HomeMy Public PortalAbout1978-08-29 MeetingCOUNCIL MI7UTP'; AUGUAT 29, 1978 Ole Council of Bad Harbour Village met Tuesday, ",ugust. 29, 1978 at 9:30 A. M. in the Village Hall. Present: Messrs. Beatty, Davis, Printup and Tapl.in Absent: Mr. Krez Also present were Fred W. Maley, Village Ni na#er; Mary T. Wetterer, Village Clerk; and Alan Gold, Village Attorney. On motion of Mr.. Davis, seconded by Mr. Beatty and voted the minutes of July 26, 1978 and August 10, 1978 were approved as submitted. Mr. Gold read Ordinance No. 205, amending the 'Zoning Ordinance, by title only. On motion of Mr. Davis, seconded by Mr. Taplin and voted the ordinance was adopted on first reading. On motion of Mr. Davis, seconded by Mr. Beatty and voted the dates for the Public Bearings on the ordinance were set for 5:15 P. M. on October 3rd and 17th, 1978. Mr. ':William Lti-tn appeared in behalf of Mrs. Pfohl regarding the landscaping at her home which is being extended to the curb line. Mr. Logan said th t Mrs. Pfohl will assume .all costs of replacing the land— scaping in the street right—of—way if i< becomes necessary. After dis— cussipn it was moved by Mr. Davis, seconded by Mr. Beatty and voted that the landscaping treatment must be pulled back h feet .from the curb line out may remain in the balance of the easement at the owners responsibility. Mr. Larry Cliff of the Resort Tax Advisory Board said they were not ready to recommend the appointment of an Advertising' Agency for the Tourism Department. On motion of Mr. Beatty, seconded by Air. Davis, and voted, a one month extension was granted. Miss Wetterer explained that Leon Nick, Jr. had signed a promissory note for damage to Village Property and had. asked that the note be waived due to his attending, college on a football scholarship. It was moved by Mr. Davis, seconded. by Mr. Beatty, and voted that the note be extended while he is in school and if payments are not mede at that time 6t6 interest be added. Air. Maley reported that the beach landscaping was 30f;, completed at the north end. Discussion followed on the quality of work being per— formed by Dade County on the beach cleaning. Mr. Maley was instructed to write a letter to the County regarding the work. Mr. Maley also said hP had contacted the company that installs Vitt Courses and for 20 stations along; the beach it could be installed for approximately i59100. Mr. Maley reported that he and Mr. Gold and Mr. Horowitz h d re— viewed the proposed water contract ,with the City of Miami Beach and stricken the rate clauses and added a section for review by the Davie Water and Sewer board. -2'- Ludivici and -range are now redrafting, the ordinance re technical re- view. It was moved, seconded by Mr. Beatty and voted th,.t the contrect, he sumitted to Miami Reach after final review by the attorn ers: and engineers. The propoped Budgets for the operation of the Village from October 1, 1978 to September 30, 1979 were discussed.. The Village Clerk read the ordinancesin full for second reading a.nd on motion Mr. Davis, seconded by Mr. Taplin and voted. Ordinance 201 adopting the General Fund budget was passed. Ordinance No. 202 adopting the Watcr Department Budget was passed on motion of Mr. Davis, seconded by Mr. Taplin and voted, Ordinance No. 203 adopting the Sewer Department Budget was passed on motion of Mr. Taplin, seconded by Mr. Davis, and voted. Ordinance No. 201; adopting the budget for the Department of Tourism was passed on motion of Mr. Taplin, seconded by Mr. Davis, nd voted. The council commended the Manager and Clerk for the work done on the new format of the budgets. On motion of »ir. Beatty, seconded by Mr. Taplin and voted the meeting was adjourned at 11:30 A. M.
