' A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
, LYNWOOD, COUNTY OF LOS ANGELES, STAT'E OF
~ CALIFORNIA, APPROVING GENERAL PLAN AMEN~MENT
`~ , NO. 2003-02, ADOPTING AN UPDATED GENERAL PLAN
` AND LAND USE- MAP, APPROVING THE ACCOMPANYIING
FINAL ENVIRONMENTAL IMPACT REPORT, ADOPV'ING A
MITIGATION MONITORING PROGRAM AND ADOPTING A
STATEMENT OF FACTS, FINDINGS AND OVERRIDING
CONSIDERATIONS.
WHEREAS, section 65300 et. Seq. of the California Government Code authorizes
cities and counties to prepare long-range, comprehensive guides known as General
Plans; and
WHEREAS, the City of Lynwood adopted an updated General Plan in 1990; and
WHEREAS, the City of Lynwood desires to update its General Plan; and
WHEREAS, on July 8, 2003, the Lynwood Planning Commission held a duly
noticed and advertised public hearing on General Plan Amendment No. 2003-02 to
receive oral and written testimony relative to the General Plan Update; and
WHEREAS, on August 19, 2003 the Lynwood City Council conducted a duly
noticed public hearing and continued the item to September 2, 2003; and
WHEREAS, on September 2, 2003 the Lynwood City Council conducted a
continued public hearing on General Plan Amendment 2003-02 and continued the item
to September 16, 2003; and
WHEREAS, on September 16, 2003 the Lynwood City Council conducted a
continued public hearing on the Lynwood General Plan Update and Final EIR; and
WHEREAS, the Lynwood City Council has carefully considered all oral and written
testimony presented to them at the pubic hearings in order to make the following
determination relative to the General Plan Update and the Final Environmenfial Impact
Report. ~-- "
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Lynwood as
follows: ~
Section 1. The City Council HEREBY FINDS and DETERMINES, after reviewing
,"" and considering the information in the Final Environmental Impact Report prepared for
the General Plan that has been completed in compliance with CEQA in that it contains a
--- complete and accurate accounting of all environmental impacts and an appropriate
Mitigation Monitoring Program has been prepared.
Section 2. The City Council of the City of Lynwood HEREBY ADOPTS the
Statement of Facts, Findings and Overriding Considerations.
Section 3. The City Council of the City of Lynwood HEREBY APPROVES and
ADOPTS the General Plan as presented at the Lynwood City Council public hearing of
August 19, 2003.

Section 4. The Lynwood City Council DECLARES that adoption of the General
Plan and Final Environmental Impact Report does not preclude the necessity or
requirement for any further environmental review, which would normally be conducted
in conjunction with project approvals under City of Lynwood environmental guidelines.
Section 5. The Lynwood City Council FURTHER DECLARES that the
Development Services Department or their designee shall be the primary party
responsible for successful completion of the mitigation measures specified in the
Environmental Impact Report.
Section 6. The Lynwood City Council directs the Special Assistant of
Development Services to submit the General Plan to the Office of Planning and
Research and the Los Angeles County Clerk pursuant to law.
Section 7. The City Clerk of the City of Lynwood is hereby directed to afFix her
signature to this resolution signifying its adoption by the City Council of the City of
Lynwood, and the City Manager and City Attorney is directed to attest thereto.
PASSED, APPROVED AND ADOPTED this 16th day of September, 2003.
