HomeMy Public PortalAbout2004-047 (03-17-04)RESOLUTION NO 2004.047 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING THE APPROPRIATION OF EIGHTY-FIVE THOUSAND DOLLARS ($85,000) FROM THE PROPOSITION "A" UNAPPROPRIATED FUND BALANCE TO THE ON-DEMAND DIAL A TAXI PROGRAM WHEREAS, the City of Lynwood has provided an on-demand Dial a Ride Service for senior citizens and handicapped residents for over twenty-five years; and WHEREAS, the program changed in 2001 from an in-house operated program to one that is provided by a private sector contract service provider; and ~'~ WHEREAS, the number of monthly rides provided after this change of service provider increased from approximately 600 riders per month to almost 1,800 rides per month; and WHEREAS, the number of monthly rides provided has continued to steadily increase; and WHEREAS, City staff has negotiated with the contract service provider in order to reduce the cost of the services to the City in order to provide for some of the increased ridership without the need to appropriate additional funding; and WHEREAS, the current demand for the services has now exceeded the appropriated budget by over seven thousand dollars per month; and WHEREAS, based upon the current level of ridership the funding budgeted for the service in the amount of $176,750 will be expended at the end of March 2004; and WHEREAS, an additional $85,000 in funding is necessary to complete the current fiscal year; and ~ WHEREAS, there is Proposition "A" funding available within the existing 2003- 2005 Biennial budget; and . WHEREAS, the Dial a Taxi Service is an approved usage for Proposition "A" Funds. NOW, THEREFORE, the City Council of the City of Lynwood does hereby find, determine, order and resolve as follows: Section 1. The City Manager or her designee is authorized to carryout any and all necessary transactions as so ordered by this resolution. Section 2. The City Manager or her designee is authorized to prepare any correspondence to the Metropolitan Transit Authority necessary in order to facilitate the transaction as ordered by this resolution. Section 3. The funding appropriation in the amount of $85,000 be allocated from the unappropriated Proposition "A" balance in the following fashion.
