HomeMy Public PortalAbout09-7433 CDBG Grant for the Ali-Baba West Street Improvement Sponsored by: City Manager RESOLUTION NO. 0 9-7 4 3 3 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA ACCEPTING AND CONFIRMING A COMMUNITY DEVELOPMENT BLOCK GRANT FROM THE MIAMI-DADE COUNTY OFFICE OF COMMUNITY AND ECONOMIC DEVELOPMENT IN THE TOTAL AMOUNT OF SIX HUNDRED EIGHTY ONE THOUSAND NINE HUNDRED AND ELEVEN DOLLARS ($681,911.00) FOR THE ALI-BABA AVENUE WEST STREET IMPROVEMENT AND BEAUTIFICATION PROJECT FROM 27th AVENUE TO DOUGLAS ROAD; FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE THE NECESSARY AGREEMENT TO EFFECTUATE THE AWARD IN A CONTRACT FORM ACCEPTABLE TO THE CITY ATTORNEY WHEREAS, the Miami-Dade County Office of Community and Economic Development ("County") awarded the City of Opa-locka ("City") a total of Six Hundred Eighty One Thousand Nine Hundred and Eleven Dollars ($681,911.00) in for improvements along Ali-Baba Avenue/ Veteran's Way from 27th Avenue to Douglas Road; and WHEREAS,The City was specifically been awarded Five Hundred Fifty Six Thousand Nine Hundred and Eleven Dollars ($556,911.00) for FY2009 and One Hundred Twenty Five Thousand Dollars ($125,000) for FY 2008; and WHEREAS,Certain infrastructure improvements are needed for the repair and improvement of sidewalks; the construction of the street median; improvement to the tree canopy through new plantings and for the provision of appropriate lighting; and WHEREAS,it is necessary for the City to express and confirm its intent to receive said grant funds and further authorize the City Manager to execute a contract for the funds. NOW,THEREFORE,BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA: Resolution No. 0 9-7 4 3 3 Section 1. The recitals to the preamble here are incorporated by reference. Section 2. The City Commission hereby accepts the Community Development Block Grant award in the total amount of Six Hundred Eighty One Thousand Nine Hundred and Eleven Dollars ($681,911.00) --representing Five Hundred Fifty Six Thousand Nine Hundred and Eleven Dollars($556,911.00)for FY2009 and One Hundred Twenty Five Thousand Dollars($125,000)for FY 2008 from the Miami-Dade County Office of Community and Economic Development. Section 3. The City Commission further authorizes the City Manager to enter into and execute an agreement with Miami-Dade County for acceptance of said grant award, in a contract form acceptable to the City Attorney. Taylor Commissioner Timothy Holmes Commissioner Dorothy Johnson Commissioner Rose Tydus fr FROM: Bryan K.Finnie,Interim City Manage il4 DATE: February 25,2009 RE: Acceptance and Authorization of OCED-CDBG for Ali baba West Street Improvement REQUEST: STAFF IS REQUESTING THAT THE CITY COMMISSION OF OPA- LOCKA AUTHORIZES THE ACCEPTANCE OF THE MIAMI-DADE COUNTY-OCED GRANT AWARD OF $556,911.00 FY 2009 FOR THE IMPROVEMENT(S) OF ALI-BABA AVENUE AND AUTHORIZES THE CITY MANAGER TO ENTER INTO AND EXECUTE THE NECESSARY AGREEMENTS TO EXTEND THE CONTRACT FROM JANUARY 1, 2009 TO DECEMBER 31,2010. DESCRIPTION: The proceeds from the grant will be allocated to support the improvement and beautification of Ali-baba Avenue from 27th Avenue to Douglas Road. A portion of these proceeds will be utilized for the design. This aspect is key to the City of Opa-locka accessing stimulus monies whose application criteria awards scoring points for projects that have complete or have nearly complete plans. FINANCIAL IMPACT: No Negative Fiscal Impact, one hundred percent of the proceeds are grant dollars. IMPLEMENTATION TIME LINE: Legislation effective immediately from the date of adoption. RECOMMENDATION(S): Staff recommends the adoption of the Resolution to authorize acceptance of the CDBG award of $551,911.00 and further to authorize the City Manager to enter into and execute the necessary agreements to effectuate the award in a form acceptable to the City Attorney. 1 Analysis: The infrastructure improvements along Veterans Way,AKA Ali- Baba Avenue from NW 27th Avenue to Douglas Road will include repairing and improving the city's sidewalks, while simultaneously constructing the street's median, improving the area tree canopy through new planting, and provide appropriate lighting.
