RESOLUTION NO. 2004- 3
A RESOLUTION PROHIBITING TOBACCO USE IN CITY BUILDINGS
AND VEHICLES
WHEREAS, the City is a public entity, providing public services to the community;
WHEREAS, numerous studies have found that tobacco use is a major contributor to health
problems for those who use it;
WHEREAS, tobacco smoke has been found to be a major contributor to indoor air
pollution, and that breathing secondhand smoke is a cause of disease in healthy nonsmokers,
including heart disease, stroke, respiratory disease, and lung cancer;
WHEREAS, the purpose of this ordinance is to protect the public health and welfare by
prohibiting tobacco use in all City buildings and vehicles, and to guarantee the right of
nonsmokers to breathe smokefree air;
WHEREAS, other forms of tobacco, including chewing tobacco, present a health risk to
those who use it, and its use is otherwise inappropriate in City buildings and vehicles.
WHEREAS, it is the desire of the Common Council of the City of Greencastle to provide a
smoke -free environment free of the odor and health hazards associated with second hand smoke
and prohibit the use of other forms of tobacco products within City buildings and vehicles;
NOW THEREFORE BE IT RESOLVED THAT THE CITY OF GREENCASTLE
Common Council hereby prohibits the use of tobacco, in any form within all City buildings and
vehicles.
PASSED AND RESOLVED by the Common Council of the City of Greencastle at its
regular meeting this day of 2004.

Resolution to Support the Cross -State
National Road Heritage Trail Project
WHEREAS, Trails and greenways provide natural, scenic, and recreational value to
citizens; and
WHEREAS, Trails and greenways are vital assets to our county, providing opportunities
for economic development; and
WHEREAS, Trails and greenways are good for the public health of our citizens, offering
places close to home for physical exercise, for mental relaxation, and for
family recreation and
WHEREAS, Trails and greenways provide good transportation routes, offering clean and
Go safe alternatives to motor transportation; and
WHEREAS, the remnants of the Pennsylvania, the electric interurban, and the Vandalia
railroad corridors form a natural and historic connection between the
communities that they served; and
WHEREAS, the rich history of the National Road as one of the earliest thoroughfares to
western settlement should be preserved and presented for future generations;
and
WHEREAS, the experiences of the historic National Road and former railroad corrido s
are ideally suited for the intimate pace of recreational tourism; and
WHEREAS, Trails and greenways are good for the environment by providing ribbons of
green for wildlife and vegetation, and by filtering run -off before it enters
waterways; and
