HomeMy Public PortalAbout2003.239 (12-16-03)RESOLUTION NO. 2003.239 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD REQUESTING THE CALIFORNIA TRANSPORTATION COMMISSION TO APPROPRIATE ~~_ NECESSARY FUNDS FOR THE IMPLEMENTATION OF CRITICALLY NEEDED NEAR TERM TRAFFIC SAFETY i IMPROVEMENTS TO THE I-710 FREEWAY CORRIDOR ~. WHEREAS, the rate of accidents on the I-710 Freeway corridor causing fatalities and serious injuries has reached crisis levels; and WHEREAS, the unique role of the I-710 Freeway as a regional and national goods movement corridor calls for a special emphasis on the safe sharing of the roadway by large trucks and passenger vehicles; and WHEREAS, the I-710 Major Corridor Study will address long term solutions, but immediate action is needed and must not be delayed; and WHEREAS, the California Highway Patrol, in recognition of this continuing problem, has previously obtained and utilized grant funds to study I-710 traffic safety and recommend a variety of solutions, some of which are near term solutions; and WHEREAS, Caltrans, in recognition of this continuing problem, has previously programmed near term critically needed safety improvements in the Corridor; and WHEREAS, progress on implementation of these programmed improvements has been halted due to the state budget crisis; and I WHEREAS, notwithstanding that budget crisis, cash flow balances in the State Highway Account ~ may be sufficient to resume work on these safety improvements without delaying other priority projects; and ~ WHEREAS, the traffic safety improvements of the I-710 Freeway has a direct impact on the wellbeing and quality of life of the people of Lynwood. NOW THEREFORE, the City Council of the City of Lynwood does hereby find, proclaim, order and resolve as follows: ' Section l. That the City of Lynwood requests the California Transportation Commission allocate such funds as may be available to implement these safety projects as quickly as possible. Section 2. That the City of Lynwood calls upon other branches and agencies of state government to actively cooperate in the allocation and appropriation of such funds as may be available or may be made available to bring to bear on these near term safety projects and initiatives to prevent all avoidable injuries, property damage and loss of life on the I-710 freeway. Section 3.
