A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF OPA-LOCKA, FLORIDA, AUTHORIZING
PAYMENT OF EIGHT THOUSAND TWO HUNDRED AND
FIFTY DOLLARS ($8,250.00) TO MILAGROS FARM
NURSERY FOR THE PLANTING OF TREES AS PART OF
THE CITY OF OPA-LOCKA TREE PLANTING AND
BEAUTIFICATION PROJECT,PAYABLE FROM ACCOUNT
NO. 41-541340
WHEREAS, on April 23, 2008, the City Commission of the City of Opa-locka ("City
Commission")accepted the Urban and Community Forestry Grant award from the State of Florida
Department of Agriculture and Consumer Services; and
WHEREAS, on July 23, 2008, the City Commission of the City of Opa-locka ("City
Commission")adopted Resolution 08-732,authorizing the City Manager to make a payment in the
amount of Fifteen Thousand Two Hundred Nineteen Dollars($15,219.00)to Milagros Farm Nursery
for the purchase of trees in accordance with the Urban Forestry Grant Agreement between the City of
Opa-locka("City")and the State of Florida Department of Agriculture and Consumer Services;and
WHEREAS,an additional one hundred(100)trees have been donated to the City by local
businesses to continue the City's Tree Planting and Beautification Project; and
WHEREAS,the City Manager is requesting authorization to make a payment in the amount
of Eight Thousand Two Hundred Fifty Dollars ($8,250.00) to Milagros Farm Nursery for the
planting of donated trees as a part of the City's tree planting and beautification project in accordance
with the Urban Forestry Grant Agreement; and
WHEREAS,the City Commission desires to authorize the City Manager to make payment
to Milagros Farm Nursery for the planting of donated trees.

NOW,THEREFORE,BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF OPA-LOCKA,FLORIDA:
Section 1. The recitals to the preamble herein are incorporated by reference.
Section 2. The City Commission hereby authorizes the City Manager to make a payment
in the amount of Eight Thousand Two Hundred Fifty Dollars($8,250.00)to Milagros Farm Nursery
for the planting of donated trees as part of the City's tree planting and beautification project,payable
from Account No. 41-541340.
Section 3. The City Manager is further authorized to take all necessary and expedient
action to effectuate the intent of this Resolution.
Section 4. This resolution shall take effect immediately upon adoption.

Request: A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-
LOCKA, FLORIDA, AUTHORIZING THE PAYMENT OF EIGHT THOUSAND TWO

Description: This is a request for authorization to pay MILAGROS FARM NURSERY for the
planting of one hundred additional (100) trees that were donated by Opa-locka businesses to
continue to fund the city's Tree Planting/Beautification project and to further complement the grant
agreement between the City of Opa-locka and the Florida Department of Agriculture and Consumer
Services, Division of Urban Forestry.
Financial Impact: This item was part of FY 2007-2008 Budget and will have to be included in the
Budget Amendment for the 08-09 Fiscal Year. Expected cost: $8,250.00

DOLLARS AND ZERO CENTS ($15,219.00) TO MILAGROS FARM

WITH THE MEMORANNDUM OF AGREEMENT BETWEEN THE
CITY OF OPA-LOCKA AND THE FLORIDA DEPARTMENT OF
AGRICULTURE AND CONSUMER SERVICES, DIVISION OF
FORESTRY, FOR THE CITY OF OPA-LOCKA TREE PLANTING
PROJECT,PAYABLE FROM ACCOUNT#41-541520
WHEREAS, on March 28, 2007, the City Commission of the City of Opa-locka (`City
Commission") authorized the City Manager to apply for an Urban and Community Forestry
Grant from the State of Florida Department of Agriculture and Consumer Services for an amount
of up to Ten Thousand Dollars ($10,000); and
WHEREAS, the grant proposal submitted by the City of Opa-locka ("City") was
selected to receive a grant award in the amount of Seven Thousand Two Hundred Dollars
($7,200.00); and
WHEREAS, on April 23, 2008, the City Commission accepted the -Urban and
Community Forestry Grant award from the State of Florida Department of Agriculture and
Consumer Services, Division of Forestry, with the required fifty percent (50%) match, with the
matching funds reimbursable to the City after completion of the project; and
WHEREAS, on October 25, 2007, the City and the State of Florida Department of
Agriculture and Consumer Services signed a Grant Memoranda of Agreement specifying the
project terms, duties and responsibilities through September 30, 2008; and
WHEREAS, a requirement of the grant agreement is that the City purchase and maintain
plant materials for a period of three (3) years; and

