Pursuant to notice posted on the 29th day of July 2021, the Program Management Committee met at
2350 Market Street, St. Louis, MO 63103, in Room 109. Present at the meeting were:

Trustee Nicozisin opened the meeting at 8:52 a.m. Trustee Nicozisin requested approval of the
June 29, 2021 Program Management Committee meeting minutes. Motion was approved by Trustee
Fehr and seconded by Trustee Wilson.
District staff made a brief presentation of the Engineering Department Agenda items for the
August 12, 2021 Board of Trustees meeting. Projects with discussion other than general scope are
so noted.
Coldwater Creek OMCI Reimbursements Program (City of Florissant Agreement) (13488)
Deer Creek OMCI Reimbursements Program (City of Frontenac Agreement) (13487)
Staff requested authorization to enter into intergovernmental agreements with the City of
Florissant and the City of Frontenac within the Coldwater Creek and Deer Creek OMCI taxing
districts. The agreements will allow MSD to reimburse the municipalities for storm sewer
projects as part of the District's OMCI Grant Program. The initial funding and appropriation for
the program was approved by ordinance in January of this year. Staff answered questions from
the committee regarding allowable projects for the program.
Canterbury and Roland Sanitary Relief (Nelson Dr to Roland Blvd) (12110)
DC -02 & DC -03 Sanitary Relief (Brentwood Blvd to Conway Rd) Phase III and Phase IV
(12472) — Supplemental
Staff discussed this planned supplemental appropriation to an existing project being constructed
by J. H. Berra Construction Co. Staff is requesting the final appropriation of $17,500,000 to fully
fund the project. This project is a critical project required by the Consent Decree. The project is
currently on schedule.
Geyer Sanitary Relief and Windsor Springs P-521 Storage (Big Bend Blvd to Windsor
(Springs Dr) (12175)
Infrastructure Repairs (Facilities) (2022) (12996)
This annual appropriation will fund the repair and replacement of assets at the District
wastewater treatment facilities and pumping stations that are in disrepair or reached their useful
life. The projects are prioritized by the Operations and Engineering staff. Staff provided the
names and types of projects completed with this annual funding over the last year.
St. Jacques Sanitary Relief (St. Jacques St to N Lafayette St) (12213)
Staff provided bid and appropriation details for this construction project and answered questions
from the committee on the recent contract performance by the awarded contractor Gershenson
Construction.
Washington Terrace 14 Sewer Replacement (13292)
Kingsland Sanitary Storage Facility (Engelholm) (12841) — Easement Condemnation
Staff gave an update on the status of the easement acquisition on one parcel of ground for
Kingsland Sanitary Storage Facility project on the agenda. The current property owner has been
unresponsive to District staff. Staff will continue to coordinate with the property owner but is
seeking approval to move forward with condemnation efforts to keep this project on schedule.
The easement is needed to operate and maintain a monitoring manhole critical to the operations
of the new storage facility.
Emergency Repair #067 (Koeln Ave) (13663) — Introduce and Adopt
Staff provided details on the Emergency Repair sewer project located on Koeln Avenue in the
City of St. Louis. The Executive Director declared the emergency and notified the Board on July
17, 2021. Staff is requesting introduction and adoption of this ordinance.

The next Committee meeting is tentatively scheduled for August 31, 2021. The meeting was
adjourned at 9:32 a.m. Motion to adjourn was approved by Trustee Wilson and seconded by Trustee
Fehr.

reduce combined sewer overflows into the Mississippi River per the Long Term Control Plan. This project will reduce runoff
volume with the installation of permeable pavement and amended soils. Total cost of the project is estimated at $45,300
and Gladiator Homes, LLC is requesting approximately $45,300 reimbursement for the cost of green infrastructure.

this project is to provide structural rehabilitation for existing reinforced concrete pipe which has significantly deteriorated
due to corrosion and age. This project is scheduled to be completed in 365 days.

Additional Comments: An additional contingency of $20,000 for utility relocation (Electric - $20,000) is included in the
appropriation. The designer's estimate was found to be low and inaccurate for failure to account for significant by-pass
pumping system required for this large diameter sewer. Also failed to account for recent increases in CIPP Resin costs.

This ordinance authorizes the staff to proceed with further condemnation efforts including the filing of all necessary court
pleadings or documents leading to the acquisition of permanent easements and temporary construction easements on three
(3) parcels of ground located in the Cities of Shrewsbury, Webster Groves, and Unincorporated St. Louis County, Missouri.
The easements and temporary construction easements are needed to construct this project, which consists of the
construction of approximately 9,050 lineal feet of 8 -inch to 36 -inch diameter sanitary sewers, and provide for the elimination
of one (1) constructed SSO (BP -557). The purpose of this project is to eliminate building backups and overcharged sanitary
sewers as required by the consent decree. Currently, the District has been unable to negotiate a settlement with the owners.

This ordinance authorizes the District to enter into Contract #22091 with TREKK Design Group, LLC for Stormwater Asset
Investigations (2022) (13595). The purpose of this contract is to provide District staff with detailed information regarding
stormwater systems by performing services such as project inspection reconnaissance, field investigations of storm system
and structures, inspection prioritization, field verification, map updates, asset ownership, work order management, and post
inspection review. These services will form the basis for District led preventive maintenance and rehabilitation activities.
These investigations also provide assistance for the Operations Department with their sewer cleaning and manhole
inspection activities. In addition to the field inspections, CCTV review and system mapping updates are also provided. This
contract for Stormwater Asset Assessment is for $800,000. This contract is renewable for up to two (2) additional years
based on performance.

Additional Comments: This project for Stormwater Asset Investigations was identified in the District's Capital
Improvement and Replacement Program to provide support for Operations, design, and planning activities. The
appropriation for vendor services is equal to the total proposed funding presented in the CIP Budget Supplement.
The District, through the Purchasing division, solicited price and qualification proposals for this project. Six qualification
proposals were received. All proposals were evaluated based on five weighted criteria. TREKK Design Group, LLC had
the highest overall score as the best firm for the services requested in the RFP. TREKK Design Group, LLC was selected
for this contract.

This ordinance will authorize the partial appropriation of $300,000 that will be used on temporary help to develop a
Maximo/Oracle adaptor, and a Contractor Pay Application for engineering contracts. It is important to start this work in
advance of the Oracle Upgrade Project to assure timely project completion and proper testing. Future appropriations for
remaining funds to be used for vendor services will follow.
