The Wellsburg City Council met in special session on March 14 for
the purpose of consideration of the proposed budget for the 1977-78
year. Mayor Blythe presided with all council members present.
Since there were no verbal or written objections to the proposed
budget as published, Van Deest moved, Huisman 2nd approval of said
budget. Roll call of votes--Ayes-Cordes, Huisman, Van Deest, Bausman,
Terfehn. Nays -None. Carried.
There being no further business, the meeting stool adjourned.

The Wellsburg City Council met in special session on March 21, 1977,
with Mayor Blythe presiding and all council members present.
Councilman Huisman introduced the following resolution entitled
"Resolution Adopting Plans, Specifications, Form of Contract and Estimated
Cost", 2nd by Van Deest. Roll call of -Votes--Ayes-Cordes, Huisman, Van
Deest, Bausman, Terfehn. Nays -None. Carried.
The following bids for the Curb & Gutter Project were received:
A &.M Construction, Clarksville $28,759.10
Denver Construction, Denver 25,333.30
Duit Construction, Iowa Falls 29,863.50
Winmor Construction, Waterloo 24,489.25
Mid State Construction, Baxter 39,708.44
Construction, Inc., Marshalltown 33,596.70
Concilman Van Deest introduced the following resolution entitled
"Resolution Making Award of Contract", 2nd by Cordes. Roll call of votes—
Ayes-Huisman, Cordes, Van Deest, Bausman, Terfehn. Nays -None Carried.
Be it resolved by the council of the City of 1-.'ellsburg that the bid
of Winmor Construction Co., Inc. of Waterloo in the amount of. $24,489.25
by accepted.
Moved by Cordes, 2nd by Bausman to suspend the rules & adopt on the
first reading Ordinance #1015 establishing the grades on various streets
&. avenues within the City of Wellsburg. Roll call of votes--Ayes-
Huisman, Cordes, Van Deest, Bausman, Terfehn. Nays -None. Carried.
Moved by Huisman, 2nd by Terfehn to adopt said ordinance. Roll call
of votes--Ayes-Cordes, Huisman, Van Deest, Bausman, Terfehn. Nays -None.
Carried.
