A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD,
CALIFORNIA, RECITING THE FACT OF THE SPECIAL MUNICIPAL ELECTION
HELD ON SEPTEMBER 23, 2003, DECLARING THE RESULT AND SUCH OTHER
MATTER AS PROVIDED BY LAW ~
WHEREAS, a Special Municipal Election was held and conducted in the City of Lynwood,
California, on Tuesday, September 23, 2003, as required by law; and
I ~ WHEREAS, notice of the election was given in time, form and manner as provided by law; that
~~ candidates were nominated to fill the vacancy or vacancies as provided by law; that voting precincts were
properly established, that election officers were appointed and that in all respects the election was held and
conducted and the votes were cast, received and canvassed and the returns made and declared in time,
form and manner as ~equired by the provisions of the Elections Code of the State of California for the
holding of elections in general law cities; and
WHEREAS, pursuant to Resolution No. 2003.142, adopted Julv 28, 2003 the City Clerk
canvassed the returns of the election and has certified the results to the City Council, the results, are
received, attached and made a part hereof as Exhibit A,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD, CALIFORNIA, DOES
RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS
SECTION 1 That the whole number of ballots cast in the precincts except absent voter ballots
and provisional ballots was 2,270. That the whole number of absent voter ballots cast in the City was 746,
the whole number of provisional ballots cast in the City was 119, making a total of 3,135 ballots cast in the
City ~
SECTION 2 That the Special Municipal Election was held on September 23, 2003 for the
purpose of submitting to the voters of the city the following questions
Shall Paul H Richards be recalled (removed) from the YES
office of Member of the City Council?
NO
Candidates to succeed Paul H Richards as Member of the City Council if he
is recalled Term Ending November 2005 ... ... ... .. .. Vote for ONE
Katherine Wicker-Amey
Joe Sam Araujo
Jim Morton
Maria Teresa Santillan
Edwin R Jacinto
Adolph J Lopez
SECTION 3 That the number of votes given at each precinct and the number of votes given in
the city for and against each question and for each candidate are attached as Exhibit A.
SECTION 4 The City Council cloes declare and determine that. As a result of the election, a
ma~ority of the voters voting on the measure relating to the recall of Paul H Richards did vote in favor
, thereof, and that Paul H Richards was recalled from the office of Member of the City Council

SECTION 5 That the names of persons voted for at the election for Member of the City Council
`--- to succeed (Term Ending November 2005) are as follows:
1) Katherine Wicker-Amey
2) Joe Sam Araujo
3). Jim Morton
4) Maria Teresa Santillan
5) Edwin R Jacinto
6) Adolph J Lopez
SECTION 6 The City Council does declare and determine that: Maria Teresa Santillan was
elected as Member of the City Council for the term ending November 2005;
SECTION 7. The City Clerk shall enter on the records of the City Council of the City of Lynwood,
_ a statement of the result of the election, showing. (1) The whole number of ballots cast in the City; (2) The
names of the persons voted for; (3) The measure voted upon, (4) For what office each person was voted
for; (5) The number of votes given at each precinct to each person, and for and against each measure; (6)
The total number of votes given to each person, and for and against each measure.
SECTION 8. That the City Clerk shall certify to the passage and adoption of this resolution and
enter it into the book of original resolutions.
