Date of Adoption APRIL 6~ 2000 SUPPORT REINSTATEMENT OF RESOURCE RECOVERY INVESTMENT TAX FUND WHEREAS, recycling serves natural resources and significantly reduces solid waste disposal costs and preserves landfill space; and WHEREAS, pursuant to N.J.S.A. 13:1E-1 et seq., the Solid Waste Management Act, the State of New Jersey (the "State") established a tax called the Resource Recovery Investment Tax ("RRIT"; and WHEREAS, the RRIT was established to provide a funding source for municipal recycling grants, loans to recycling businesses and county planning and education efforts; and WHEREAS, pursuant to the Act, the collection of RRIT expired on December 31, 1995; and WHEREAS, the loss of said RRIT funding has placed an unfair and unreasonable burden on the local property taxpayers; and WHEREAS, this Council supports the re-instatement of the RRIT to support funding the recycling programs; and WHEREAS, this Council wishes to go on record to formally request the Senate, Assembly and Governor to reinstate the RRIT to assist municipalities and county recycling programs; NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Carteret hereby supports the reinstatement of the RRIT and strongly urges the State Senate, Assembly and Government to reinstate the RRIT, through the enactment of appropriate legislation and as soon as possible. BE IT FURTHER RESOLVED that this Resolution shall be forwarded to Governor Whitman, the Senators and Assemblypersons representing Middlesex County, the Clerks of the Board of Chosen Freeholders and the Middlesex County Improvement Authority.