WHEREAS, the City Commission desires to purchase the trees necessary to commence
the tree planting project required by the grant; and
WHEREAS, the City Commission has determined that the purchase of trees from
Milagros Farm Nursery is in the best interests of the residents of Opa-locka.
NOW,THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION
OF THE CITY OF OPA-LOCKA, FLORIDA:
Section 1. The recitals to the preamble are hereby incorporated by reference.
Section 2. The City Commission hereby authorizes the City Manager to make
payment in the amount of Fifteen Thousand Two Hundred Nineteen Dollars ($15,219.00) to
Milagros Farm Nursery for the purchase of trees in accordance with the Urban Forestry Grant
Agreement between the City of Opa-locka and the State of Florida Department of Agriculture

A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF OPA-LOCKA, FLORIDA, AUTHORIZING THE CITY
MANAGER TO APPLY FOR AN URBAN AND COMMUNITY
FORESTRY GRANT FROM THE STATE OF FLORIDA
DEPARTMENT OF AGRICULTURE AND CONSUMER
SERVICES, DIVISION OF FORESTRY; FURTHER
AUTHORIZING THE CITY MANAGER TO ENTER INTO
AND EXECUTE ANY AND ALL DOCUMENTS NECESSARY
TO OBTAIN THE URBAN AND COMMUNITY FORESTRY
GRANT; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, trees are an important part of our community and the City of
Opa-locka desires to apply for an Urban and Community Forestry Grant which will
provide dollars to assist in funding our forestry program; and
WHEREAS, the City of Opa-locka wishes to enter into an Urban and
Community Forestry Grant Memorandum of Agreement between the City of Opa-locka,
Florida and the Florida Department of Agriculture and Consumer Services; and
WHEREAS, the Urban and Community Forestry Grant requires a 50/50 match
from the City of Opa-locka in the event the grant funds are awarded; and
WHEREAS, City staff recommends that the City apply for a grant of up to
$10,000 as an Urban and Community Forestry Grant.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY
COMMISSION OF THE CITY OF OPA-LOCKA,FLORIDA:

for an Urban Community Forestry Grant from the Florida Department of Agriculture and

any and all documents necessary to obtain the Urban and Community Forestry Grant.
Section 4. This Resolution shall take effect immediately upon passage.

Award Categories for Urban and Community Forestry Grants
LOCAL GOVERNMENT PROGRAM DEVELOPMENT
This includes tree ordinance development or revision, tree inventories, management plans, master plans,
in-house training, staffing, student internships, and equipment purchases.
DEMONSTRATION OR SITE SPECIFIC PROJECTS
This includes tree planting on public land, tree protection projects, and tree maintenance projects.
NONPROFIT ADMINISTRATION
This is for personnel costs only and is meant to help nonprofit groups become more effective in their
ability to support and promote local tree management programs.
INFORMATION AND EDUCATION
This category includes educational programs, Arbor Day programs, Workshops/Training sessions, Youth
programs,. PSA (public service announcements) development, volunteer training, purchasing or developing
brochures and exhibits.
URBAN FORESTRY OR ARBORICULTURAL TRAINING
This category is intended to provide cost-share funding for the development of new or additional
continuing education courses or degree track educational courses in urban forestry or arboriculture.
A maximum of$10,000 will be awarded to successful applicants for demonstration and for information
and education projects. Staffing grants will be limited to three years, and the applicant will have to
reapply on an annual basis. Otherwise, the maximum award is $20,000 for each applicant, and $20,000
for individual practices. Approximately $265,000 in funds will be available during this enrollment period.
