the Commission authorize SCAG and CE-CERT to
resubmit the joint application, and provide a commitment of $80,000 LTF
planning funds as a cash match, if the MSRC approves the proposal.

Overview

7D. Consent Calendar - Rail
7D1. Rail Program Update
Overview
The most recent Metrolink operating and departmental reports, along with
information regarding intercity and high speed passenger rail, is included as
informational item for the Commission to receive and file.
7D2. Extension of High Speed Rail Task Force Work
Overview
That the Commission expand the work program of the Iriland Empire High
Speed Rail Task Force to include the specific tasks defined in the attached
schedule and approve the expenditure of an additional $10,960 from RCTC's
rail program budget to support those activities.
7D3. Special Train Request - August 2, 1998
Overview
Staff is requesting that the Commission agree to sponsor a special train
between Riverside and Anaheim on August 2, 1998, and underwrite operating
costs of up to $6,500 if necessary.
