Kelley RESOLUTION NO, 09-7 4 4 6 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-LOCKA,FLORIDA,URGING THE FLORIDA LEGISLATURE TO PASS LEGISLATION IN THE 2009 SESSION CURTAILING THE ABUSE OF PRESCRIPTION DRUGS IN THE STATE OF FLORIDA WHEREAS,the abuse of prescription drugs such as Oxycontin and Oxycodone in the State Florida is becoming an epidemic; and WHEREAS, in 2005, the State of Florida issued a report entitled "Why Florida Needs a Prescription Validation Program" which described how scheduled drugs in the State that are prescribed by physicians are diverted from their intended use and then abused or illegally sold;and WHEREAS,although existing Florida regulations provide for limited identity verification procedures,such procedures have not been effective in stemming the tide of the abuse of prescription drugs in the state; and WHEREAS, DEA statistics show that neighboring Broward County is the number one county in the country dispensing Oxycodone; and WHEREAS,the City Commission of the City of Opa-locka("City Commission")believes that the abuse of such prescription drugs is a statewide problem which deserves the immediate time and attention of the Florida Legislature. NOW,THEREFORE,BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF OPA-LOCKA,FLORIDA: Section 1. The recitals to the preamble herein are incorporated by reference. Section 2. The City Commission of the City of Opa-locka hereby urges the Florida Legislature to pass legislations during the 2009 session curtailing the abuse of prescription drugs in Resolution No. 0 9—7 4 4 6 the State of Florida and hereby urges all counties and municipalities statewide to support this initiative. Section 3. The City Clerk is hereby directed to transmit copies of this Resolution to the Governor, the President of the Florida Senate, the Speaker of the Florida House, the Mayor and Members of the Miami-Dade County Commission,the Chair and Members of the Broward County Board of County Commissioners, and the Mayors of the governing bodies of the municipalities within Miami-Dade, Broward and Palm Beach County. Section 4. This resolution shall take effect immediately upon adoption. PASSED AND ADOPTED this 2 5 day of MARCH , 2009. O r PH L.
