JOURNAL OF THE (1645th) MEETING OF THE BOARD OF TRUSTEES
THE METROPOLITAN ST. LOUIS SEWER DISTRICT
May 13, 2021
The Trustees of the District met in Room 109 at 2350 Market on the above date. Present at the
meeting were:

Also present were:
Roll call was made at 5:05 p.m. Trustees Watson, Nicozisin, Wilson, Fehr and Evans were present. Trustee
Wahby was absent.
Trustee Evans called the open session to order at 5:05 p.m.
Trustee Evans then asked for the approval of the April 8, 2021 (1644th) Board Journal. The Journal was
approved by Trustee Fehr and seconded by Trustee Nicozisin.

Report of Board Committees:
PROGRAM MANAGEMENT COMMITTEE
Trustee Evans reported that the Program Management Committee met on May 4, 2021 at 7:30 a.m. The meeting
was attended by trustees Evans, Wilson, Fehr, Wahby, Watson, and Nicozisin. The minutes of the March 30,
2021 meeting were approved.
The agenda items to be introduced tonight were presented and discussed, including a detailed discussion
regarding the following items:
Ordinance No. 15660 – Staff requested authorization to enter into an agreement and to award a CSO Volume
Reduction Green Infrastructure Grant to Fresh Coast Capital LLC (Hopewell Missionary Baptist Church) for the
construction of five bio-retention basins. The construction of these basins will reduce runoff to the combined
sewer system tributary to the Mississippi River. This project complies with the District’s CSO Long Term Control
Plan and the Consent Decree.
Ordinance No. 15666 – Emergency Repair #065 – Staff provided updated details on this Emergency Repair
sewer project located adjacent to the District’s Lemay Pump Station No. 1. The Executive Director declared the
emergency and notified the Board on October 26, 2020. Staff refreshed the Board on the issue and immediate
concerns. Staff discussed the current measures in place and on-going repairs. Staff is requesting supplemental
funds for the repair of $500,000. The additional funding is to continue repair work on an additional cave-in
discovered during the original repair. This appropriation will bring the total appropriation to $3,000,000. Staff is
requesting Introduction and Adoption of this ordinance at tonight’s meeting.

Ordinance No. 15667 – Easement Condemnation Request – Staff gave an update on the status of the easement
acquisition on one parcel of ground for Earth City Expressway Pump Station Replacement project on tonight’s
agenda. The current property owner has been unresponsive to District staff. Staff will continue to coordinate with
the property owner but is seeking approval to move forward with condemnation efforts to keep this project on
schedule.
Resolution No. 3665 – Force Main Evaluation Program – Staff presented details of this Operations support
professional services contract being renewed this month. This contract aids and supports in the ultimate delivery
of the consent decree and asset management requirements of the District. This is the second renewal of this six-
year contract.
In other business, the Committee requested an update on the Jefferson Barracks (J.B.) Tunnel Consent Decree
project. Staff responded they would give an update at the June Committee meeting.
The next Committee meeting is tentatively scheduled for June 1, 2021.

