HomeMy Public PortalAbout09-7453 Community Forestry Grant Sponsored by: City Manager RESOLUTION NO. 09-7 4 9 3 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA, AUTHORIZING THE CITY MANAGER TO FILE A FY 2009 URBAN & COMMUNITY FORESTRY GRANT APPLICATION WITH THE FLORIDA DEPARTMENT OF AGRICULTURE AND CONSUMER SERVICES, DIVISION OF FORESTRY, IN THE AMOUNT OF TEN THOUSAND DOLLARS ($10,000.00) FOR PURCHASE OF A WATER TRUCK AS PART OF"PROJECT CLEANER AND GREENER" WHEREAS, the City Commission of the Opa-locka("City Commission") desires to continue beautification of the City of Opa-locka("City") through "Project Cleaner&Greener" which also provides much needed shading throughout the City by planting of trees; and WHEREAS,for two consecutive years the City was selected and awarded funding from an Urban and Community Forestry Grant through the State of Florida Department of Agriculture and Consumer Services, Division of Forestry, to continue "Project Cleaner and Greener"; and WHEREAS, Urban and Community Forestry Grant recipients are responsible for the maintenance of trees planted with funds obtained through the grant; and WHEREAS,the maintenance of the trees, especially watering, is the greatest expense to the City; and WHEREAS,the Urban and Community Forestry Grant requires a fifty percent (50%) match, with the matching funds reimbursable to the City after completion of the project; and WHEREAS, the City Manager is requesting authorization from the City Commission to submit a FY 2009 Urban and Community Forestry Grant application requesting funds up to Ten Thousand Dollars ($10,000.00) for the purchase of a water truck to water trees within the City. Resolution No. 0 9—7 4 5 3 NOW,THEREFORE,BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF OPA-LOCKA,FLORIDA: Section 1. The recitals to the preamble are hereby incorporated by reference. Section 2. The City Commission of the City of Opa-locka hereby authorizes the City Manager to file a FY 2009 Urban and Community Forestry Grant application with the State of Florida Department of Agriculture and Consumer Services, Division of Forestry, requesting grant funds of up to Ten Thousand Dollars ($10,000.00) for the purchase of a water truck to water trees within the City. Section 3. This resolution shall take effect immediately upon adoption. Finnie,Interim City Manage DATE: April 8,2009 RE: Resolution Authorizing Application FY 2009 Urban & Community Forestry Grant in the amount of$10,000 Request: A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA, AUTHORIZING THE CITY MANAGER TO APPLY FOR A FY 2009 URBAN AND COMMUNITY FORESTRY GRANT FROM THE STATE OF FLORIDA DEPARTMENT OF AGRICULTURE AND CONSUMER SERVICES, DIVISION OF FORESTRY, REQUESTING FUNDS IN THE AMOUNT OF TEN THOUSAND DOLLARS ($10,000) FOR THE PURCHASE OF A WATER TRUCK AS PART OF PHASE THREE OF THE PROJECT "CLEANER AND GREENER"; FURTHER AUTHORIZING THE CITY MANAGER TO ENTER INTO AND EXECUTE ANY AND ALL DOCUMENTS NECESSARY TO OBTAIN THE URBAN AND COMMUNITY FORESTRY GRANT; PROVIDING FOR AN EFFECTIVE DATE. Description: This is a third-round application to the State of Florida Department of Agriculture, Division of Forestry, requesting funds in the amount of $10,000 to further promote the City's Beautification project. A resolution by the City Commission indicating support for the project must be submitted with the grant proposal packet. Financial Impact: Yes. There is a fifty percent(50%) matching grant requirement. Implementation Time Line: This is scheduled for implementation by June 2010. Legislative History: None Recommendation(s): Staff is recommending the approval of the Resolution authorizing the City Manager to submit a Request for Proposal in the amount of ten thousand dollars ($10,000) to the State of Florida Department of Agriculture and Consumer Services for the purchase of a water truck. Analysis: This is the City of Opa-locka's third request for funding to the Florida State Department of Agriculture, Division of Forestry. For two consecutive years the City has received grant awards to develop a long- range community forestry management program. The first grant award was used to plant sixty seven (67) trees and over three hundred perennial ornamental plants in the surrounding area of Dr. Robert Ingram Elementary School. Implementation of the second grant award is scheduled to take place in May 2009 with the planting of additional trees. Maintenance of the trees, especially watering, would be one of the greatest expenses to the City. The funds obtained for FY 2009 grant cycle would be used towards the purchase of a water truck. INFORMATION AND EDUCATION This category includes educational programs, Arbor Day programs, Workshops/Training sessions, Youth programs, PSA (public service announcements) development, volunteer training, purchasing or developing brochures and exhibits. URBAN FORESTRY OR ARBORICULTURAL TRAINING This category is intended to provide cost-share funding for the development of new or additional continuing education courses or degree track educational courses in urban forestry or arboriculture. A maximum of$10,000 will be awarded to successful applicants for demonstration and for information and education projects. Staffing grants will be limited to three years, and the applicant will have to reapply on an annual basis. Otherwise, the maximum award is $20,000 for each applicant, and $20,000 for individual practices. Approximately $265,000 in funds will be available during this enrollment period. Commodity Code(s): Description(s): 991-070-000-0000 The purpose of Florida's U&CF Grant Program is to provide financial assistance to local governments, Native American Tribal Governments, volunteer groups, nonprofit organizations and educational institutions to initiate or enhance local urban and community forestry programs and improve the urban environment within the State of Florida.The State of Florida anticipates an allocation of$250,000 for fiscal year 2009.The primary purpose of the U&CF grant program is not beautification through tree planting, but to develop and enhance Urban and Community Forestry programs.Total funding available for demonstration or site specific tree planting projects is limited to 20%of available funds ($50,000) and tree planting projects are limited to a maximum award of$10,000 per applicant. The U&CF grant program is intended to help local governments, Native-American Tribal Governments, volunteer groups, nonprofit organizations and educational institutions get programs started and is not meant to be a continual funding source for staffing.
