AGENDA
1. Call to Order.
2. Approval of Minutes.
3. Public'Comments.
4. Consent Calendar.
(All matters on the consent calendar will be approved in a
single motion unless a Commission member requests a separate
action on a specific item.)
A. PVVTA State Transit Assistance Fund Claim.
Staff is recommending that the Commission allocate
$32,700 in State Transit Assistance funds to the Palo
Verde Valley Transit Agency for the purchase of a lift -
equipped replacement van.
B. Moreno Valley SB 821 Claim Extension.
Staff is recommending that the Commission approve a
request from the City of Moreno Valley to extend the
time for completion of a sidewalk construction project
to June 30, 1988.
C. Palm Springs SB 821 Claim.
Staff is recommending that the Commission allow the
City of Palm Springs to use previously allocated SB 821
funds for the Vista Chino sidewalk and bikeway project.
5. Unmet Transit Needs Public Hearing.
A public hearing will be held to obtain testimony on
transit needs that are not being met by existing transit
services or improvements programmed in the current Short
Range Transit Plan for Riverside County.
6. Intercounty Transit Service CostLSubsidy. Reduction And
Intercounty Pass. Feasibility Study.
Staff is recommending that the Commission participate with
the county transportation commissions in Los Angeles, Orange
and San Bernardino Counties in a study of the feasibility
for developing an intercounty transit pass and allocate up
to $5,000 for the study.
7. Caltrans' "Proposed State Transportation Improvement
Program" for State Highways.
This is a recommendation to support Caltrans' PSTIP with the
understanding that the Ethanac Interchange Project will be
moved up.
8. Report on State Transportation Issues.
A. SB 516 LBergesonl Relating to Contracting Out
Engineering Work for State Highways.
The recommendation is to authorize staff to meet with
Caltrans to determine how contracting out will affect
project delivery for Riverside County projects.
B. Status of SB 140 (Deddah).
Discuss legislation amendments and the Commission's
position.
C. Gann Reform Initiative.
The recommendation is to support the initiative and
urge early implementation legislation.
9. Executive Director's Report.
A. Southwestern Riverside County Circulation Issues.
B. Status Report on Technical Analysis of Local Sales Tax
Expenditure Plan.
C. Review of Board of Supervisor's Action on Study of
Growth Limitation Initiative in Relation to RCTC's
Proposed Transportation Sales Tax Ballot Measure.
10. SCAG Related Items.
11. Adjournment - The next RCTC Meeting will be held on April
6th.