FINANCE COMMITTEE
Trustee Fehr reported that The Finance Committee met on May 4, 2021 with Trustees Fehr, Evans, Wahby,
Wilson, Watson and Nicozisin in attendance. The minutes from the March 30, 2021 meeting were approved.
The first item on the agenda was a report by staff on the District's Operating Fund Portfolio as of April 30, 2021.
Staff stated that the portfolio complies with the District’s Investment Policy.
Next on the agenda was a resolution authorizing the staff to enter the fourth and final option year of the contract
with Brown Smith Wallace to provide internal audit services to the District. This will be Resolution #3666 on
tonight's agenda.
The next topic addressed was an update on adjustments to the District's FY2022 Preliminary Budget. Staff
indicated that the Finding of Fact Board Committee has been established to consider the level of the District's
proposed 2021 property tax levies.
Also included on tonight's agenda is the introduction of the FY2022 Budget as discussed at the March 30th and
May 4th Finance Committee meetings. This will be Ordinance #15671 on tonight's agenda.
Next on the agenda was an ordinance authorizing the staff to approve new wastewater user charge rates based
on the Rate Commission Recommendation accepted by the Board of Trustees. This will be Ordinance #15669 on
tonight's agenda.
Staff discussed the introduction of an ordinance to establish the District's 2021 property tax levies to be applied to
customers' Real and Personal Property Assessed Values to produce required revenues for stormwater operation
and infrastructure projects. This will be Ordinance #15670 on tonight's agenda. Staff also stated that a public
hearing to review the FY2022 budget, taxes, user charges and CIRP is scheduled, as required by Charter, tonight
after this meeting.
Next, the Adjustment Review Committee report for the quarter ended March 2021 was presented as required by
ordinance. Staff also reported on the current financial condition of the District indicating it continues to be
financially stable.
The meeting adjourned at approximately 8:20 a.m. The next tentatively scheduled meeting is Tuesday, June 1,
2021. This concludes the Finance Committee Report.

STAKEHOLDER RELATIONS COMMITTEE
Trustee Wilson reported that The Stakeholder Relations Committee met at District Headquarters on Tuesday,
May 4, 2021 at approximately 8:25 a.m. Those present at the meeting included Chairperson Wilson, Trustees
Evans, Fehr, Nicozisin, Wahby and Watson, as well as District Directors and staff.
Chairperson Wilson called roll and had no further comments. By motion of all Trustees, the minutes of the March
30, 2021 Stakeholder Committee Meeting were approved.

The first agenda item was a discussion by Tracey Coleman regarding a Resolution for the appointment of a Civil
Service Commissioner. Resolution No. 3669 will formally acknowledge Marylynn Sims to the Civil Service
Commission for a three-year term expiring on May 13, 2024. She will be eligible for a 2nd three-year term,
expiring May 13, 2027.
The next item was a discussion by Tracey Coleman regarding Ordinances for the District's Risk and Liability
Insurance Coverage Programs. The various plans are:
a. Auto Liability Insurance Program
b. Blocked Main and Overcharged Line Back-Up Insurance Program
c. Combined Liability Insurance Program
d. Commercial Crime Insurance Coverage
e. Contractors Equipment (Inland Marine) Insurance Program
f. Cyber Liability Insurance Program
g. Excess Flood & Earth Movement Insurance Coverage
h. Excess (Umbrella) Liability Program (1st, 2nd and 3rd layers)

These Ordinances will provide financial protection from catastrophic losses and damages caused by policy
indicated events and claims. These are Ordinance Nos. 15672 through 15690 on tonight's Agenda.
The next Agenda item was a discussion by Brian Hoelscher regarding a Resolution for the Juneteenth Holiday.
Resolution No. 3668 will designate June 18, 2021 and future dates of June 19th as a District Special Holiday.
The last item on the Agenda was a discussion by Brian Hoelscher regarding a Resolution and review of Board of
Trustee Rules. Resolution No. 3667 will update the Board Rules pursuant to voter -approved Charter changes.
The meeting was then adjourned by Trustee Wilson at approximately 8:55 a.m. The next meeting date is
tentatively scheduled for Tuesday, June 1, 2021. This concludes the Stakeholder Relations Committee Meeting
Board Comments Report.

The Secretary Treasurer addressed the Board:
We received one comment that was a billing question. The issue was helping someone to set up autopay on their
billing. The issue was resolved, so we were planning to enter the letter into record, along with a note the
complaint has been resolved and we will follow up with the Board with the results. Trustee Evans agreed.
The Secretary-Treasurer asked the Board if they would like to pull any items for a separate vote within the
Consent Agenda. Hearing none, the Consent Agenda was moved forward for Adoption.

