A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
LYNWOOD AWARDING A CONTRACT TO CONSOLIDATED
DISPOSAL SERVICES TO PROVIDE RESIDENTIAL, COMMERCIAL,
ROLL-OFF SOLID WASTE COLLECTION AND RECYCLING
SERVICES; AND AUTHORIZING THE MAYOR TO EXECUTE THE

~ WHEREAS, on or about July 24, 2002 the City issued a Request for Proposals for
~
Exclusive Solid Waste Collection Services ("RFP"); and
WHEREAS, City Council determined that there were substantial irregularities
with the RFP process and that the RFP process should be disregarded; and
WHEREAS, alternatively, City Council directed staff to provide copies of
selected proposals to all members of the City Council and to simultaneously proceed with
negotiations with Consolidated Disposal Services and with Waste Resources, Inc. and other
proposals similar to that of Waste Resources, Inc.'s private-public partnership.
WHEREAS, on August 15, 2003, the City Council authorized staff to complete
negotiations and return with an Exclusive Solid Waste Collection Services agreement with
Consolidated Disposal Services for execution, and
WHEREAS, staff has successfully negotiated all contract terms that meet or
exceed the RFP requirements and a draft agreement has been presented to the City Council for
review.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Lynwood as follows:
Section 1. That the City Council award the Exclusive Solid Waste Collection
Services contract to Consolidated Disposal Service, L.L.C. for the residential, commercial and
roll-off solid waste collection and recycling services,
Section 2. That the Mayor is authorized to execute the contract agreement.
Section 3. This resolution shall take effect immediately upon its adoption.
