HomeMy Public PortalAbout09-7449 Florida Fish and Wildlife Conservation Sponsored by: City Manager RESOLUTION NO, 0 9-7 4 4 9 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA, AUTHORIZING THE CITY MANAGER TO FILE A GRANT APPLICATION WITH THE FLORIDA FISH AND WILDLIFE CONSERVATION COMMISSION - FLORIDA BOATING IMPROVEMENT PROGRAM, REQUESTING FUNDS IN THE AMOUNT OF TWO HUNDRED THOUSAND DOLLARS ($200,000.00) FOR THE CONSTRUCTION OF A BOATING PIER AT INGRAM PARK LAKE WHEREAS, the City Commission of the Opa-locka("City Commission") desires to improve recreational boating opportunities for the citizens and residents of the City of Opa-locka ("City"); and WHEREAS,the City's Parks and Recreation Department has identified a need for a recreational boating pier for boaters at the Ingram Park Lake based on the number of bass boats, sport motor boats and other vessels launching their boats off of the shoreline and thereby eroding the shore line of the lake; and WHEREAS, the City Manager is requesting authorization from the City Commission to submit a grant application to the Florida Fish and Wildlife Conservation Commission- Florida Boating Improvement Program to provide a recreational boating pier for boaters at the Ingram Park Lake; and NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA: Section 1. The recitals to the preamble are hereby incorporated by reference. Section 2. The City Commission of the City of Opa-locka hereby authorizes the City Manager to file a grant application with the Florida Fish and Wildlife Conservation Commission Resolution No. 0 9—7 4 4 9 - Florida Boating Improvement Program, requesting grant funds in the amount of Two Hundred Thousand Dollars ($200,000.00) to construct a recreational boating pier for boaters at the Ingram Park Lake. Finnie, Interim City Ma - ---- RE: Florida Fish and Wildlife Conservation Boating Improvement Program DATE: March 17, 2009 REOUEST: Staff is requesting the authorization to submit a grant application in the amount of $200,000 to the Florida Fish and Wildlife Conservation (FFWC) — Boating Improvement Program. DESCRIPTION: Based on the current usage of the Ingram Park Lake and the wide variety of fishing opportunities, the City Manager's Office researched this potential grant to provide a dock and launching facility for motorize boats that visit the lake for recreational and aquatic activities. FINANCIAL IMPACT: This project will have a fiscal impact on this city in regards to in-kind services with respect to staff time. IMPLEMENTATION TIME LINE: If approved, the grant will be submitted in April 2, 2009 and a ranking will be made sometime June 2009. Recommendation will then be made to the state legislature, and if awarded, the project will begin early 2010. LEGISLATIVE HISTORY: There is none for this application RECOMMENDATION: It is the recommendation of staff for the authorization of submitting the FFWC-Boating Improvement Program Grant Application. ANALYSIS: In the Fall of 2007 the City of Opa-locka Commission authorized the City Manager to enter an application to the Florida Department of Environmental Protection's Florida Recreation Development Assistance Program (FRDAP) in the amount of $150,000.00 for the development of Ingram Park Lake front. The grant was submitted, and the City of Opa-locka was awarded. With the renovations of this park, motorize boating activities have been on the rise. In response to theses activities, staff would like to apply for funds in providing motorized navigable boating activities.