Adoption of Proposed Ordinance No. 15657 - Classification Plan
Repealing Ordinance No. 15493, as adopted on September 10, 2020, and enacting a new Ordinance prescribing
changes to the Classification Plan to update classifications to reflect the removal of obsolete positions and to retitle
existing positions.

Introduction of Proposed Ordinance 15660, Authorizing the Executive Director and Secretary-Treasurer on behalf
of The Metropolitan St. Louis Sewer District to enter into an agreement with Fresh Coast Capital LLC, d/b/a Greenprint
Partners, for cost sharing for green infrastructure construction in CSO Volume Reduction Green Infrastructure –
Hopewell Missionary Baptist Church (13505) in the City of St. Louis, Missouri.
Proposed Ord. No. 15660 was presented and read. This ordinance authorizes the District to enter into an
agreement with Fresh Coast Capital LLC, d/b/a Greenprint Partners to provide financial assistance through a Green
Infrastructure Grant Program for construction of green infrastructure. The purpose of this project is to reduce combined
sewer overflows into the Mississippi River per the Long-Term Control Plan. This project will reduce runoff volume with
the installation of five (5) bioretention basins. Total cost of the project is estimated at $915,000 and Fresh Coast
Capital LLC, d/b/a Greenprint Partners is requesting approximately $915,000 reimbursement for the cost of green
infrastructure.

Introduction of Proposed Ordinance 15661, Authorizing the Executive Director and Secretary-Treasurer on
behalf of The Metropolitan St. Louis Sewer District to enter into a construction contract with Two Alpha Contracting,
LLC, for green infrastructure construction in Euclid #4130 and #4136 Bioretention CSO VR GI (13270) in the City
of St. Louis, Missouri.
Proposed Ord. No. 15661 was presented and read. The work to be done under Contract #22031 consists of
the construction of one (1) bioretention cell approximately 1,264 square feet and appurtenances. The water quality
basin will capture runoff from approximately 2 acres and treat close to 23,000 gallons of stormwater. The purpose of
this project is to reduce combined sewer overflows into the Mississippi River per the CSO Long Term Control Plan.
This project is part of the CSO Volume Reduction Green infrastructure (11146) program. This project is scheduled to
be completed in 180 days.

Introduction of Proposed Ordinance 15662, Making an appropriation of Two Hundred Twenty-Five Thousand
Dollars ($225,000.00) from the Sanitary Replacement Fund to be used for storm sewer construction in Minnie Ave. to
Greenhaven Storm Sewer Separation (11507) in the Cities of Jennings and Flordell Hills, Missouri; and authorizing
the Executive Director and Secretary-Treasurer on behalf of The Metropolitan St. Louis Sewer District to enter into
Contract No. 22033 with Aztec Construction Specialties, LLC for storm sewer construction.
Proposed Ord. No. 15662 was presented and read. The work to be done under Contract #22033 consists of
the construction of approximately 298 lineal feet of storm sewers varying in size from 12-inches to 18-inches in
diameter and appurtenances. The purpose of this project is to separate storm flows from the combined sewer system
and to alleviate street and yard flooding along Minnie Avenue and Greenhaven Drive in the Cities of Jennings and
Flordell Hills, Missouri. This project is scheduled to be completed in 310 days.

Introduction of Proposed Ordinance 15663, Making an appropriation of Three Million One Hundred Thousand
Dollars ($3,100,000.00) from the Sanitary Replacement Fund to be used for sanitary sewer construction and private
I/I removal in White and Rosalie I/I Reduction and Bridgeport Sewer Separation (11212) in the City of Brentwood,
Missouri; and authorizing the Executive Director and Secretary-Treasurer on behalf of The Metropolitan St. Louis
Sewer District to enter into Contract No. 22023 with Fred M. Luth & Sons, Inc. for sanitary sewer construction and
private I/I removal.
Proposed Ord. No. 15663 was presented and read. The work to be done under Contract #22023 consists
of the construction of approximately 1,387 lineal feet of 12-inch diameter sanitary sewers, approximately 1,797 lineal
feet of storm sewers varying in size from 15-inches to 30-inches in diameter, removal of inflow from 16 private
properties, and appurtenances. The purpose of this project is to reduce inflow/infiltration (I/I) in the Deer Creek
watershed, reduce building backups and street flooding, and relieve overcharged sanitary sewers. This project is
scheduled to be completed in 365 days.

