RESOLUTION NO. 09-7432
A RESOLUTION OF THE CITY OF OPA-LOCKA, FLORIDA
CONFIRMING THE ACCEPTANCE OF COMMUNITY DEVELOPMENT
BLOCK GRANTS FUNDS FROM THE MIAMI-DADE COUNTY OFFICE OF
COMMUNITY AND ECONOMIC DEVELOPMENT (OCED)FOR FISCAL
YEARS 2002-2009 UP TO A MAXIMUM AMOUNT OF ONE MILLION TWO
HUNDRED EIGHTY TWO THOUSAND DOLLARS ($1,282,000.00) FOR
THE CONSTRUCTION AND RENOVATION OF SHERBONDY PARK AND
FOR THE CONSTRUCTION OF A GYMNASIUM AND SWIMMING POOL;
FURTHER CONFIRMING THE AUTHORIZATION FOR THE CITY
MANAGER TO ENTER INTO AND EXECUTE AN AGREEMENT WITH
THE OCED TO EXTEND THE CONTRACT TERM FROM JANUARY 1,
2002 TO DECEMBER 31,2010,IN A CONTRACT FORM ACCEPTABLE TO
THE CITY ATTORNEY
WHEREAS, the Miami-Dade County Office of Community and Economic Development
("County")has awarded the City of Opa-locka("City")a total of One Million Two Hundred Eighty Two
Thousand Dollars ($1,282,000.00) in for improvements to Sherbondy Park; and
WHEREAS,The County specifically awarded City certain grant funds for fiscal years 2002-
2009 as described in the attached Exhibit"A"hereto; and
WHEREAS,the County is requiring the City to express and confirm its intent to receive said
grant funds and the City hereby authorizes the City Manager to execute a contract for the funds and
to extend the contract term from January 1, 2002 to December 31, 2010.
NOW,THEREFORE,BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF OPA-LOCKA, FLORIDA:
Section 1. The recitals to the preamble here are incorporated by reference.
Section 2. The City Commission hereby accepts the Community Development Block
Grant award in the total amount One Million Two Hundred Eighty Two Thousand Dollars
($1,282,000.00) in for improvements to Sherbondy Park, as described in Exhibit "A" hereto, and

further confirms the authorization of the City Manager to execute a contract for the funds and to
extend the contract term from January 1, 2002 to December 31, 2010.
Section 3. The City Commission authorizes the City Manager to carry out the intent of
this Resolution.

RE: Acceptance and Authorization of OCED-CDBG funds for Sherbondy Park-
Gymnasium/Pool Improvement.
REQUEST:
STAFF IS REQUESTING THAT THE CITY COMMISSION OF OPA-
LOCKA AUTHORIZES THE ACCEPTANCE OF A MIAMI-DADE
COUNTY OCED GRANT AWARD(S), FROM FY 2002 TO FY 2009, TO A
MAXIMUM AMOUNT OF ONE MILLION TWO HUNDRED EIGHTY
TWO THOUSAND DOLLARS ($1,282,000.00) FOR THE CONSTRUCTION
AND RENOVATION OF SHERBONDY PARK AND THE
CONSTRUCTION OF A GYMNASIUM AND SWIMMING POOL;
FURTHER AUTHORIZING THE CITY MANAGER TO ENTER INTO
AND EXECUTE AN AGREEMENT WITH THE OFFICE OF
COMMUNITY AND ECONOMIC DEVELOPMENT, TO EXTEND THE
CONTRACT FROM JANUARY 1, 2009 TO DECEMBER 31, 2010, IN A
FORM ACCEPTABLE TO THE CITY ATTORNEY.
DESCRIPTION: This is a request for authorization to accept the CDBG funds awarded FY 2009
and combine all previously awarded CDBG funds from 2002 to 2008 for this
project to accomplish the renovation of Sherbondy Park and the construction
of a gymnasium and swimming pool and to extend the contract agreement
between the City of Opa-locka and the Office of Community and Economic
Development from January 1,2009 to December 31,2010.
FINANCIAL IMPACT: No fiscal impact,one hundred percent of the proceeds are grant dollars.
IMPLEMENTATION
TIME LINE: Legislation effective immediately from the date of adoption.

RECOMMENDATION(S): Staff recommends the adoption of the Resolution to authorize acceptance of the
CDBG award to a maximum of$1,282,000.00 and further to authorize the City
Manager to enter into and execute the necessary agreements to extend the
contract award from January 1, 2009 to December 31, 2010 in a form
acceptable to the City Attorney.
Analysis: The Sherbondy Park Project is a comprehensive improvement plan to include
the demolition of old buildings and the construction of a new multi-purpose
community building, a training pool, upgraded sport fields, a track course,
child playground, shelters, walkways, and landscaping. The park will include
the vacated portion of Dunad Street and the area of the former administrative
complex property,which will afford the creation of a jogging trail and football
field at the North-West section of the park that will increase the recreational
scope of this facility.
