A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AUTHORIZING THE
RATIFICATION OF ALL EXECUTED DOCUMENTS SUBMITTED AS A PART OF THE 2003
FIRST 5 L.A. GRANTS AND AUTHORIZING THE CITY MANAGER TO SIGN ALL
DOCUMENTS AS EXECUTIVE DIRECTOR AND APPROVING THE DIRECTOR OF
RECREATION 8~ COMMUNITY SERVICES TO SERVE AS THE CONTACT PERSON FOR
THE FIRST 5 L.A. GRANT
WHEREAS, The City of Lynwood in its efforts to improve the quantity and quality
of childcare opportunities in the community entered into an agreement with a Childcare
Consultant; and t
WHEREAS, The Childcare Consultant located a potential funding source and
grant programs, and ~
WHEREAS, the City Council of the City of Lynwood approved resolution number
2003.147 authorizing the submission of grants currently available through First 5 L.A.;
and
WHEREAS, In her exuberance to complete all applications as expeditiously as
possible the Childcare Consultant inadvertently named the Mayor as the Executive
Director of the lead agency submitting the application (i.e. the City of Lynwood) instead
of the City Manager and herself as the grant contact person for the grants instead of the
Director of Recreation & Community Services; and
WHEREAS, In past practice, the City Manager has been designated to sign all
grant application documents; and .
WHEREAS, The Director of Recreation & Community Services responsibilities
include program areas such as childcare services and in this capacity would serve as
the most appropriate contact person for all grants in this area.
NOW, THEREFORE, BE IT RESOLVED the City Council of the City of Lynwood
does hereby find, determine, order and resolve as follows:
Section 1: This resolution ratifies documents signed by the Mayor on behalf of
the City of Lynwood for grant application documents associated with First 5 L.A. Grant
programs that have been submitted to date.
Section 2. That the City Manager is authorized as Executive Director of Grant
Program to sign all First 5 LA Grant documents from this date forward.
Section 3. That the Director of Recreation & Community Services along with
the current Childcare Consultant are hereby approved as the contact persons for the
City of Lynwood relative to the First 5 L.A. Grant being submitted.
Section 4. The current Childcare Consultant is designated as the Program
Director for the First 5 L.A. School Readiness Initiative Grant and is to funcfion in this
capacity under the direction of the Director of Recreation & Community Services.
Section 5. This resolution shall become effective immediately upon its
adoption.
