HomeMy Public PortalAbout09-7408 Safe Neighborhoods Bond Grant Sponsored by: City Manager RESOLUTION NO. 0 9-7 4 0 8 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA, RATIFYING THE ACTION OF THE CITY MANAGER IN EXPENDING AWARDED GRANT FUNDS FROM THE MIAMI-DADE COUNTY SAFE NEIGHBORHOODS BOND GRANT PROGRAM IN THE AMOUNT OF SEVENTEEN THOUSAND SEVEN HUNDRED FORTY DOLLARS ($17,740.00) FOR LANDSCAPING AND IRRIGATION IMPROVEMENTS TO THE SHERBONDY PARK PAVILION PROJECT, PAYABLE FROM ACCOUNT NO. 72-572630 WHEREAS, on October 8, 2008, the City Commission of the City of Opa-locka ("City Commission") adopted Resolution 08-7374, authorizing the City Manager to expend grant funds from the Miami-Dade County Safe Neighborhoods Bond Grant Program in the amount of One Hundred Twelve Thousand Eight Hundred Eighty Dollars and Sixteen Cents ($112,880.16), to be used for the construction of a recreational pavilion at Sherbondy Park; and WHEREAS, additional landscaping and irrigation improvements were needed to complete the Sherbondy Park Pavilion Project; and WHEREAS, due to the December 31, 2008 deadline for the expenditure of grant funds from the Miami-Dade County Safe Neighborhoods Bond Grant Program, the Interim City Manager authorized the expenditure of the awarded grant funds prior to the December 31, 2008 deadline, in the amount of Seventeen Thousand Seven Hundred and Forty Dollars ($17,740.00) for landscaping and irrigation improvements to the Sherbondy Park Pavilion Project; and WHEREAS, the City Commission desires to ratify the action of the City Manager in authorizing the expenditure of the Miami-Dade Safe Neighborhood Program grant funds prior to Resolution No. 09-7408 the December 31, 2008 deadline, for landscaping and irrigation improvements to the Sherbondy Park Pavilion Project. NOW,THEREFORE,BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA: Section 1,. The recitals to the preamble are hereby incorporated by reference. Section 2. The City Commission of the City of Opa-locka hereby ratifies the action taken by the City Manager in expending grant funds from the Miami-Dade County Safe Neighborhoods Bond Grant Program in the amount of Seventeen Thousand Seven Hundred and Forty Dollars ($17,740.00) for landscaping and irrigation improvements to the Sherbondy Park Pavilion Project, payable from Account Number 72-572630. Section 3. This resolution shall take effect immediately upon adoption. These improvements include the installation of an irrigation system, sod placement, and assorted plants. LEGISLATIVE HISTORY: - March 12, 2008 the City of Opa-locka Commission accepted a grant from Miami-Dade County's Safe Neighborhood Bond Grant program in the amount of One Hundred and Sixty Three Thousand Dollars ($163,000) by Resolution #08- 7239. Account No. 72-572630 - October 8, 2008 the City of Opa-locka Commission accepted a bid by Advanced Recreational Concepts (ARC) in the amount of One Hundred Twelve Thousand Eight Hundred Eighty Dollars and Sixteen Cents ($112,880.16) for the purchase and installation of a recreational pavilion at Sherbondy Park by Resolution #08- 7374. Account No. 72-572630 DESCRIPTION: The City was successful in receiving One Hundred and Sixty Three Thousand Dollars ($163,000) from the Miami-Dade County's Safe Neighborhood Bond Grant Program. These funds are being used for the construction and installation of a recreational pavilion at Sherbondy Park. This will allow the citizens of our"Great City to enjoy recreational and social opportunities in the form of baby showers, birthday parties,picnics, and family gathering in a state of the art pavilion that will have the ability to hold over eighty (80) persons. This will also allow the Mayor, Vice Mayor, and Commission to host community events, saving the City thousands of dollars in tent rentals. It will feature running water hook ups, BBQ grills, decorative seating, and lighting. One hundred percent of the One Hundred Sixty Three Thousand Dollars ($163,000)has been encumbered and protected from recapture. FINANCIAL IMPACT: This project will have a minimum impact on the City's FY 2008 budget given that it is a reimbursable grant. The long term maintenance of the pavilion will become the responsibility of the City of Opa-locka Public Works Department. Funds will be taken from: Account No. 72-572630. IMPLEMENTATION TIME LINE: The grant was accepted by our Mayor and City Commission on March 12, 2008. Upon adoption, staff began the process of identifying contracts throughout the state that were already competitively advertised and awarded to companies for the installation of recreational shelters. Advanced Recreational Concepts (ARC) was selected in October 2008 and was placed and received approval on the City Commission's Agenda. The placement of the pavilion had to flow with the overall architectural design of the Sherbondy Village Project. Consequently, the contractor was unable to move forward with the shelter's architectural design due the uncertainty of the shelter's placement. However, the shelter is now complete and fully erect at Sherbondy Park and is awaiting landscaping improvements for the final stages of project completion, which is December 31, 2008. RECOMMENDATION: Staff recommends that the City Commission approve the ratification of this expenditure of Seventeen Thousand Seven Hundred and Forty Dollars ($17,740) in landscaping improvements for the Sherbondy Park Pavilion. All grant funds must be encumbered by December 31, 2008 or funding will be eligible to be recaptured by Miami-Dade County.
