A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF OPA-LOCKA,FLORIDA,RECOGNIZING MAY 18-
22, 2009 AS "NATIONAL PUBLIC WORKS AND PUBLIC
SERVICE RECOGNITION WEEK" IN THE CITY OF OPA-
LOCKA
WHEREAS,public service programs and public works services provided in our community
are an integral part of the lives of every resident of the City of Opa-locka("City"); and
WHEREAS,the health,safety and comfort of the community greatly depends on the quality
and effectiveness of these services and upon the efforts and skill of public works officials; and
WHEREAS,the City Commission of the City of Opa-locka("City Commission")recognizes
that the efficiency of public service personnel generally is materially influenced by residents
understanding the importance of the work performed by public works and service personnel; and
WHEREAS,the City Commission encourages all City residents and civic organizations to
acquaint themselves with the work performed by public service employees and recognize the
contributions that these individuals make every day to the health, safety,comfort and quality of life
in the City; and
WHEREAS,the City Commission of the City of Opa-locka wishes to recognize the week of
May 18-22,2009 as the"National Public Works and Public Service Recognition Week"in the City
of Opa-locka.
NOW,THEREFORE,BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF OPA-LOCKA, FLORIDA:
Section 1. The recitals to the preamble herein are incorporated by reference.
Section 2. The City Commission of the City of Opa-locka hereby recognizes May 18-22,

2009 as the"National Public Works and Public Service Recognition Week"in the City of Opa-locka.
Section 3. This resolution shall take effect immediately upon adoption.

RE: Approval of a resolution request to combine National Public Service
Recognition &Public Works Week events
Request: Approval of a resolution to combine the annual National Public Service
Recognition and Public Works Week's into one (1) joint event that will be celebrated
during the week of May 18 —22, 2009
Description: This event is a time set aside each year and celebrated nationally to honor
women and men who serve America as federal, state, and local government employees as
well as a special recognition for all Public Works Employees. Throughout the nation and
around the world, public employees use the week to educate citizens about the many
ways in which government serves the people to make the quality of life better for all.
Financial Impact: Approved Budget of$5000 for these events. Line Item 13-513397.
Implementation Time Line: Immediately upon passing.
Legislative History: Resolution#08-7254, 07-7092
Recommendation(s): Staff recommends approval.
Analysis: The public services provided in our community are an integral part, enhancing
and improving the quality for our citizens' and ensure that their awareness, and
understanding are increased by informing our citizens' of the efficient operation of public
service systems and programs provided by city government, as well as public works
systems and programs such as water, sewers, streets and highways, public buildings, and
solid waste collection.

This week should be a time when every citizen becomes more aware of the ways — both
direct and indirect in which government services touch and improve the quality of their
lives every day.

Public Service Recognition Week Announced
Washington -The Public Employees Roundtable at the Council for Excellence in Government is
pleased to announce Public Service Recognition Week, May 2-8, 2005. Public Service Recognition
Week (PSRW), celebrated the first Monday through Sunday in May since 1985, is a time set aside
each year to honor the men and women who serve America as federal, state and local government
employees. Throughout the nation and around the world, public employees use the week to educate
citizens about the many ways in which government serves the people and how government services
make life better for all of us.
Public employees across the U.S. and abroad take part in PSRW activities. Festivals, open
houses, parades, community clean-up days, and fund-raising events to benefit charity are just
some of the ways that public employees around the country reach out to their communities.

May 5-8, 2005
On the National Mall in Washington , DC , more than 100 government agencies will sponsor
colorful exhibits that showcase the innovative and high-quality work of public employees.The Mall
Event is the premier exposition offering government agencies the ability to reach out to the average
American. Over the course of four days (May 5-8), the Mall Event will bring together government
agencies, non-profit groups, and corporations, with the terrific opportunity to reach thousands of
government employees, and tens of thousands of D.C.-area visitors, residents, students and others.
Visitors come to the Mall to explore employment opportunities, learn about new programs and
initiatives, discuss personal benefits, and have unparalleled interaction with the government agencies
that serve their everyday needs. The Mall Event is a powerful, once-a-year opportunity for agencies to
reach the American public and demonstrate the services they provide to the nation.

CITY OF OPA-LOCKA, FLORIDA, ESTABLISHING THE
WEEK OF MAY 05-11, 2008 AS NATIONAL PUBLIC
SERVICE RECOGNITION WEEK
WHEREAS, public services provided in our community are integral, enhancing
and improving the quality of our citizens' everyday lives; and
WHEREAS, awareness, and understanding are increased by informing our
citizens regarding the efficient operation and broad variety of public service systems and
programs provided by government; and
WHEREAS, the community that greatly depends on and utilizes these services is
being given an opportunity to show appreciation to public employees; and
WHEREAS, the quality and efficiency of the public services that are provided to
the community are dependent upon the efforts and skills of the public service officials
and employees; and
WHEREAS, the efficiency of the qualified and dedicated personnel who provide
the public services are noted and appreciated by the citizens' attitude and understanding
of the valuable services that our public servants provide; and
WHEREAS, all citizens and civic organizations are encouraged to show
appreciation to public employees who ensure that our government- at the federal, state,
county and local levels—are the best in the world.

WHEREAS, public works services provided in our community are an integral part of our
citizens'everyday lives;and
WHEREAS, the support of an understanding and informed citizenry is vital to the efficient
operation of public works systems and programs such as water,sewers,streets and highways,public
buildings,and solid waste collection; and
WHEREAS, the health, safety and comfort of this community greatly depends on these
facilities and services; and
WHEREAS, the gaality and effectiveness of these facilities, as well as their planning,
design,and construction,is vitally dependent upon the efforts and skill of public works officials and
employees; and
WHEREAS, the efficiency of the qualified and dedicated personnel who staff the public
works department is materially influenced by the citizens' attitude and understanding of the
