A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF OPA-LOCKA, FLORIDA, DIRECTING THE
INTERIM CITY MANAGER TO LIMIT HIRING OF
CERTAIN CITY STAFF FOR THE REMAINDER OF THE
FISCAL YEAR ENDING SEPTEMBER 30,2009
WHEREAS, due the impact of property tax reform and recent state-wide voter
referendums, many Florida cites are now receiving less revenue than in previous years and
facing budgetary shortages; and
WHEREAS, the City of Opa-locka (`City") has seen a specific decline in revenue from
some of the following areas: Local Option Gas Tax (down) 6.5%; state revenue sharing tax
for capital improvement funds (down) 6.3%; utility tax (down) 6.0 %; franchise tax from FPL
(down) 14.6 % and building permitting fees revenue (down)40.0%; and
WHEREAS, a great percentage of the costs associated with the provision of City
services comes from the payment of wages and salaries of City employees; and
WHEREAS, the City desires to avoid, or at least minimize, the need to layoff City
employees given the current economic conditions; and
WHEREAS, the Interim City Manager is not in disagreement with the provisions
contained within this Resolution; and
WHEREAS, the City Commission of the City of Opa-locka ("City Commission") has
determined that the City must prudently conduct itself in a manner that will account for and
anticipate any further loss in revenues; and
WHEREAS, the City Commission of the City of Opa-locka desires to direct the Interim
City Manager to immediately limit the hiring of certain City staff (not including law
enforcement).

NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION
OF THE CITY OF OPA-LOCKA,FLORIDA:
Section 1. The recitals to the preamble are hereby incorporated by reference.
Section 2. The City Commission of the City of Opa-locka hereby directs the Interim
City Manager to limit hiring of City certain staff for the remainder of the fiscal year ending
September 30, 2009. The City Interim Manager shall immediately limit hiring of new
employees, with the exception of those positions approved by the City Commission in the
amendments to the FY 2008-09 budget. The City Commission further declares that the City's
Police Department shall be exempt from any limitations on hiring.
Section 3. Nothing in this Resolution shall be construed to interfere with the Interim
City Manager's authority as specifically granted by the City Charter.
Section 4. This resolution shall take effect immediately upon adoption.
