CITY COUNCIL
MINUTES
OCTOBER 3, 1978
INITIATION:
1. CALL TO ORDER
Mayor Tyrell called the regular meeting of the City Council to
order at 7:47 p.m. on Tuesday, October 3, 1978, in the Council
Chamber of the City Hall.
2. INVOCATION:
The invocation was given by Dr. Marvis Keyser, Westminster
Presbyterian Church, 9642 E. Live Oak Avenue.
3. The Pledge of Allegiance to the Flag was led by Mayor Tyrell.
4. ROLL CALL:
Present: Councilmen- Atkins, Dennis, Gillanders, Merritt, Tyrell
Absent: Councilmen -None
Also Present: City Manager Koski, City Attorney Martin, Assistant.
City Manager Pucci, Planning Director Dragicevich,
Parks and Recreation Director Kobett
5, APPROVAL OF MINUTES:
On motion by Councilman Dennis, seconded by Councilman Merritt, the
minutes of the regular meeting of the City Council held September 19,
1978 were approved as written.
At this time, on behalf of the City Council, Mayor Tyrell presented
Certificates of Recognition to 14 girls comprising the Sunnyslope, Senior
Division, Little League Softball All -Star Team and their Manager and Coach.
The team won their division championship at Reseda,. California, played as
Western Regional Champions at Tucson, Arizona and after winning went on to
represent 13 western states at Baxter Springs, Kansas, and although 1978
season was their first, they placed third among 1200 teams starting.
6. CONSENT CALENDAR:
Item E-was removed from the Consent Calendar. On motion by Councilman
Atkins; seconded by Councilman Gillanders, Items A through D were
-approved-as-recommended.
A. APPROVE STREET IMPROVEMENTS - TRACT 32644, 9925- 41.GARIBALDI AVENUE
Approved and accepted street improvement and released performance bond
in the amount of $32,100.
B. 1978 -79 STREET MAINTENANCE PROGRAM - LEMON AVENUE RESURFACING:
APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE CALL FOR BIDS
Approved plans and specifications, and tentative schedule of events
and authorized staff to solicit bids.
C. AMENDMENT TO SANITARY SEWER AND INDUSTRIAL WASTE ORDINANCE.
Set Public Hearing November 7, 1978, to consider amending the subject
ordinance as recommended -by the City Engineer in order to administer
uniformly throughout the County.
D. RESOLUTION NO. 78 -1759: EMPLOYMENT OF PERSONNEL
Adopted Resolution No. 78 -1759 A RESOLUTION OF THE CITY OF TEMPLE
CITY APPOINTING PERSONNEL.
Consent Calendar Item E.
Councilman Dennis advised he would like to remove check number 10561
to the Department of Collections from the warrant resolution to discuss
Council Minutes, October 3, 1978 - Page 2
at the Study Session following the regular agenda. Councilman Atkins
moved to approve Resolution No. 78 -1760 A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF TEMPLE CITY ALLOWING CLAIMS AND DEMANDS IN THE SUM OF
$44,597.53, DEMAND NOS. 10471 THRU 10578, excluding check number 10561,
seconded by Councilman Gillanders and carried.

7. COMMUNICATIONS:
There were no communications.
8. TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK:
No one came forward.
RECESS TO CRA:
City Council recessed at 8 p.m. to meet as the Community Redevelopment Agency,
all members being present; approved the minutes of the regular meeting held
September 19, 1978; continued to October 17, 1978 request to sell Christmas
trees at the southwest corner of Rosemead Boulevard and Las Tunas Drive; and
adopted resolution approving warrants and demands. The minutes are set forth
in full in the records of the Agency.
RECONVENE AS CITY COUNCIL:
9. ACTION ON REQUEST BY CRA:
There was no action to be taken.
10. MATTERS FROM CITY OFFICIALS:
A. Councilman Dennis directed Council's attention to the memo he
forwarded regarding fences and walls and requested a discussion of
the matter at the Study Session following the regular agenda.
B, Councilman Gillanders advised AB 2442 relating to speed limits had
passed and was on the Governor's desk for signature, stating he hopes
that in light of Proposition 13 cutbacks, the cities will act responsibly.
Lt. Wallace, in the audience, advised there is a great deal of misunder-
standing of the-bill and that it will not return control of speed limits
without surveys excepting streets which are 40 ft. wide and less than
1/4 mile long, and streets in front of schools which are already covered
in the Vehicle Code,
C. Councilman Atkins advised the San Gabriel Valley Association of
Cities will meet with Supervisor Schabarum, Wednesday, October 18,
7:30 a.m. in the Arcadia City Hall and encouraged Council's attendance.
11. ADJOURNMENT:
On motion by Councilman Gillanders, seconded by Councilman Atkins, the
meeting adjourned at 8:07 p.m. to a Study Session. The next regular
meeting of the City Council will be held Tuesday, October 17, 7:30 p.m.
in the Council Chamber of the City Hall.