Introduction of Proposed Ordinance 15664, Making an appropriation of One Million Fifty Thousand Dollars
($1,050,000.00) from the Sanitary Replacement Fund to be used for sanitary sewer construction in Park Drive Sanitary
Relief (Engelholm Avenue) Phase II (13375) in the Cities of Pagedale, Greendale, and Normandy, Missouri; and
authorizing the Executive Director and Secretary-Treasurer on behalf of The Metropolitan St. Louis Sewer District to
enter into Contract No. 22034 with Pace Construction Company, LLC for sanitary sewer construction.
Proposed Ord. No. 15664 was presented and read. The work to be done under Contract #22034 consists of
the construction of approximately 2,155 lineal feet of sanitary sewers varying in size from 10-inches to 24-inches in
diameter and appurtenances. This construction is the second phase of a multi-phase improvement program. The
purpose of this project is to reduce building backups and relieve overcharged sanitary sewers. This project will provide
for the elimination of one (1) constructed SSO (BP-451). This project is scheduled to be completed in 365 days.

Introduction of Proposed Ordinance 15665, Making an appropriation of Three Hundred Forty Thousand Dollars
($340,000.00) from the Districtwide Stormwater Fund to be used for channel stabilization in Stanwood Dr. and Belwood
Dr. Storm Sewer and Bank Stabilization (11442) in the City of Normandy, Missouri; and authorizing the Executive
Director and Secretary-Treasurer on behalf of The Metropolitan St. Louis Sewer District to enter into Contract No.
21983 with Above and Below Contracting, LLC for channel stabilization.
Proposed Ord. No. 15665 was presented and read. The work to be done under Contract #21983 consists of
the construction of approximately 250 lineal feet of natural channel stabilization, approximately 220 lineal feet of storm
sewers varying in size from 12-inches to 30-inches in diameter, and appurtenances. The purpose of this project is to
alleviate creek bank erosion near 5300 and 5304 Stanwood Drive, and to alleviate basement flooding at 7528
Stanwood Drive, and street flooding along Stanwood Drive and Belwood Drive in the City of Normandy, Missouri. This
project is scheduled to be completed in 410 days.

Adoption of Resolution No 3665 - Force Main Evaluation Program Support (Condition Assessment)
Professional Services Agreement – Resolution (Operations)
The adoption of Resolution No. 3665 will exercise option year two (2) of the contract previously authorized by Ordinance No.
15206, adopted July 11, 2019, which authorized the Executive Director and Secretary-Treasurer on behalf of The Metropolitan St.
Louis Sewer District to enter into a contract with Pure Technologies, Inc., whereby Pure Technologies, Inc. would provide
professional services – Force Main Evaluation Program Support (Condition Assessment) Professional Services Agreement in St.
Louis City and St. Louis County, Missouri.

Adoption of Resolution No. 3670 – Trustee Jim Faul served on the Board of Trustees of The Metropolitan St. Louis Sewer
District from April 22, 2013 to August 14, 2020, having held the position of both Chair and Vice-Chair of the Board of Trustees.
Trustee Faul’s strong leadership, knowledge and expertise imparted direction and stability to the District and contribution serving as
Chair of the Program Management Committee, Chair and Vice-Chair of the Stakeholder’s Committee and Chair of the Pension
Committee assured a continued diligent focus on the District’s fiscal matters. The District and the people it serves, herewith
expresses its sincere appreciation and gratitude to Trustee Faul for his service on the Board of Trustees and for his many
contributions.
